Abstract: The effects of salary disclosure on public-sector compensation have long been a source of controversy in political and academic circles. Some commentators suggest that because of political pressure and closer public scrutiny, salary disclosure is a good thing because it results in pay that is both lower than it would otherwise be and more sensitive to performance. On the other hand, disclosure raises serious privacy considerations and could also have an inflationary effect on salaries unless all elements in a causal chain linking public knowledge and lower pay are firmly in place. In this study, the authors examine the implications of Ontario's Public Sector Salary Disclosure Act with respect to university-sector salaries. The main conclusions are that salary disclosure, in general, and in the academic sector in particular, has never fully accounted for proper comparability issues and has not been updated to reflect adjustments for inflation. The act also raises important questions of privacy that have not been fully addressed. Perhaps most notably, there is no evidence suggesting that salary disclosure has much of an influence in off-setting other factors affecting salary growth.  相似文献

An effective way to reveal the history of drug abuse is to determine the parental drug and its metabolites in hair. Here, a quantitative HPLC-Chip-MS/MS method was developed for simultaneous measurement of ketamine and its metabolite norketamine in human hair. Ketamine and norketamine were extracted from hair by acid hydrolysis, and then enriched by organic solvent extraction. The chromatographic separation was achieved in 15 min, with the drug identification and quantification by a tandem mass spectrometer. The linear regression analysis was calibrated by deuterated internal standards with a R(2) of over 0.996. The limit of detection (LOD) and the limit of quantification (LOQ) for ketamine and norketamine were 0.5 and 1 pg/mg of hair, respectively. The standard curves were linear from the value of LOQ up to 100 pg/mg of hair. The validation parameters including selectivity, accuracy, precision, stability and matrix effect were also determined. In conclusion, this method was able to reveal the present of ketamine and norketamine with less hair from the drug abusers, and which had the sensitivity of ~1000-fold higher than the conventional method. In addition, the amount of ketamine and norketamine being detected in different hair segments would be useful in revealing the historical record of ketamine uptake in the drug abusers.  相似文献

How does the Prime Minister organize her government so that she can implement her policy agenda? In our model, a Prime Minister appoints individuals to her cabinet, allocates their portfolios, and assigns their policy tasks—that is, she decides the relevant jurisdiction of departments and the type of proposals a minister can make. Upon appointment, ministers obtain expertise on policies specific to their jurisdiction and strategically communicate this information to the Prime Minister before a policy is implemented. Assignment allows the Prime Minister to implement her agenda even when she is constrained to appoint ministers whose policy preferences are far from her own. A Prime Minister weakly prefers a diverse cabinet. In equilibrium, the Prime Minister is indifferent between delegating policy or implementing policy herself.  相似文献

Departing from the received fact that research joint venture agreements are allowed on the grounds of a permissive ruling, we study what conditions are necessary for venture partners to carry on RD cooperation to the marketing stage. We treat the case of product innovations exploitable with different usages in unconnected markets. Two main results appear: firms always have incentives for a distribution of varieties, but not always agree on the distribution of products. The condition for the last result to happen gives a useful rule for antitrust authorities relating the degree of sustitutability across varieties and the relative profitability of the markets.  相似文献

A group of leading critical writers in the school of govenrmentality studies have recently called for a debate over the methoddological and political direction of studies of complex mode of government beyond confines of the State. This paper traces the divisions within the field to Foucault's ambiguous methodological legacy, in paraticular to an impoverished theorization of sovereignty. Rather, this paper emphasizes its centripetal function, within and between nation states, in maintaining hybrid forms of liberal rule in the effort to manage the centrifugal tendencies endemic in a pluralist liberal order. These modes of rule operate in tension with the role of liberalism as critique. On the basis of this analysis, it is argued that radical critique within this field is limited, erroneuously distances critique from liberlism and would be unduly restrictive for governmentality theorists who with to perform a more central role as public intellectuals. Liberalism could once more be the principal focus for a normatively comitted form governmentality studies, which in turn, could emerge as its principal vehicla for immanent critque and renewal.  相似文献

This article presents three main arguments: First, shared competence exists between the national and supranational levels within the European Union (EU) because EU Member States do not trust the European Commission in the external relations law of the EU. Second, the EU will have greater bargaining power in international negotiations if it speaks in a single voice. Within the EU-27, we have compatible values, overlapping interests, shared goals, as well as economic, social and political ties. Therefore, there is a presumption of collective action in the EU’s external relations. However, EU Member States disagree on many issues before they start negotiations, while trying to define a mission together as partners of the European project. Third, Member States confer specific negotiating powers on the EU only when it is in their own national interest to have a common European position on international negotiations.  相似文献

The report describes a fatal outcome in a 5-year-old male who died after drinking a fatal dose of ethanol at the party held by his parents. Urine and blood alcohol level of the deceased was 0.4 and 0.5 g/dL, what might explain the sudden death of the child. In addition, the analysis of the boy's hair demonstrated the presence of ethyl glucuronide (EtG), a marker of alcohol consumption; hair EtG concentration levels indicated that the boy might have occasionally imbibed alcohol prior to death. Pathological lesions of the liver observed in histopathology did not contradict such a hypothesis.  相似文献
