To meet its obligations accepted in the Kyoto Protocol cost effectively, the European Union introduces a scheme of Greenhouse Gas Allowance Trading for its member states. This paper evaluates the cost effectiveness, ecological accuracy and dynamic incentives of this approach.The EU-emissions trading constitutes an important shift in the paradigm of environmental policy, from command and control to a market based approach. Still, the EU-system does not fully realize the economic potential of the transferable discharge permit policy. Especially, the limited scope of trading regarding geography, pollutants, sectors and activities reduces the quality of the system. Moreover, the EU-Directive is unspecific in many respects and it leaves many decisions defining the rules of the game to the individual member state. Objectives
An important indicator of discrimination in the criminal justice system is the degree to which race differences in arrest account for racial disproportionality in prisons (“accountability”). A recent National Academy of Sciences (NAS) study raised concerns by reporting low and declining estimates of accountability. Our improved measure accounts for unreported Hispanic arrestees. We measure accountability at intermediate stages, including commitments to prison and time served. We also use victim reports to extend accountability from arrest to differential involvement in violent crimes.Methods
Our methods utilize information on self-reported racial identity of Hispanic prisoners to provide more accurate comparison with the race of arrestees. We also assess accountability for 42 individual states and 4 regions.Results
Our national estimate of accountability is close to previous estimates and much higher than those in the NAS report. Accountability is high for the serious violent crimes of murder and rape, and low for drug trafficking, drug possession, weapons, and aggravated assault, which involve more discretion in arrest, labeling and charging.Conclusions
Our more accurate accountability results contradict the NAS report of low and declining accountability. Regional accountability estimates show no consistently stronger or weaker region. We also show a corrected national estimate of the ratio of black-to-white incarceration-rates has dropped from 6.8 in 1990 to 4.7 in 2011, an important correction to concerns of increasing discrimination. Reports of offenders’ race by victims and arrestees’ race are found to be close, supporting use of arrest as an indicator of involvement in violent crimes.143.

In January, 1989, the U.S. Supreme Court cast in doubt the legality of minority set-aside programs. The Court required government set-aside programs to meet a “strict-scrutiny” standard of review and required cities to first explore race-neutral means for increasing minority firm participation prior to utilizing any type of rigid quota system. This paper examines how four cities have reacted quite differently, with some cities continuing old practices, and others developing a mixture of new policies and implementation structures. It is argued that the Supreme Court's decision will have only a minor impact on minority contracting programs, with cities seeking to combine affirmative action contracting programs with those that stress economic development. 相似文献

The aim of this study was to add to the emerging knowledge about the role of bystanders in cyberbullying. To differentiate online versus offline bystander behaviors, 292 Australian children (mean age = 15.2; female = 54.4%) reviewed hypothetical scenarios experimentally manipulated by bystander sex, relationship to target and perpetrator, and severity of bullying incident. In both environments, bystander helping behaviors were more likely when the target was a close friend, perceived harm to the target was high, and when bystanders were female. Bystanders also reported being less likely to approach teachers or publicly defend targets in online versus offline environments. This suggests programs designed to encourage positive bystander behaviors online can be similar to face-to-face approaches, but they need to recognize some aspects unique to the online environment. 相似文献

Abstract Mentors and school heads play cardinal roles in teacher education programmes in most countries, including Zimbabwe. The side-effects of such symbiosis have not yet been investigated fully. This article used a qualitative methodological approach to investigate the perceptions of some Zimbabwean student teachers regarding their teaching practice experiences. A sample of 10 ex-teaching practice students from a teacher education college was selected and interviewed during data collection using a semi-structured interview schedule. The participants reported a high prevalence of sexual harassment/aggression of the students by the host schools' heads and mentors, irrespective of student gender. The form of aggression included seeking sexual favours and intimidation. Most perpetrators used metaphors and satirical or sarcastic language to convey their intentions. The female student teachers reported higher incidences than did the male students. A continuing debate in sociological criminology involves the association of crime with economic disadvantage at both aggregate and individual levels of analysis. At the aggregate level, data from law enforcement sources suggest that rates of intimate violence are higher in disadvantaged neighborhoods. Disadvantaged neighborhoods may experience higher rates of intimate violence for compositional or contextual reasons, or rates may only appear to be higher because of differential reporting. Similarly, at the individual level, intimate violence appears more common among couples that are economically distressed, but whether economic distress triggers intimate violence is not certain. Using data from waves 1 and 2 of the National Survey of Families and Households and from the 1990 U.S. Census, we investigate the effects of neighborhood economic disadvantage and individual economic distress on intimate violence against women. Controlling for violence at time 1 and other individual level characteristics, we find that neighborhood economic disadvantage, neighborhood residential instability, male employment instability, and subjective financial strain influence the likelihood of violence at time 2. The relationship between neighborhood disadvantage and intimate violence appears to reflect both compositional and contextual effects. 相似文献
