While a significant amount of work has recently been conducted on the procedure and practices of the pre-1707 Scottish Parliament, remarkably little is known about the nature of local representation within the chamber. This article seeks partially to address that gap through detailed analysis of the elected representation of one region – the Scottish Highlands – within the seventeenth-century Parliament. Considering attendance rates, the identity of Highland representatives (‘commissioners’), the means of their election and their activities once elected, the article argues that Highland engagement with Parliament was much more significant than is often assumed. This, in turn, suggests that further constituency-level studies are needed in order to provide a fuller picture of Parliament's relationship with the country at large. 相似文献

We present a review of theoretical and methodological advances in the social scientific literature on environmental inequality/racism and argue for new directions in research efforts that pay more attention to (1) the historical forces driving environmental justice conflicts; (2) the complex role of stakeholders in these struggles; (3) the role of social inequality, particularly the trade-offs between environmental protection and social equity; and (4) the impact of social movement activity on the state of environmental protection. Drawing on a case study of an environmental justice conflict in the United States, we find that environmental inequality impacts many actors with often contradictory and cross-cutting allegiances. These struggles therefore become a moving drama—a process—rather than a cross-sectional outcome. We conclude with an analysis of environmental inequality on a global scale and argue that the role of transnational capital remains largely untheorized in the literature. We suggest new models for explaining environmental inequality's causes and consequences. 相似文献

The stages/policy cycle, multiple streams, and Advocacy Coalition Framework (ACF) approaches to understanding policy processes, all have analytical value although also attracting substantive criticism. An obvious direction for research is to determine whether the multiple streams framework and the ACF can be refined and applied to other dimensions of policy‐making set out in the policy cycle model. This article argues that extending and modifying Kingdon's framework beyond the agenda‐setting stage is best suited to this endeavour. Doing so makes it possible to bring these three approaches into alignment and enhances our understanding, although retaining the core insights of each. 相似文献

In 2004, Local Government Studies published an article in which I reflected on the implications of new Labour’s modernisation agenda for the remaking of local government and the reshaping of the welfare state. Here I return to some of the issues raised in that paper in the different context of localism, austerity and dreams of urban entrepreneurialism. Public opposition to fracking is one of numerous movements expressing concern about health or environmental risks of a (usually) new technology. These have at their core an esoteric dispute between technical experts, but laypeople also become actively involved, usually as volunteers. They may live close to pertinent sites, motivated by fears for their families and property, or they may be people living farther away, attracted to the opposition for ideological reasons. (Opposition to fracking is a politically liberal position.) Activism is increasingly motivated when the issue is “hot” and diminishes when it cools down. According to Quantity of Coverage Theory (QCT), the “hotness” of an issue – therefore the degree of activism -- largely depends on its presence in the mass media. The American anti-fracking movement arose fairly quickly around 2010–11. News coverage peaked during 2012–14 and is now diminishing. Similar peaks and declines are observed in British and German news media, consistent with the power of central American media to influence news coverage in other industrial nations. Inferentially, from declining news coverage, the anti-fracking movement is waning, perhaps dying. Lacking direct measures of activism, QCT provides a lens through which to see the rise and fall of the movement. 相似文献

This article discusses labour relations in the poultry industry in Brazil in the context of the COVID-19 pandemic. In the meat production and processing industries there have been many complaints about abusive practices that put workers' health at risk. In several small cities across the country, slaughterhouses already act as pandemic contagion risk hotspots. The aim of this study was to add to the emerging knowledge about the role of bystanders in cyberbullying. To differentiate online versus offline bystander behaviors, 292 Australian children (mean age = 15.2; female = 54.4%) reviewed hypothetical scenarios experimentally manipulated by bystander sex, relationship to target and perpetrator, and severity of bullying incident. In both environments, bystander helping behaviors were more likely when the target was a close friend, perceived harm to the target was high, and when bystanders were female. Bystanders also reported being less likely to approach teachers or publicly defend targets in online versus offline environments. This suggests programs designed to encourage positive bystander behaviors online can be similar to face-to-face approaches, but they need to recognize some aspects unique to the online environment. 相似文献

Cathinone derivatives (bath salts) have emerged as the latest drugs of abuse. 3,4‐methylenedioxypyrovalerone (MDPV) is the primary active ingredient in bath salts used in this country. This article presents the second reported cause of death by MDPV intoxication alone. In April 2011, a delusional man was emergently brought to a hospital, where he self‐reported bath salt usage. He became agitated, developed ventricular tachycardia, hyperthermia, and died. Comprehensive alcohol and drug testing was performed. Using the alkaline drug screen, heart blood contained 0.7 mg/L MDPV and peripheral blood contained 1.0 mg/L MDPV. His bizarre behavior with life‐threatening hyperthermia was consistent with an MDPV‐induced excited delirium state. MDPV is not yet found by routine immunoassay toxicology screens. Testing for MDPV should be considered in cases with a history of polysubstance abuse with stimulant type drugs, report of acute onset of psychogenic symptoms, excited delirium syndrome, or presentation in a hyperthermic state. 相似文献

Police officers in Western countries do not run day‐to‐day security operations in private companies and corporations. In contrast, Chinese police are directly involved in corporate security management. Responding to the criticisms that comparative studies in the West have overemphasized general and macro‐sociological analyses, this paper will introduce a specific Chinese corporate policing model based on the researcher's two‐month field research recently. The corporation under study is managed through a score keeping system, where security scores are concretely established, and a comprehensive approach is utilized which embodies the use of technical, formal, administrative, educational, and community control measures. 相似文献
