" 'These Boots Are Made for Walking' ": A Reply

Erik Craft's comment on our 2000 article takes up a minor point,the impact of no-fault divorce on the gender of the spouse filingfor divorce. In the original article, we related the genderof the filing to rent exploitation during marriage, rent appropriationthrough divorce, and particularly child custody. We tested thehypotheses we generated using a sample of more than 46,000 divorcedecrees from the only four states collecting all the informationwe needed. The type of divorce ground was only a control variable,and not a strong one. We argue that Craft's comment misses ouressential point.     

Advancing police use of force research and practice: urgent issues and prospects

Leading police scholars and practitioners were asked to reflect on the most urgent issues that need to be addressed on the topic of use of force. Four themes emerged from their contributions: use of force and de-escalation training needs to improve and be evaluated; new ways of conceptualizing use of force encounters and better use of force response models need to be developed; the inequitable application of force, and how to remediate biases, needs to be more fully understood; and misconceptions about police use of force need to be identified and corrected. The highlighted topics serve as an agenda for future research. Such research should provide greater insight into when, where, and why force is used by police officers, and how it can be applied appropriately. If implemented, the practical recommendations included in the contributions should have a positive impact on police performance, public trust and confidence in the police, and citizen and officer safety.     

The Future of Social Policy in Scotland: Will Further Devolved Powers Lead to Better Social Policies for Disabled People?

Scotland has laid claim to being ‘different’ from the rest of the UK with regards to disability policy. This article examines the evidence for that with regard to long‐term and social care, and discusses the possibilities opened up by the devolution of disability benefits. It asks whether Scotland will demonstrate policy divergence from the rest of the UK, and whether that is likely to be beneficial for disabled people. It argues that Scotland has the potential to create better social policies for disabled people, but faces significant challenges in doing so.     

A Belated Debate

The three televised leaders’ debates dominated the 2010 general election campaign. The House of Lords Communications Committee report on Broadcast General Election Debates is the product of a welcome but belated public inquiry into their organisation and conduct. The report is supportive of the view that ‘broadcast general election debates should take place during future campaigns’ and makes a number of cautious recommendations to the broadcasters. At the time of writing it was unclear whether the format proposed by the broadcasters for 2015 would be an improvement on that for 2010—or even if there would be any debates at all.     

Judging politicians: The role of political attentiveness in shaping how people evaluate the ethical behaviour of their leaders

Political theorists have developed well‐defined normative understandings of what constitutes ethical political conduct. Based on democratic theory as well as the demands of practical politics, these understandings prescribe certain types of behaviour and proscribe other types. However, it is unclear to what extent this normative framework has resonance for ordinary citizens. This article demonstrates that attention to politics tends to increase the resonance of this normative framework. The analysis identifies three norms about the holding of public office that are expected to structure citizens' ethical judgments: the avoidance of conflicts of interest; conformity with the law or institutional rules; and the maximisation of the public good. The article assesses the importance of these norms in structuring judgments by means of an experiment embedded in a population survey conducted in Great Britain. The analysis finds that informational cues pertaining to conflict‐of‐interest avoidance only condition responses among the attentive, while information pertaining to law conformity has far wider resonance. This finding has implications for approaches to political ethics focusing on normative considerations that appear to have low salience for much of the general public.     

The role of the sociologist as mitigation expert in a sentencing hearing

This paper examines Louisiana’s habitual offender statute and the role of a sociologist as a mitigation expert/criminologist in a specific case. The paper includes a summary of the habitual offender statute; the literature/theories used by the sociologist in his testimony; the trial judge’s decision; and the decision of the three-judge panel of the appellant court, particularly the minority opinion. The case has been returned to the district court for re-sentencing and the trial judge is under no obligation to accept the panel’s decision; but in practice must justify any lenient sentence. The use of sociology as mitigation in criminal cases generally is discussed. The author has worked in over 300 criminal cases since 1988, most of which were capital murder, but also include second-degree murder, manslaughter, armed robbery, rape, and habitual offender hearings.

The New Aerospace Diplomacy: Reconstructing Post-Cold War US-Russian Economic Relations

Post-Cold War U.S.-Russian diplomacy reveals the increased importance of new diplomatic actors and processes, whilst underscoring the continued key role of state-state negotiation in reconstructing the bilateral relationship between the United States and post-Soviet Russia. The Clinton administration and Yeltsin government negotiated measures to promote political stability, democratization, and conversion to a neoliberal market economy in Russia, a centrepiece of which was the integration of Russia's globally competitive aerospace sector into the global production chain. Establishing the Gore-Chernomyrdin Commission, a top-level binational economic and technology policy committee, and signing a bilateral trade liberalization treaty on commercial satellite launch services paved the way for public-public and public-private bilateral space cooperation, and for major private joint ventures between US and Russian aerospace firms.
