The Quantitation of Cocaine on U.S. Currency: Survey and Significance of the Levels of Contamination

It has long been suspected that the illicit distribution of cocaine in the United States has led to a large‐scale contamination of the currency supply. To investigate the extent of contamination, 418 currency samples (4174 bills) were collected from 90 locations around the United States from 1993 to 2009. The extent of their cocaine contamination was quantitated via gas chromatography/mass spectrometry or liquid chromatography/mass spectrometry. The level of cocaine contamination was determined to average 2.34 ng/bill across all denominations ($1, $5, $10, $20, $50, and $100). Levels of cocaine contamination on currency submitted to the Federal Bureau of Investigation Laboratory in criminal cases over the 1993–2001 timeframe had significantly higher contamination than currency in general circulation. A mathematical model was developed based on the background survey that indicates the likelihood of drawing a bill in specific concentration ranges. Using a BB gun, it was shown that a gun‐cleaning oil (GCO) can be wiped from the barrel by a projectile and carried much longer distances than those usually associated with solid gunshot residue (GSR). Analysis of GCO subsequently deposited on a target was performed using pentane extraction and gas chromatography. (Hoppe's GCO was used here as a model.) When a 0.45 caliber handgun was used, analysis reveals that most of the GCO wiped from the barrel does not survive, owing to the elevated temperatures encountered. However, two components of the GCO, a long‐chain fatty acid and its ethyl ester, do survive and can be detected in the bullet wipe. This suggests that GCO may be considered as GSR, uniquely detectable at long distances, and that other chemical compounds could either be added to a GCO or directly to bullets, to serve as identifying chemical tags. 相似文献

Proponents of restorative justice have suggested that its practices have the potential to reduce reoffending by those responsible for a harm. This article examines these claims using the results of two separate studies of the reconviction of offenders dealt with by processes that had restorative characteristics. The first study examines reconviction rates over'a'period'of'six years for a sample of young people who took part in family group conferences. The second study examines outcomes for samples of 100 offenders involved in each of two different community panel pre-trial diversion schemes for adults. One scheme involved offenders and victims meeting together with community panel members to determine outcomes that would repair harm to the victim and contribute to preventing reoffending. The second scheme involved Maori offenders meeting with representatives of their tribe in a setting with spiritual meaning for Maori. Those participating in both the community panel schemes were less likely to reoffend than matched samples of others who had committed similar offenses. There were also economic savings to the criminal justice system when offenders were dealt with by the panels compared to those dealt with by traditional methods. Taken together, these projects indicate that restorative processes and practices can have a positive impact on helping people to avoid reoffending. 相似文献

The House of Commons select committees witnessed some of the most constructive political theatre of the 2010‐2015 Parliament. Recall Rupert Murdoch's public contrition, Margaret Hodge's assault on MNC tax evasion and Keith Vaz's timely interrogations of G4S, etc. The committees also embraced social media and adopted public engagement as a key task. These developments all reflect a newly emboldened system. In recent months, four reports have been published which reflect on these developments. They also look forward to the further substantial development of committee activity. The system thus sets sail with an abundance of specific suggestions, including ideas that could have far wider and more far‐reaching democratic implications. 相似文献

In a recent issue of The Political Quarterly, Richards and Smith critiqued Flinders’ work on anti‐politics, suggesting that there needs to be much more focus on supply‐side explanations and recognising that much of the problem lies with politicians, contra Flinders. Here, we argue instead that it is crucial to recognise how supply‐side and demand side explanations interact. For us, politicians need to be more responsive to citizens, but, at the same time, citizens need to recognise problems of contemporary governing. Juvenile sex offenders (JSO) are a specific subset of delinquent adolescents that are receiving more attention because of the crimes they commit and the issues surrounding how to successfully treat their deviant behaviors. Given JSO are such predominant treatment concerns in society, it is essential to identify and target key risk factors. One sexual behavior, bestiality, may be of particular importance to address in treatment. In a meta‐analysis conducted by Seto and Lalumiere, a 14% rate of bestiality among JSO was reported. This current study examined the differences in JSO (n = 32) who admitted bestiality based upon a self‐report measure, the Multiphasic Sexual Inventory‐II (MSI‐II), compared to information elicited by polygraphs. The results indicated extensive underreporting of bestiality behaviors between these two sources of information (MSI‐II = 37.5%; polygraph = 81.25%). These findings are important given the reliance treatment programs place on information elicited from self‐report tools. 相似文献

Scholars describe the proliferation of sustainability standards by multi‐stakeholder initiatives as part of an organizational field for sustainability. The aim of this article is to gain a better understanding of the institutionalization process of this global organizational field by focusing on the case of the ISEAL Alliance (the global association for sustainability standards). We show how ISEAL puts specific strategies into place to both reinforce and expand the role and influence of sustainability standards. This institutional entrepreneurship consists primarily of two dimensions: institutionalizing macro‐standards based on a market‐driven and procedural vision of sustainability; and simultaneously legitimating both the tools and ISEAL through internal and external enrolments and entanglements. The characterization of ISEAL's activities in this way brings politics back into the analysis of sustainability standard‐related technical debates and extends our understanding of how the micro‐dynamics within organizational fields are interdependent upon macro‐dynamics outside organizational fields. 相似文献
