A Family by any other Name ... or StarbucksTM comes to England

The article examines the recent House of Lords decision in Fitzpatrick v. Sterling Housing Association from two perspectives. The first adopts a perspective of rights and discrimination and speculates as to how a court may in future decide such a case in the light of Britain's obligations under the Human Rights Act 1998. The second offers a review of some of the literature which questions the effectiveness of such a rights-based approach for achieving justice for lesbian women and gay men, and, from a feminist perspective, expresses caution about instantiating in law a traditional idea of 'family' and the privilege attached to that ideal.     

环境瑕疵担保责任论纲——作为EPR政策落实手段的视角

瑕疵担保责任适用范围的渐趋拓展为其适用于环境领域提供了可能。我国的环境问题日益凸显,而相应的一些环境政策却无法得以具体落实,其中的EPR政策即为明证。基于此,文章重点对作为EPR政策私法落实手段的环境瑕疵担保责任进行了理论上的建构,明确了环境瑕疵担保责任与侵权法的关系,并依次从环境瑕疵担保责任的权利义务主体、客体、性质、内容、实现等方面加以详细分析。     

Optimism as a Mediator Between the Experience of Child Abuse,Other Traumatic Events,and Distress

In this study, we examined the role of dispositional optimism in mediating distress among students who experienced traumatic events, including child physical abuse, emotional abuse, and sexual abuse. Participants included 199 undergraduate and graduate students (aged 18–63 years) from a private university in Oregon. In this study, dispositional optimism partially mediated distress among individuals who had experienced child physical abuse and child emotional abuse; participants with higher levels of optimism had lower levels of distress. In addition, dispositional optimism fully mediated distress among individuals who had experienced traumatic events such as rape, assault, and fire; participants with higher levels of optimism had lower levels of distress. Contrary to prediction, the experience of child sexual abuse was not associated with distress. Clinical implications of these results are addressed.     

区域知识产权自主创新能力与潜力研究——以河北省为例

区域知识产权自主创新是国家知识产权战略的重要组成部分,但目前我国区域知识产权创新还存在着数量少、质量低、创新效率不高等问题。本文以河北省为例,分析了问题的主要原因在于知识产权创新体系不完善,创新意识淡薄,创新激励机制不完善,高层次创新人才不足,创新经费投入强度较低,创新平台的规模、结构不合理等六个方面。提高我国区域知识产权自主创新能力需要营造良好的知识产权创新社会文化环境,建立健全知识产权工作体系,培养和吸引高层次人才,拓宽融资渠道,建设并优化创新平台。     

Making civic engagement go viral: Applying social epidemiology principles to civic education

This paper explores the connections between education for youth civic engagement and theories and strategies from public health (specifically, epidemiology). We illustrate this with four applications of epidemiologic theory to youth civic engagement: social determinants and fundamental causes, vulnerable populations and cumulative disadvantage, positive spillover, and herd immunity and critical mass. Formalizing concepts of current civics, in schools and the public, as a civic epidemic, we present a case for individual‐ and group‐level interventions based around targeted, school‐based, effective civic education initiatives. Grounded in epidemiological theory, such approaches call attention to the simultaneous need to improve broad civics education and ensure that particular populations receive necessary attentions.     

Public budgeting and financial management curriculum reform: A conceptual framework

Public budgeting and financial management (PBFM) education has been undergoing intense scrutiny which can be seen through many professional conferences, journal symposia, and recently, the creation in 1984 of a Task Force on Budgeting and Financial Management Curriculum Reform by the Section on Budgeting and Financial Management of the American Society for Public Administration. This study analyzes pedagogic deficits in PBFM, suggests a comprehensive scope of PBFM, points to some dilemmas in PBFM curriculum design or reform, proposes some models for a curriculum reform, and raises some implementation constraints in each model.
