Does Disclosure of Performance Information Influence Street‐level Bureaucrats’ Enforcement Style?

Governments use different regulatory instruments to ensure that businesses owners or “inspectees” comply with rules and regulations. One tool that is increasingly applied is disclosing inspectees’ performance information to other stakeholders. Disclosing performance information has consequences for street‐level bureaucrats because it increases the visibility of their day‐to‐day work. Using a survey (n = 507) among Dutch inspectors of the Netherlands Food and Consumer Product Safety Authority, this article shows that the disclosure of performance information has an impact on enforcement style at the street level. Findings show that perceived disclosed performance information positively enhances all three dimensions of street‐level bureaucrats’ enforcement style (legal, facilitation, and accommodation). This effect is strongest for facilitation and accommodation and weakest for the legal style. Perceived resistance by inspectees partly explains this effect. Contrary to expectations, more perceived disclosure does not result in more but in less perceived resistance of inspectees by street‐level bureaucrats. 相似文献

Dutch subnational governments such as municipalities and provinces are increasingly compelled to express their interests in the national and European political arenas. Effectiveness in these arenas requires an optimal arrangement of Public Affairs (PA) activities in the subnational organization. Based on 41 in‐depth interviews with prolific PA professionals and practitioners in the Netherlands, this article provides an overview of initiatives that subnational government organizations have to develop in their own organization after their “discovery” of how useful PA may be, but before the moment they enter the arenas. According to the participants, the creation of individual, collective, and regional commitment regarding PA is the first initiative. Subsequently, conditional and instrumental terms should be fulfilled, so that PA will be used as a tool to model PA messages. Concluding from the interviews, human aspects and internal cooperation determine the sensemaking of PA in a subnational organization, but a lack of arena knowledge frustrates this process. 相似文献

ABSTRACTThis article has a twofold aim. First, it discusses the contributions to the scholarly field of conflict knowledge and expertise in this special issue on Knowledge production in/about conflict and intervention: finding ‘facts’, telling ‘truth’. Second, it suggests an alternative reading of the issue’s contributions. Starting from the assumption that prevalent ways of knowing are always influenced by wider material and ideological structures at specific times, the article traces the influence of contemporary neoliberalism on general knowledge production structures in Western societies, and more specifically in Western academia, before re-reading the special issue’s contributions through this prism. The main argument is that neoliberalism leaves limited space for independent critical knowledge, thereby negatively affecting what can be known about conflict and intervention. The article concludes with some tasks for reflexive scholarship in neoliberal times. 相似文献

Anchored in a framework drawn from the public finances literature and executive–legislative studies, the purpose of this article is to assess the impacts of Afghan budgetary institutions on the statebuilding project. Two main questions drive the analysis: what is the nature of the relationship between central government and subnational units concerning the allocation and distribution of resources, and – regarding budget preparation – what is the role played by the legislature? It is argued that beyond Afghanistan’s dependency on foreign aid to fund ordinary expenditures and development projects, the presence of a set of budgetary rules which not only centralizes the preparation and execution of budget decisions at the expense of provinces but also marginalizes the legislative involvement in the decision-making process are two important features that prevent further development in state capacity and the representative government. 相似文献

In pursuit of a healthier and participatory democracy, scholars have long established the positive effects of social capital, values derived from resources embedded in social ties with others which characterize the structure of opportunity and action in communities. Today, social media afford members of digital communities the ability to relate in new ways. In these contexts, the question that arises is whether new forms of social capital associated with the use of social media are a mere extension of traditional social capital or if they are in fact a different construct with a unique and distinct palette of attributes and effects. This study introduces social media social capital as a new conceptual and empirical construct to complement face-to-face social capital. Based on a two-wave panel data set collected in the United States, this study tests whether social capital in social media and offline settings are indeed two distinct empirical constructs. Then, the article examines how these two modes of social capital may relate to different types of citizenship online and offline. Results show that social media social capital is empirically distinct from face-to-face social capital. In addition, the two constructs exhibit different patterns of effects over online and offline political participatory behaviors. Results are discussed in light of theoretical developments in the area of social capital and pro-democratic political engagement. 相似文献

