Presence of periorbital and conjunctival petechial hemorrhages in accidental pediatric drowning

The pathological findings of drowning are variable and non-specific. Petechial hemorrhages involving the periorbital region and the conjunctiva have been described in many causes of death, but are thought to be exceedingly uncommon in cases of drowning. However, such studies have not specifically addressed the pediatric population. The current study retrospectively examined 79 cases of accidental pediatric drowning for the presence of periorbital/conjunctival hemorrhages and analyzed factors that may have affected their presence. Ten victims had periorbital/conjunctival petechial hemorrhages (13%), with five having periorbital petechiae, three having conjunctival petechiae, and two having both periorbital and conjunctival petechiae. The age and gender of the victim, site of drowning, resuscitation history and the presence of other pathological findings were not significantly associated with the presence of periorbital/conjunctival petechiae. However, as the interval between the drowning episode and autopsy increased, the incidence of periorbital/conjunctival petechiae decreased (28% for <24h; 7% for >24h). The presence of periorbital/conjunctival hemorrhages in a significant proportion of pediatric drowning victims confirms that the pathologist must add this finding to the spectrum of changes seen in pediatric drowning.     

Policing Australia’s ‘heroin drought’: using an agent-based model to simulate alternative outcomes

Our paper examines how street-level drug markets adapt to a macro-level disruption to the supply of heroin, under three experimental conditions of street-level drug law enforcement: random patrol, hot-spot policing and problem-orientated policing. We utilize an agent-based model to explore the relative impact of abstractions of these three law enforcement strategies after simulating an ‘external shock’ to the supply of heroin to the street-level drug market. We use 3 years of data, which include the period of the ‘heroin drought’ in Melbourne (Australia) that commenced in late 2000 and early 2001, to measure changes in a selected range of crime and harm indicators under the three policing conditions. Our results show that macro-level disruptions to drug supply have a limited impact on street-level market dynamics when there is a ready replacement drug. By contrast, street-level police interventions are shown to vary in their capacity to alter drug market dynamics. Importantly, our laboratory abstraction of problem-orientated policing is shown to be the optimal strategy to disrupt street-level injecting-drug markets, reduce crimes and minimize harm, regardless of the type of drug being supplied to the market.

It Takes a Coalition: The Community Impacts of Collaboration

Members of Congress frequently collaborate on policy initiatives, reaching out to colleagues in both parties to find common ground on solutions for the problems faced by their constituents. Using a novel dataset of over 30,000 “Dear Colleague” letters sent by members of the 111th Congress, I use the collaborative relationships that exist in the earliest stages of the policy process to measure the social influence of legislators. I demonstrate that districts represented by members of Congress who are better connected to their colleagues receive a greater share of federal grant money. I argue that this is because collaborative legislators are well‐positioned to be influential allies to strategic bureaucrats who want to maintain a broad base of support for their programs in Congress. Thus, devoting resources to building relationships with their colleagues is one way members of Congress can more effectively support the communities they represent.
