On 21 May 1997, at the UN General Assembly, an overwhelming majority of States voted for the adoption of the United Nations Convention on the Law of the Non-Navigational Uses of International Watercourses – a global overarching framework governing the rights and duties of States sharing freshwater systems. To date, the Convention counts 17 Contracting States – 18 short of the number required for entry into force. This article examines whether and why States should support the Convention towards ensuring its entry into force. We first look at the governance of international watercourses in order to illustrate the relevance of the Convention. The article also examines the Convention's drafting and negotiation process, the subsequent practice of States, some possible reasons slowing down ratifications and the likelihood of entry into force in the foreseeable future. Noting the widespread State support for the Convention in 1997, we conclude that, while various reasons have possibly prevented that support from translating into entry into force, the need for an effective UN Watercourses Convention has not diminished. In view of current human and environmental threats to the world's water resources, coupled with the poor governance of transboundary watersheds, the potential role that the Convention could play, once in force and widely ratified, as discussed, may in fact be more critical than ever.  相似文献

Identification Accuracy of Children versus Adults: A Meta-Analysis   总被引:1,自引:0,他引:1  
Identification accuracy of children and adults was examined in a meta-analysis. Preschoolers (M = 4 years) were less likely than adults to make correct identifications. Children over the age of 5 did not differ significantly from adults with regard to correct identification rate. Children of all ages examined were less likely than adults to correctly reject a target-absent lineup. Even adolescents (M = 12–13 years) did not reach an adult rate of correct rejection. Compared to simultaneous lineup presentation, sequential lineups increased the child–adult gap for correct rejections. Providing child witnesses with identification practice or training did not increase their correct rejection rates. Suggestions for children's inability to correctly reject target-absent lineups are discussed. Future directions for identification research are presented.  相似文献

Prior research on the use of alcohol by police officers has shown that there are correlations between the officers’ alcohol consumption and stress or social relationships within the police sub-culture. By looking at 1,328 full time officers from municipal, county, and state departments, the researchers found that there were correlations between these two reasons as in prior literature. Surprisingly, the officers drew a clear distinction between drinking alcohol as a social outlet and drinking alcohol to fit in with their peers. As a result, this study explains a third reason the officers used when consuming alcohol. The officers most at risk for drinking problems admitted that fitting in was highest on their list of why they drank alcohol.  相似文献
