The New Governance of French Education?

This article contributes to ongoing debates in comparative public administration through exploring the governance paradigm in the unfavourable empirical terrain of French education. After identifying potentially relevant features of governance, we investigate changing patterns of policy-making in French education at macro, meso and micro levels. Extrapolating research findings from extensive interviews and participant observation at ministerial meetings, we conclude the existence of a French-style governance that operates within distinctive ideational and institutional environments and interest structures. The article emphasizes the importance of historical and institutional traditions in framing the available pathways of governance.     

More Than IndyRef2? The Referendums (Scotland) Act 2020

Demands for a second Scottish independence referendum have persisted since 2014. The Scottish government introduced the Referendums (Scotland) Bill at Holyrood in May 2019 to enable referendums within the competence of the Scottish parliament. The Scottish National Party (SNP) government presented this as a framework enabling a range of referendums. Opponents saw this as legislating for a second independence referendum. The act will form a large part of the legal framework and rules for any second independence referendum. Importantly, the legislation provides innovation in electoral law more generally. This article discusses the background to the bill, its initial contents, and debates around and amendments to the bill. It discusses its electoral law innovations, before considering its limitations and place as constitutional debates play out over a second independence referendum.     

The Institute for Fiscal Studies Report: English Council Funding: What’s Happened and What’s Next?

The article reviews the recent Institute for Fiscal Studies (IfFS) report, English Council Funding: What’s Happened and What’s Next. The article provides an overview of the main themes and findings of the report which examines the consequences of a sustained period of austerity for English local government and the impact of austerity on certain key council services. The article explores what the report has to say about the way councils have responded to reductions in government funding and the strategies they have developed to protect certain frontline services. The article reviews the suggestions made in the IfFS report for changing English local government funding and finds that they reflect a form of centralist thinking which lacks a radical edge when it comes to reform.     

Causes of bewilderment: Necessity,sufficiency and facilitating conditions for democratization

Explanations of democratization are often criticized using criteria that cannot feasibly be satisfied. One possible result of this is that all explanations are made to appear woefully inadequate. Another is the misapplication of the criteria to deliver prejudiced judgement on rival accounts. The problems attached to such criteria are outlined. Replacement strategies adopted by different approaches are identified and assessed, stressing the constructive role that values and interests may play in the appraisal of competing explanations.

Improving the quality of public participation in council decision making continues to be a key goal of local government 'modernisation'. Different rationales for this have been advanced, including consumerist aims of service improvement, participation as an important value in itself, and participation as a survival strategy for local government. Based on surveys of, and interviews with, councillors and senior officers in Scottish local government, this article explores the ways in which concepts of 'consumerism' and 'citizenship' inform councils' approaches to public participation.     

The Survival of Spanish Provincial Governments in a Quasi-Federal Polity: Reframing the Debate

Despite harsh criticisms, Spanish provincial governments (diputaciones) have survived for 200 years and have remained practically unchanged since the Transition. The survival of diputaciones in a proto-regional state is clearly a paradox that requires consideration of a range of potential explanations. Drawing upon extensive empirical investigation within and around three provincial governments in 2013–2014 (Seville, Barcelona, and Valencia), the survival of the diputaciones is illuminated by the path dependency and functional arguments, but it is most convincingly explained in terms of cartel (party) politics. The impact of the 2008 economic crisis has stretched these “party bargains” to breaking point.
