Luck egalitarianism originated in an attempt to respond to the conservative objection that egalitarianism fails to respect the value of responsibility. In response, luck egalitarians have introduced a distinction between choice and circumstances and recommend redistribution only when inequalities are not the result of choice. I will argue, however, that this standard formulation of the luck egalitarian aim is problematic, and ought to be revised. Valuing responsibility requires more than redistribution – it requires giving priority to ensuring equality of opportunity for advantages at the level of institutions. Preventing unfairness has normative priority over efforts to alleviate it. Compensation’s role is secondary to the prior normative importance of ensuring that people are responsible for the advantages they have.  相似文献

This study examines service providers’ perspectives on survivors of trafficking using a purposeful sample of professionals specializing in intimate partner violence, sexual assault, and child maltreatment. Entry points into trafficking included recruitment by Romeo pimps, survival sex, kidnapping, and deceptive offers of employment. Service needs of survivors were described as more extreme and enduring than those of other types of victims served, with particular needs in long-term housing, health and mental health, substance use treatment, legal aid, and employment assistance. An overarching issue involved survivors’ dual identities as both victims and offenders, including self-identification and understanding/treatment by human service providers and law enforcement officers.  相似文献

This article reflects on the real world relevance of rational approaches to grantmaking. The characteristics and environment of foundation work are outlined, then both traditional and newer funding practices are analysed. Unpacking implicit assumptions of a rational approach, eight costs to foundations and their grantees are identified. The final sections of the paper consider what grantmaking for a complex and disorderly world might encompass. In conclusion, while rational approaches to grantmaking provide a comfortable aura of certainty, funders need to adapt to a little discomfort.  相似文献

Research with domestic dogs provides a unique approach for exploring the evolution of fairness and justice. Not only are dogs descended from highly social canids; they have also been bred for cooperative tasks with humans. Dogs act cooperatively in social play and are skilled on other social cognitive tasks. It is reasonable to ask whether dogs behave in ways similar to primates in other social contexts. In particular, do dogs perceive and respond to unfairness or injustice, a skill potentially borne of long-term affiliation with and selection by humans? Using a revised test of inequity aversion which looks at advantageous and disadvantageous inequity, the current research investigated the behavior of 38 domestic dogs. Subject dogs and a control dog approached two trainers in turn: one who rewarded them equally for sitting on command and one who rewarded them unequally??either over-rewarding or under-rewarding the control dog. After familiarization with the trainers, subjects chose which trainer to approach by themselves. Subjects preferred the over-rewarding trainer over the fair trainer; they had no preference between the under-rewarding and the fair trainer. Further analyses found that length of ownership, subjects?? age, and cooperative work experience reversed the approach preference, predicting preference for the fair trainer??though breed did not. These results suggest that the precursory sensitivity, which dogs showed to iniquitous outcomes in prior research, does not extend to both advantageous and disadvantageous inequity and does not hold when the subject is continually rewarded. Dogs selected a trainer who had treated them ??unfairly,?? yet who presented a potentially greater opportunity for future rewards. When the stakes were high, dogs showed a greater sensitivity to the quantity of a reward than to the fairness of a reward.  相似文献

With an estimated 30 protracted refugee situations around the globe, the number of refugees finding themselves in prolonged displacement is alarming. While demarcated refugee camps are a visible component of this phenomenon, the link between protracted displacement and increased risks of human trafficking is much less evident. Within refugee camps, the lack of law and order or police protection along with the presence of large numbers of helpless people create a pool of readily available supply for those who want to exploit them. This account will discuss the conditions of displacement that contribute to human trafficking risks, particularly as they relate to the protracted refugee situation of Burmese in Thailand. The case study will be followed by a number of policy and practice recommendations for the reduction of these risks.  相似文献

This article considers whether the HOPE VI program has achieved two of its key goals: improving neighborhood conditions and increasing resident self-sufficiency. Findings from the Maverick Gardens HOPE VI program in Boston, Massachusetts are presented and discussed in the context of other research on HOPE VI and other relocation initiatives.

Evidence from the Boston site affirms that the combination of relocation and redevelopment can lead to dramatic improvements in neighborhood quality for many – but not all – residents. Self-sufficiency outcomes, on the other hand, were not achieved: employment did not change, job networks were not expanded to new neighbors, and some residents experienced a decline in economic stability as a result of the program. Why HOPE VI has failed to improve neighborhood conditions for all residents and why it has failed to impact resident self-sufficiency is discussed, and how program goals and strategies might be adjusted to make it more effective is considered.  相似文献

Has federal antidiscrimination law been effective in moving women and minorities into management? Early studies show that government affirmative action reviews improved the numbers, and rank, of blacks, but evidence of what has happened since 1980 is sparse. There is little evidence that civil rights lawsuits improved the employment status of women or African Americans. We examine establishment‐level effects of compliance reviews and lawsuits on the percentage of women and blacks in management. We find that compliance reviews, which alter organizational routines, had stronger and more lasting effects than lawsuits, which create disincentives to discriminate. We also find that deregulation was more consequential for compliance reviews than for lawsuits: Compliance reviews initiated in the 1980s were less effective than those initiated in the 1970s. Not so for lawsuits. Compared to lawsuits, compliance reviews appear to have a greater capacity to elicit lasting organizational change, but their effects are mediated by the regulatory environment.  相似文献
