The vulnerabilities and strategies of county governments inthe American intergovernmental system are explored in this studyof California counties in the post-Proposition 13 era. The propertytax limitations of the 1978 ballot measure have combined witha number of other state fiscal, programmatic, and boundary rulesto constrain county finances. The rules encourage cities topursue growth policies, including annexations and redevelopment,that contribute to county constraints. However, the rules lsoprovide some intergovernmental tools for counties, as illustratedhere by case studies from three Central Valley counties. Employingtheir land-use powers and ability to block annexations, thecounties were recently successful, to varying degrees, in establishingrevenue-sharing agreements with their cities  相似文献

Building-code revisions and land-use planning are recognized as potential solutions to the threat posed by hazardous structures in seismically active regions. Their implementation, however, is problematic and several Impediments to action on building codes are analyzed. The authors recommend a system of incentives to overcome these barriers including federally subsidized insurance, low interest loans, and joint state-local policy ventures with technical assistance provided by federal agencies.  相似文献

In browsing through Columbia, the alumni magazine of Columbia University, we were struck by the article you see below because it has much to say about invention, technology development, and technology transfer. The story is well-known, the subject of several books. But we think Alvin Yudkoff's succinct treatment of it will be especially valuable to our readers. the Journal of Technology Transfer takes no sides in the historical controversies between Major Edwin Howard Armstrong, his rival inventors, and the companies and individuals who may have benefited from his inventions. The Physician Orders for Life-Sustaining Treatment (POLST) Paradigm is designed to improve end-of-life care by converting patients' treatment preferences into medical orders that are transferable throughout the health care system. It was initially developed in Oregon, but is now implemented in multiple states with many others considering its use. An observational study was conducted in order to identify potential legal barriers to the implementation of a POLST Paradigm. Information was obtained from experts at state emergency medical services and long-term care organizations/agencies in combination with a review of relevant state law.  相似文献
