The U.S. incarceration rate rose dramatically over the past 45 years, increasing the number of marriages and cohabiting unions disrupted by a jail or prison stay. But as some have pointed out, not all unions dissolve as a result of incarceration, and there seems to be racial–ethnic variation in this tendency, with Blacks displaying higher rates of dissolution than Whites and Hispanics. Yet it is unclear what explains racial–ethnic differences in union dissolution among the incarcerated. Drawing on the National Longitudinal Survey of Youth 1997 (NLSY97), we examine why racial–ethnic differences in union dissolution exist among a sample of individuals who had a marital or a cohabiting union interrupted by an incarceration spell. In doing so, we draw on social exchange theory and structural and cultural theories to suggest that racial–ethnic disparities in union dissolution are explained by differential exposure to protective relationship characteristics. The results of Cox hazard models reveal that Blacks have significantly higher hazards of union dissolution than do Whites and Hispanics. These results also indicate that being married, having a child together, having full-time employment, a longer union duration, and a shorter incarceration spell may protect against dissolution and that these factors account, in part, for the greater risk of dissolution among Blacks relative to Whites and Hispanics. 相似文献
Crime victimisation is a significant life event that can lead to the development of post-traumatic symptomology. Compared with the general population, victims of crime are significantly more likely to present with symptoms of post-traumatic stress disorder (PTSD). Restorative justice is an approach to criminal justice that considers the goal of the justice system to restore victims to their state pre-victimisation. The purpose of this review was to evaluate the effectiveness of restorative justice in reducing symptoms of post-traumatic stress that develop following victimisation. Relevant databases were searched to identify quantitative studies measuring post-traumatic symptoms in victims of crime who successfully completed either a restorative justice or customary justice intervention. A total of seven studies were identified examining one or more facet of post-traumatic symptomology. These studies provide modest support that restorative justice did produce a greater improvement on post-traumatic symptoms than customary justice procedures. However, this was only consistently evidenced for symptoms of avoidance and intrusion, whereas there were mixed findings with regard to the subscales of negative alterations in mood and cognition, and arousal and reactivity. Reasons for these inconsistencies are discussed and recommendation made for further empirical work on this subject.

Financial assistance provided by the International Monetary Fund (IMF) and other International Financial Institutions (IFIs)
aims to help member countries reduce their economic policy distortions. Because these distortions are endogenously generated,
it is important to understand how IFI assistance interacts with the domestic political economy. In this paper, we review recent
models of IFI conditional assistance that are based on the theory of special interest politics (Grossman and Helpman 2001).
In these models, governments adopt inefficient economic policies and instruments because of lobbying by interest groups. IFI
assistance helps reduce these inefficiencies, at least under perfect and symmetric information, and provided IFIs are representative
of the general public in creditor and debtor countries. Factors limiting the effectiveness of conditional assistance as an
incentive system are also identified. These are related to information asymmetries, the potential for political instability
in debtor countries, and the IFIs’ own financial solvency.
This paper examines public policy and management programs in Canada, Europe, Australia, and New Zealand, and makes comparisons with similar programs in the United States. Our study of public policy programs shows that there are many challenges ahead in terms of making good decisions on the form and content of programs that will add value to governments and citizens. Appropriate choices in terms of program design and pedagogy will reflect different economic, social, environmental, and cultural influences and will be shaped by history, values, and the roles of public policy and management professionals within a particular governmental context. 相似文献
The most striking feature of liberal democracies is the coexistence of large inequalities of wealth with a roughly egalitarian distribution of voting power. So far most attempts to explain this have asked ‘why don’t the poor form a coalition to expropriate the rich?’ This paper argues that this is not necessarily the best way to interpret the problem and attempts to provide an alternative unified political-economic model that is more consistent with standard assumptions about voting. This is done by studying what would happen if every possible coalition could form in a wealth distribution game. Among the main findings is that, if the marginal contribution of every individual to production is increasing sufficiently, there is a stable distribution of the product. This may include the egalitarian distribution. If individuals are not so valuable there is no stable distribution. 相似文献
Responsibility is an increasingly important concept within both political and academic debates about youth justice. As an alternative approach to youth crime, restorative justice ideology has contributed to this debate. Restorative justice emphasizes the importance of repairing harm by encouraging offenders to address past behaviour and to become responsible for future actions. This article reflects on empirical findings from the author's research with 41 young offenders who were the subjects of Referral Orders, a purportedly restorative disposal. It considers how successfully the English youth justice system has adopted this approach, arguing that there is a significant difference between the theory of restorative justice and its use in practice. To some extent, New Labour's emphasis on the criminal justice system has missed the point behind the ideology of restorative justice and the wider opportunities it offers for a proactively restorative society. 相似文献
