The Barack Obama administration advanced open government initiatives to make federal administration more open, accountable, and responsive to citizens. Yet a question remains whether federal administrators took notice. This article examines changes in the extent to which U.S. federal agencies have integrated the three core principles of open government—transparency, public participation, and collaboration—into their performance planning. By analyzing 337 annual performance plans of 24 major federal agencies from fiscal years 2001 to 2016, the authors found that, overall, the level of integration of open government into performance planning has been trending higher since the early 2000s. During the Obama presidency, integration initially rose sharply but later declined. Findings also show that agencies' stated core values regarding open government are not consistently integrated into their performance plans. The implications of these findings for incorporating democratic‐constitutional values into holistic performance management are considered.  相似文献

This article provides an overview of the Rental Assistance Demonstration (RAD) program in the United States and examines its early implementation from its start in 2013 through April 6, 2016. RAD was devised to address the physical deterioration of public housing and secure a more stable funding stream. It requires public housing authorities to shift properties out of the public housing program into a different subsidy program (project-based Section 8) which enables them to obtain mortgages on more favorable terms and to secure tax-credit investment. The program is currently limited to 185,000 housing units. As of April 6th, the program was fully subscribed, and had generated more than $2 billion in new investment. Extrapolating from the early results, RAD has the potential to yield more than $15 billion for fund the redevelopment and renovation of public housing.  相似文献

Households face many difficult decisions after a disaster, including decisions about whether to rebuild their homes or relocate to a new area. These decisions are bounded by federal housing recovery policy and the ways it is interpreted and applied. In this article, we examine the use of home buyout programs as housing recovery policy tools and assess buyout policy using policy learning theory. According to policy learning theory, policies should evolve and improve over time. Instead, a historical review of buyouts implemented in the United States suggests that policy learning related to buyouts has been, at best, limited. Rather than showing evidence of learning from one iteration to the next, individual buyout programs continue to reflect unique objectives and features, lacking evidence of an iterative process. We propose a novel typology for organizing buyout programs and conclude by exploring implications of this finding and offering recommendations for moving forward.  相似文献

Juveniles who have committed sexual offenses are subject to specialized treatment and policies based on their assumed unique dangerousness, despite contradictory evidence. Limited information is available regarding risk factors and their relationships to outcomes in this population. The comparative frequency and predictive utility of empirically supported risk factors for general delinquency were examined using data from the Pathways to Desistance study. Adolescent males who committed sexual offenses (n = 127) were compared to adolescent males who committed non-sexual offenses (n = 1021). At the start of the study, the sample ranged in age from 14 to 18 (M = 16.00, SD = 1.12) and self-identified as primarily African American (44 %), Latino (29 %), or White (25 %). Outcomes were measured over 7 years and included general and sexual recidivism, involvement in school and work, and positive relationships with peers and adults. The results indicated a few small differences in the presence of risk factors and their relationship to outcomes, with many similarities. Juveniles who have committed sexual offenses had equivalent general recidivism but higher sexual recidivism, though this rate was low (7.87 %, or 10 of the 127 adolescents who had committed sexual offenses). New clinical and policy approaches may be needed given the similarities between groups.  相似文献

Children and adolescents exposed to multiple contextual risks are more likely to have academic difficulties and externalizing behavior problems than those who experience fewer risks. This study used data from the Northern Finland Birth Cohort 1986 (a population-based study; N?=?6961; 51?% female) to investigate (a) the impact of cumulative contextual risk at birth on adolescents’ academic performance and misbehavior in school, (b) learning difficulties and/or externalizing behavior problems in childhood as intervening mechanisms in the association of cumulative contextual risk with functioning in adolescence, and (c) potential gender differences in the predictive associations of cumulative contextual risk at birth with functioning in childhood or adolescence. The results of the structural equation modeling analysis suggested that exposure to cumulative contextual risk at birth had negative associations with functioning 16 years later, and academic difficulties and externalizing behavior problems in childhood mediated some of the predictive relations. Gender, however, did not moderate any of the associations. Therefore, the findings of this study have implications for the prevention of learning and conduct problems in youth and future research on the impact of cumulative risk exposure.  相似文献

Factors that might exacerbate or mitigate the transmission of depressive symptoms from parents to adolescents and the continuity of depressive symptoms into early adulthood are poorly understood. This study tested the hypothesis that the intergenerational transmission and stability of depressive symptoms would be stronger for girls than boys over adolescence and into early adulthood, while considering the possibility that the pattern of gender moderation might vary depending on parent gender and developmental timing. The participants were 667 rural Midwestern adolescents (52 % female) and their parents. Survey data on maternal and paternal depressive symptoms (at youth age 11) and on adolescent and young adult depressive symptoms (at youth ages 11, 18, and 21) were analyzed via multiple group structural equation modeling. Maternal depressive symptoms predicted increased late adolescent depressive symptoms for girls but not boys, and adolescent depressive symptoms were more stable in girls. Paternal depressive symptoms predicted increased late adolescent depressive symptoms for all youth. The findings suggest the need for early, tailored interventions.  相似文献

Improvements in human development under democratic institutions are often attributed to electoral contestation. We evaluate the effect of multiparty contestation on infant mortality in the authoritarian context. Contrary to what extant scholarship argues, we find no evidence that multiparty elections in authoritarian regimes reduce infant mortality. Specifically, we show that electoral autocracies do not produce better infant mortality outcomes compared to closed autocracies holding no multiparty elections. We also demonstrate a non-monotonic effect of electoral competition on infant mortality: Infant mortality increases in levels of electoral contestation common in electoral authoritarian regimes and decreases only at levels of contestation that are nearly exclusive to democracies. Finally, we show that increases in infant mortality in electoral authoritarian regimes operate partially through increased political violence and reduced state capacity.  相似文献

While scholars have shed light on our understanding of elections in less and non-democratic countries, the incentives behind electoral participation in these countries remain unexplored. This paper sets out to investigate how regime structure is associated with voters' incentives of habitual voting. We assert that the formation of voting habits is associated with the relationships of citizens with the state and their expectations about it. Thus, habitual voting reflects voters' understandings about, perceptions of, and concerns with their political environment and system. In democracy, habituated voting behavior is strongly associated with respondents' support for the regime because their sense of civic duty encourages them to vote. In authoritarian regimes, knowing that their ballots are the adornments of the authoritarian government, habitual voting simply reveals citizens' short-term support for the government or their concerns with the vertical accountability of the government. We further test the hypotheses against Asian Barometer Survey data and the analysis evidences our assumptions.  相似文献
