ABSTRACT

In this introduction, we discuss the scope of the edited volume by outlining the position of Mostar within much broader academic debates on ‘ethnically divided cities’. We question the representations of such contested cities as hopeless spaces of division, and suggest to explore instead the cracks that challenge overpowering logics of partition: the self-directed attempts at inter-ethnic solidarity, grassroots movements for social justice and dignity, and the inconsistent ways people in these cities inhabit and perform ethnic identities. We also introduce the themes of this Special Issue; Divided Cities as Complex Cities; Memories, Affect and Everyday Life; and Grassroots Politics.  相似文献

In theoretical debates about the quality of democratic rule, the core question concerns membership, and the adequate constitution of the demos: who is entitled to participate in choosing political representatives? This article enhances the predominantly normative debates on democratic inclusion and boundary making by taking an empirical perspective and analysing attitudes of 16–18-year-old teenagers regarding preconditions for the distribution of voting rights. Based on data stemming from 13 focus groups conducted in three Austrian cities in spring 2010, our findings show that principles related to both competence (autonomy, knowledge) and community (showing concern, being subjected to the law) matter when it comes to democratic boundary making. Furthermore, the study reveals that, in trying to explain the formation of juvenile attitudes about boundary issues, institutions are relevant when related to the conjunctive experiences manifested in the group-specific habitus: while young immigrants argue more inclusionarily than natives in terms of community-related preconditions, especially as far as the roles of language and citizenship are concerned, students argue more exclusionarily than apprentices when it comes to competence-related preconditions, especially civic education. Boundary making affects social groups independent of national origin or citizenship and can therefore be considered a permanent process beyond international migration.  相似文献

This article explores the attitudes of trade union organizations to restructuring and privatization of their enterprises to strategic foreign investors in Central and Eastern Europe's biggest steel producers: Poland, Czech Republic, Romania, and Slovakia. Contrary to advocates of insulating technocratic decision-makers from social partners, this article argues that higher quality of democracy and concomitant social dialogue carried out at the level of the sector with union organizations that are autonomous of the government in power (as was the case in the Czech Republic and Poland), are associated with greater restructuring and with support for privatization to strategic foreign investors. In these circumstances, the unions actually pressure reluctant governments to accelerate the privatization process. By contrast, politically motivated capture of individual enterprise-level unions and splitting them from sectoral-level organizations, as occurred in countries with lower quality of democracy (Romania and Slovakia), weakens the autonomous sectoral-level organizations, which are generally supportive of restructuring. Conversely, captured unions remain far more resistant to reform than their counterparts belonging to autonomous sectoral organizations. Thus, higher quality of democracy and concomitant vibrant social dialogue safeguard industrial restructuring.  相似文献

Obesity-related behaviors, such as intake of snacks and sweetened beverages (SSB), are assumed to result from the interplay between environmental factors and adolescents’ ability to self-regulate their eating behaviors. The empirical evidence supporting this assumption is missing. This study investigated the relationships between perceptions of at-home and out-of-home food environment (including SSB accessibility, parental, and peers’ social pressure to reduce intake of SSB), nutrition self-regulatory strategies (controlling temptations and suppression), and SSB intake. In particular, we hypothesized that these associations would differ across the stages of preadolescence, early and mid-adolescence. Self-reported data were collected from 2,764 adolescents (10–17 years old; 49 % girls) from 24 schools in the Netherlands, Poland, Portugal, and the United Kingdom. Path analysis indicated that direct associations between peers’ social influence and SSB intake increased with age. Direct negative associations between at-home and out-of-home accessibility and SSB intake as well as direct positive associations between parental pressure and intake become significantly weaker with age. Accessibility was related negatively to self-regulation, whereas higher social pressure was associated with higher self-regulation. The effects of the environmental factors were mediated by self-regulation. Quantitative and qualitative differences in self-regulation were observed across the stages of adolescence. The associations between the use of self-regulatory strategies and lower SSB intake become significantly stronger with age. In preadolescence, SSB intake was regulated by means of strategies that aimed at direct actions toward tempting food. In contrast, early and mid-adolescents controlled their SSB intake by means of a combination of self-regulatory strategies focusing on direct actions toward tempting food and strategies focusing on changing the psychological meaning of tempting food.  相似文献

The main goal of this article is to compare the institutionally supported renewal (regeneration) processes and market renewal processes (gentrification) as well as to analyze the social context of these both processes, especially in the context of change in the social structure in the restored urban districts in Poland. Displacement and resettlement were inherent parts of majority of Polish urban regeneration programmes that took place before Polish accession to the European Union (1990-2003). Lacking of precise definition of social goals in these programmes, cities tried to relocate poor families from pockets of poverty in the city centres. The reconstruction of Mostar could have been a symbol of renewed multiethnic coexistence. Instead, it has become a synonym for failed institutions and divisions, mirroring the difficulties of the whole country. While imposition of both the 1996 and 2004 statutes establishing the city’s administrative units was connected with crisis, the city has also faced two major deadlocks, in 2008–2009 and 2012. In the first, a solution was imposed by the international community’s High Representative (HR). But the second remains unresolved, as the HR resists intervening. The aim of the paper is to analyze these impasses – moments when institutional change should have occurred, but for some reason did not. Even the solutions – acts of external imposition – might be treated at best as institutional pseudo-change that shows that imposed institutions have a particular inertia that resists change. The topic will be presented from the perspective of historical institutionalism, with special emphasis on the path-dependency approach, which refers here not only to the formal institutional structure of the city, but also to the decision-making processes in the moments of stalemate.  相似文献

Governments across Europe have stepped up their efforts to manage social diversity politically, often specifically targeting Muslim populations. Lewicki interrogates the policy tools that the British and German governments deploy to ‘integrate’ an increasingly stigmatized and racialized population, zooming in on whether and how they problematize patterns of inequality. Complicating the ‘one country, one citizenship’ rationale of the citizenship regime literature that assumes a one-dimensional interpretation of history, cultural identity, political institutions or legal norms, she points to four salient liberal citizenship discourses that currently frame policies of diversity management. These are civic republicanism, multiculturalism, civic universalism and cosmopolitanism. Her analysis demonstrates that all four liberal citizenship discourses have blind spots when it comes to problematizing structural hierarchies and the logics of racism. Over the last two decades, liberal citizenship and integration policy frameworks have thus contributed to the retention of binary distinctions between superior citizens and inferior Others, distinctions that can now easily be exacerbated and used for mobilization by right-wing populist movements.  相似文献
