The IMF??s role in world financial markets increased following the credit and housing market crises. One good change was the acceptance of a proposal made by the Meltzer Commission to adopt a ??flexible credit line?? that grants responsible borrowers a line of credit to use in emergencies. Some mistaken changes gave the IMF a large increase in lending resources, relaxed the requirements for reform imposed on borrowers, and increased loans to risky borrowers such as Ukraine. Since the recognition of domestic violence (DV) in the late 1970s, police officers have been frontline providers. Despite their changing role as a result of the criminalization of DV, little is known about their experiences and responses to this public health issue from their unique perspective. Via focus groups, 22 police officers discussed their scope of practice and emotional reactions to DV calls. Participants reported frustration with the recurring nature of DV and with the larger systems?? lack of accountability (e.g., courts, prosecution and community) that follow their initial interventions. Participants discussed the limitations of their role as protectors of public safety, attitudes that evolve over time and their beliefs as to contributing factors that perpetuate DV. Additionally, the officers recommend: more professional training, counseling, incident debriefing for officers including feedback on case disposition, better collaboration across professional groups, and evidence-based prosecution. During international environmental negotiations developing countries have commonly employed a unified strategy through the G-77 and China (G-77/China). Compared with other negotiations, such as those on trade and security, this strategy has been relatively successful in securing financial and technical benefits. Unity among developing states is not, however, a characteristic of all environmental negotiations. This paper analyses the case of Reducing Emissions from Deforestation and Degradation plus conservation ( redd +), where unity has been absent. It argues that the negotiation positions, strategies and coalition politics from 2005 to 2013 have been a result of identifiable power asymmetries among developing states (shifting over time). Some states with vast forest resources have held an effective veto, while others have had considerable moral influence and expert authority. Coalitions have courted such relevant and reputational leaders. At the same time some developing states have had enough diplomatic capacity and economic power to stand alone in negotiations. Taking a broad, historical view of the diverse forest interests and power asymmetries among developing states helps to explain the recent stagnation in negotiations to establish an international redd+ mechanism to mitigate climate change. 相似文献

A Canadian judicial decision recently held that a person convicted of a criminal offence who suffered a substantial deterioration in mental condition since the trial could be found unfit to be sentenced. The court based its conclusion on both historical arguments and the Canadian Charter of Rights and Freedoms. There are compelling justifications for recognizing this concept. The paper looks at the history of fitness and how the sentencing phase became disconnected from claims of unfitness in the late 19th century. It then considers theoretical justifications based on fairness, viewing sentencing as a moral discourse, and the effect of the Canadian Charter of Rights and Freedoms. Because of the number of practical questions that need to be addressed before implementing a concept of unfitness at the sentencing stage, the paper looks at some common law jurisdictions for guidance: Australia, New Zealand, and the American states of New York, Illinois, Connecticut, and Ohio. From these comparisons comes the idea of a "provisional cap". That is, the recognition of unfitness at the sentencing stage should be followed by a form of sentencing that takes into account the gravity of the offence, the prosecutor's position, any relevant aggravating or mitigating factors that can be adduced, and then results in a "provisional" sentence, whether custodial or community-based, which stays in effect until the offender becomes fit. The paper ends with a model that incorporates this approach while providing both that offenders will be confined, if necessary, in hospitals and not prisons, and also that the dispositions will be reviewed annually to ensure that the least restrictive and least onerous sanctions are imposed. 相似文献
