We describe 4 cases of fatal intravenous injection of potassium in the hospital setting. These cases illustrate the subtlety of findings in such deaths and remind the forensic pathologist to consider this type of event in sudden, unexpected death of hospitalized patients.  相似文献

Americans believe that Congress' most important duties are passing laws and dealing with the nation's problems. A majority, however, disapprove of the way that these functions are carried out. Drawing on procedural justice literature, this article examines the role that process perceptions play relative to preferred outcome in people's legitimacy assessments. In particular, a controlled experiment tests the argument that the weight assigned to procedural justice considerations relative to policy considerations is in part a function of the information environment and the types of issues under deliberation.  相似文献

Between 1950 and 1980 the number of school districts fell from 83,642 to 15,987. Data for the fifty states for 1950, 1960, 1970, and 1980 are used to identify the factors that contributed to this decline. The focus is on the tradeoff between cost savings through scale economies (a few large districts) and a diverse population's demand for choice in public schooling (many small districts). We find that much of the decline in the number of school districts has resulted from: 1) the decline in the farm population and increase in population density, which has made it easier to take advantage of scale economies; 2) the growing importance of state aid, which reduces quality variation among districts within a state; and 3) the increase in the fraction of teachers that belong to the National Education Association teacher's union, which may reflect increased political influence used to lower the costs of organizing. Several states have laws that require school district and county (or state) boundaries to coincide. In the last section of the paper we estimate the costs of these laws. First, we compare the predicted number of districts, using the regression results in the earlier section of the paper, to the actual number in these states. Then we estimate a demand equation that is used to generate the dollar amount of the cost due to diminished interjurisdictional competition.  相似文献

The positive benefits to children of their fathers' involvement in their lives have been well documented in the social science literature. This article reviews related child welfare literature and argues that several important concepts informing father involvement research in the social sciences—the significance of the parents' relationship, the potentially dangerous behaviors of fathers, and emerging trends in low-income families—need to be incorporated into work on father involvement in the child welfare context, in order to maximize the effectiveness of involvement efforts as well as the potential benefits to children. Implications for child welfare practice include the need for intensive involvement efforts, attention to fathers' progress in treatment, services to strengthen parental relationships and improve coparenting, and expansion of service eligibility to all those who play parental roles in children's lives. Implications for research include the need for studies examining the different kinds of fathers in child welfare households, how parental dynamics influence child and parent outcomes, and the influence fathers' problems may have in moderating the effects of their involvement on children.  相似文献

Firearm injuries are a leading cause of violent death in Tennessee. This study was designed to compare the demographic and epidemiologic features of fatal firearm injuries in Shelby County and Davidson County, Tennessee between 2009 and 2012. We identified 1081 gunshot fatalities for the study period in these two counties. Shelby County had a higher overall, age‐adjusted gunshot mortality rate, a higher male age‐adjusted gunshot mortality rate, and a higher age‐adjusted gunshot homicide rate than Davidson. Age groups 25–34 years and 35–44 years had higher crude mortality rates for gunshot deaths in Shelby County than Davidson County. Both counties had higher age‐adjusted gunshot mortality rates for black males than white males, higher homicide rate for black race than white, and higher suicide rate for white race than black. Homicide was the most common manner of death, and handguns were the most common type of firearm used in both counties.  相似文献

This paper investigates the state of the law in Canada in regards to a public health emergency, and in particular the jurisdictional logic that might come into effect were a public health emergency to occur. Although there has yet to be a national public health emergency in Canada, threats of such crises are likely to arise in the future. It is therefore recognised as necessary to address Canada’s legal preparedness for a public health emergency and evaluate proposed reforms to the legal structure that could facilitate response. This paper contributes to this goal by identifying multiple jurisdictional factors that could inform legal interpretations in a public health emergency. It considers how the legal system and the courts are dealing with public health as a national security issue (political and collective matter) while taking into account s. 7 of the Canadian Charter (individual rights). It also looks at the power of the government defined in the Emergencies Act [1985, c. 22] and a proposed legal reform that would make it easier for the government to act unilaterally in a public health emergency. The paper draws on the legal theory of Robert Cover to analyse the hermeneutics of jurisdiction that characterise legal interpretations of public health in Canada, as well as the relationship between jurisdiction and legal violence that these hermeneutics imply. It then develops a case study of the use of medical triage in a public health emergency to explore the possibility of holding the state liable under private law for harm caused to individuals by public health decisions. The paper concludes by suggesting that the state’s public health power can be conceptualised as a form of legal violence and that the courts in Canada should adopt a jurisgenerative approach to legal interpretation in the area of public health.  相似文献

In the preceding article, Doug Schuler makes two challenges to scholars in the areas of public affairs, issues management and corporate political strategies to advance the state of empirical knowledge: (1) to make use of more sophisticated methodology, and (2) to adopt a grand theory to guide our empirical efforts. This paper is a commentary on these challenges. In it, I agree that our field of inquiry requires additional sophistication in methods, measures and statistical tools. However, I disagree that a grand theory would aid us in advancing our field. Instead, I propose that advancement is more likely to occur with the acceptance of a common dependent variable to guide our efforts. I propose that until we agree why we study what we do, we will have difficulty building a coherent stream of knowledge that speaks to the managerial audience. I advocate adopting firm performance as our ultimate dependent variable and defining our area of inquiry as ‘What makes some firms outperform others in the nonmarket environment?’ and ultimately, ‘How does non‐market performance affect overall firm performance?’ Copyright © 2001 Henry Stewart Publications  相似文献
