Public discussion about the 11 September 2001 terrorist attacks has focused on the human causes of tragedy – on individual mistakes, failures of leadership, and the power plays between intelligence officers in the field and policymakers in Washington. But closer examination of the FBI suggests that organizational weaknesses are the root cause of poor agency performance. Longstanding deficiencies in the FBI's organizational structure, culture, and incentive systems proved crippling in the 1990s, when the Cold War ended and the terrorist threat emerged. These lingering weaknesses ultimately prevented the bureau from capitalizing on 12 separate opportunities that might have disrupted the 9/11 plot. 相似文献

AbstractHigh commodity prices in 2007–2008 and again in 2011, particularly for crops such as rice and corn, have forced countries in Southeast Asia to look more closely at their agricultural and trade policies for rice and grains. While all countries in the region are heavily dependent on rice for food security, there is significant variation in countries’ abilities to be self-sufficient in rice production. This paper examines the factors that contribute to food insecurity in SEA, which communities are hit hardest, and the diversity of responses to this situation. And, the paper asks what the prospects might be for greater cooperation in coordinating rice (and other crops more generally) policies so as to better ensure reliable access for more citizens in the region. Thailand, Vietnam, and Cambodia are all major exporters of rice; whereas Indonesia, Malaysia, Singapore, and the Philippines are all importers of rice. Since the sharp spike in prices in 2008, countries which import rice have developed more comprehensive plans to become self sufficient in rice production. Individual country's policies will have dramatic effects on regional trade relations and dynamics. There have been some regional attempts to create a more cooperative framework for addressing food security, but these efforts have not yet played a significant role in reshaping domestic policies. Research has shown that prosecutors rely more heavily on victim characteristics and other extralegal factors than on criteria
set forth by the law, when evaluating the merits of a rape case. Little is known, however, about the factors police officers
use when assessing the merits of a rape case. The current study contributes to what is known about police officers’ attitudes
toward rape. A survey was administered to 891 sworn police officers in two states in the southeastern United States. The surveys
were designed to assess police officers’ acceptance of rape myths. Police officers who accept more rape myths were less likely
to believe victims who did not adhere to the stereotyped “genuine victim.” This research contributes to what is known about
the factors affecting police officers’ decision-making in rape cases. This study has implications for assessing the effectiveness

The current study explored whether men's avoidance coping in response to the drinking behavior of their female partner with an alcohol use disorder (AUD) would be associated with higher levels of men's perpetration of intimate partner violence (IPV). Women with an AUD (n = 109) and their male partners in a U.S. urban area were assessed on men's perpetration of minor and severe violence using the Conflict Tactics Scale, men's avoidance coping using the Spouse Behavior Questionnaire, and men's and women's drinking behavior using the Time Line Follow Back Interview. Using multiple regression analysis, results showed that men's use of avoidance coping significantly predicted male IPV perpetration over and above the women's perpetration of violence toward him, while women's alcohol use did not significantly predict male-to-female IPV perpetration. Implications for teaching emotion-regulation strategies to male partners of women with an AUD to cope with partner drinking are discussed. 相似文献

Prostitution and commercialized vice have been variously prioritized as urban crime problems across U.S. history. In response, lawmakers have historically been guided by a prohibititionst view where people selling, buying or facilitating the sale of sex are considered to be immoral and criminal. In recent years, public concern about the trafficking of persons for sex has reframed prostitution and the expectations of government response. The U.S. federal government and all fifty states have passed legislation that is guided by an abolitionist view of prostitution where people who are forced or coerced to sell sex are redefined as victims. State, county and municipal police officers are now receiving training on how to identify human trafficking cases and investigators are being trained to investigate and prepare cases for prosecution. Despite these efforts under the new legal regime, confusion exists about how sex trafficking differs from prostitution and correspondingly necessitates different types of law enforcement responses. Adding to this complication is the fact that in many major cities the responsibility for identifying and eradicating human trafficking has fallen to the same group of investigators who are responsible for enforcing vice and prostitution laws. As a result, prostitution enforcement is expected to change as police increasingly focus on identifying sex trafficking victims. Using data on police arrests for prostitution from 1980 to 2012, we examine the impact of federal and state anti-trafficking legislation on the local enforcement of prostitution. Our findings inform debate about legal reform as a response to urban crime problems and illustrate the complexities of policy implementation and interpretation. 相似文献

We have examined 389 father/son sample pairs from U.S. Caucasians, African Americans, Hispanics and Asians using the 17 Y-STR loci in the Yfiler™ kit and observed a total of 24 differences between father and son. Thirteen mutations resulted in the gain of a repeat in the son and 11 resulted in a loss of a repeat. All samples resulted in single repeat mutations except one sample which contained a two repeat loss at Y-GATA-H4. Furthermore, two different sample pairs were found to have two mutations. An African American sample pair had a mutation at DYS458 and a second at DYS635 and an Asian sample pair had mutations at DYS439 and Y-GATA-H4. 相似文献
