静态资源关系观及其批判

最近几十年里,关于人类资源关系的辩论越来越激烈。学者们大致形成了两个对立的流派。资源悲观主义认为,人类资源关系是零和的,一个人群消耗的资源增加了,其他群体可能得到的资源就会减少。因此,随着资源越来越匮乏,人类资源冲突会愈演愈烈。资源乐观主义认为,人类资源关系是非零和的,资源冲突能够避免。悲观主义和乐观主义尽管尖锐对立,但有共同缺陷——都是静态理论,对资源关系的解释力有限。对此,本文提出了动态的资源关系理论,能够更好地解释人类资源关系。     

An apparently jawless cadaver: a case of post-mortem slippage

Passer-by witnesses reported a human cadaver in woodland associated with an agricultural college to police in Northern Ireland. The cadaver comprised reasonably preserved feet, legs and pelvis, with poorly preserved arms and torso, lying with the torso down-slope abutting a fallen tree. A search of the area around the torso, and for some 20m around, failed to find the cranium and mandible. The mandible was found, embedded inside the chest cavity. The cranium was found some 30m away. The victim was later identified as a 24-year old drug addict who had absconded from a local hospital. Mapping of the area led us to speculate that he had tripped and fallen down-slope: other reasons for the body location were also considered. After death, the cadaver had further slipped down-slope forcing the mandible into the chest cavity: slippage of human remains is well-known in forensic and archaeological literature but not well documented. Knowledge of this process of cadaver 'slip' may save wasted police resources in future similar environments where the mandible, and possible other nearby bones appear missing yet are inside the body.

Review of analytical techniques for arson residues

Arson is a serious crime that affects society through cost, property damage, and loss of life. It is important that the methods and technologies applied by fire investigators in detection of evidence and subsequent analyses have a high degree of reliability, sensitivity, and be subject to rigorous quality control and assurance. There have been considerable advances in the field of arson investigation since the 1950s. Classification of ignitable liquids has been updated to include many new categories due to developments in the petroleum industry. Techniques such as steam or vacuum distillation and gas chromatography (GC) with flame ionization detection that may have been considered acceptable--even a benchmark--40 years ago, are nowadays generally disfavored, to the extent that their implementation may almost be considered as ignorance in the field. The advent of readily available mass spectrometric techniques has revolutionized the field of fire debris analysis, increasing the degree of sensitivity and discrimination possible considerably. Multi-dimensional GC--particularly GC x GC--while not yet widely applied, is rapidly gaining recognition as an important technique. This comprehensive review focuses on techniques and practices used in fire investigation, from scene investigation to analysis.     

Regional politics: The European union and citizenship

This article examines the development of citizenship within the European Economic Community as a model for citizenship as such, within a global environment. In historical terms, citizenship evolved within the nation‐state, but the nation‐state, which is no longer valid as the exclusive model of economic development, may be inappropriate as a framework for social rights. The fluidity of labour within the European community means that traditional means of political representation within the nation‐state are irrelevant. Within a global context, the economic barriers which are required by nation‐states constitute political barriers to social rights through the vehicle of citizenship. The article considers the European experience of regional politics as lessons for citizenship reform in a global system.

Sustained Outcomes? an Exploratory Study of Juvenile Drug Courts and Long-Term Recidivism

This exploratory study examined juvenile drug courts’ effect on adulthood recidivism. Utilizing a twelve-year average follow up time, adult recidivism rates were compared between previous juvenile drug court participants and a comparison group of juveniles who participated in traditional probation. Linear regression models indicated limited recidivism effects of drug court on arrests or convictions into adulthood. The findings suggest that gender and race may play a role in how justice-involved juveniles interact and experience juvenile drug court, highlighting the need for gender-responsive and culturally responsive policies, practices, and programs within juvenile drug courts. Recommendations are made regarding future research areas and ways to potentially improve long-term juvenile drug court outcomes.     

20世纪末以来中、美与东盟的三边互动关系——以权力转移为视角

中国的崛起对美国和东盟均产生重大影响,导致中、美和东盟在经贸、政治和认知方面形成了互动关系。由于经济领域的区域经济一体化、贸易转移效应和政治领域东亚一体化的排斥效应等因素,中美在东亚的权力关系发生了转移,东亚秩序经历了结构性调整。三方在经贸、政治和认知的互动相互影响并呈正相关关系,使得东亚的权力转移在和平中实现。互动中仍存在一些问题需要三方调适和合作加以解决。     

中苏(俄)关系的历史演进及其当前启示

从中苏到中俄,从同盟、对抗到伙伴,这三种关系模式如同历史本身的有机发展一样,彼此之间有着深厚的逻辑关联。一方面,同盟和对抗模式为伙伴模式提供了极为丰厚的历史遗产,对其产生了不可割舍的内在影响和制约。另一方面,伙伴模式在20世纪90年代后之所以能够得到全面、持续而又深入地构建,是与其对同盟和对抗模式所进行的辩证继承和扬弃分不开的。