An embryonic literature exists on policy failures by the Australian Government, which has examined inter alia the Home Insulation Program, the Green Loans Program, the Building the Education Revolution, and the macroeconomic stimulus package following the global financial crisis. This article contributes to this literature by considering the introduction of the Mineral Resources Rent Tax (MRRT) and its subsequent performance in terms of revenue. Transport infrastructure consumes a large fraction of the development assistance envelope. Yet procedures for evaluating transport infrastructure projects are typically ad-hoc. This paper proposes an approach to assess the differential impacts of alternative investment proposals in data constrained environments where conducting reliable impact analyses is difficult. We first demonstrate a technique for estimating the cost of transporting products to markets. We then estimate the impact of improving the road network on economic activity. Finally, we perform simulations to demonstrate a methodology for prioritising alternative investments. The analysis demonstrates a pragmatic, though rigorous, approach for assessing transport infrastructure benefits. 相似文献

International organizations (I0) have centralized their public communication to a large extent over recent decades by undertaking a broader codification of communication tasks as well as a departmentalization of these tasks within units of IO bureaucracies. The paper provides the first systematic analysis of this important development in institutional design using a novel data set on the organization of public communication in 48 IOs between 1950 and 2015. It identifies self-legitimation as a key driver of centralization in the face of increased levels of politicization, that is, public awareness and activism directed at IOs. Empirically, the study suggests that the centralization of public communication significantly increases as transnational civil society organizes and gains access to IO decision-making. Further, politicization in terms of contentious activism and public scandals substantially accounts for varying levels of centralization across IOs. 相似文献

One main source of sexual socialization lies within family interactions. Especially sexuality-specific parenting may determine adolescents’ sexual development—adolescents’ sexual behavior and sexual risk behavior, sexualized media consumption and permissive sexual attitudes—to a significant extent, but different ideas exist about how this works. In this longitudinal study, we examined two hypotheses on how sexuality-specific parenting—parenting aimed specifically at children’s sexual attitudes and behaviors—relates to adolescents’ sexual development. A first buffer hypothesis states that parents’ instructive media discussions with their children—called instructive mediation—buffers the effect of sexualized media consumption on adolescents’ sexual attitudes and behavior and, vice versa, the effect of adolescents’ sexual attitudes and behavior on sexualized media consumption. A second brake hypothesis states that parents, by communicating love-and-respect oriented sexual norms, slow down adolescents’ development toward increased sexualized media use, permissive sexual attitudes, and sexual behavior and sexual risk behavior. Using four-wave longitudinal data from 514 Dutch adolescents aged 13–16 years (49.8% female), we found evidence to support a brake effect. More frequent parental communication of love-and-respect oriented sexual norms was associated with less permissive sexual attitudes and, for boys, with less advanced sexual behavior and a less rapid increase in sexual risk behavior. Parents’ instructive mediation regarding adolescents’ sexualized media consumption was associated with less permissive sexual attitudes at baseline, but only for girls. No systematic evidence emerged for a buffer effect of parents’ instructive mediation. In conclusion, although our data seem to suggest that parent–child communication about sex is oftentimes “after the fact”, we also find that more directive parental communication that conveys love-and-respect oriented sexual norms brake adolescents’ move toward sexual maturity. 相似文献

Obesity and high body fat percentages are a major public health issue. The percentage of obese and overweight Americans has increased over the past 30 years. On average, overweight individuals with higher percent body fat than normal weight individuals are at increased risk for numerous negative outcomes both physically and mentally. A prime time to investigate changes in body composition and associated psychological influences on decision making is during the emerging adulthood period. The first few years of college are a time when adolescents begin to regulate for themselves their own eating behaviors. Previous research shows that freshmen gain weight and increase in percent body fat during their first year of college. The current study addresses the limitations of previous research by investigating (1) individual growth in percent body fat over a longer period of time in college than previous available research and (2) important psychological and sex differences in this growth. This study measures percent body fat across the first 3 years of college at 8 time points for 542 undergraduates (351 females, 65 %; 191 males, 35 %). Longitudinal data analysis was conducted to identify changes in percent body fat, psychological predictors of those changes, and how changes differ for males and females. Our study found that significant increases exist in percent body fat during undergraduates' college years and that change differs for males and females. In addition, through the use of nested hierarchical models, eating regulation style (autonomous or controlled regulation), appearance schema (self-evaluative salience or motivational salience), and body satisfaction were identified as influential predictors of change in percent body fat. For example, young females, who do not feel in control of their physical appearance yet spend a great deal of time maintaining their appearance, have the highest initial body fat percentage and the steepest increase in percent body fat. Overall, males and females with high autonomous regulation and high motivational salience are likely to maintain (instead of increase) percent body fat over the college years. Knowing the influence of these predictors can be useful for promoting health and intervening with young adults in the college setting and other emerging adults who are not enrolled in postsecondary institutions. 相似文献
