Secularism and liberalism are often perceived as interlinked and associated with the process of modernization and liberal democracy. Yet recent studies of Israel cast doubts on this linkage as in spite of a rapid secularization of some parts of the public sphere anti-liberal and ethnocentric attitudes remain entrenched, encouraging some to call Israel a ‘non-liberal democracy’. This article seeks to explain these contradictions by, first, arguing that religion remains instrumental to the national discourse and to practices of demarcating boundaries and, second, that ethnic groups hold different perceptions of religion and attach different importance to religious rituals. Finally, secularization, as the Israeli case demonstrates, remains within the confines of a national discourse, differs between ethnic groups, and advances only with a limited commitment to religious freedom, to toleration associated with liberalism and, consequently, to a liberal democracy.  相似文献

Restorative justice is a process whereby offenders and their victims communicate to address the harm caused by the crime. Currently, there is little research looking at what characterises victims and offenders who are willing to participate in this process, who benefits, and what changes occur after participating. Personal values may be important in understanding such questions because they can influence human behaviour, appraisals of behaviour, and can change following life experiences. Hence, the aim of this study was to investigate the role that the values within Schwartz’s value theory may have in answering these questions. This was accomplished through a thematic analysis of semi-structured interviews with 12 restorative justice facilitators. Consistently, the motivations they observed for both victims and offenders participating in restorative justice included themes of prosocial values. Additionally, prosocial values were among those highlighted as being important for the realisation of the benefits of restorative justice. There was also some preliminary evidence that this process may change what values are important for both victims and offenders. Overall, these findings have implications for restorative justice providers; a greater understanding of motivations, who will benefit, and how restorative justice can be presented to appeal to a wide audience.  相似文献

This article analyzes how sociopolitical dynamics within a state can help explaining foreign policy. We show that under certain conditions, the public can be involved in ways that extend beyond expressing opinions that act as constraints on policy makers, and also takes active initiatives that eventually shape foreign policies. The article explains how sociopolitical processes in Israeli society, which transformed the nature of citizen–politician relations from a top-down to a bottom-up orientation, gradually led to shifts in foreign policy regarding the conflict with the Palestinians. The Israeli public has adopted an approach to solving social problems by unilateral initiatives, as part of its attempts to shape foreign policy from the bottom up, due to continuous government failure to provide public services, combined with blocked influence channels. As long as Israeli politicians ignored these changes, they failed to mobilize support for policies imposed from the top down and lost their positions of power.  相似文献

Haifa was named a ‘mixed city’ by the British, who ruled Palestine from 1917 to 1948, in reference to the two national communities that inhabited the town. This definition was not neutral, and reflected the Brits aspirations to create national coexistence in Palestine among the diverse urban societies.

Reality was more complicated. The basic assumption of this paper follows the idea that the bi-national urban society of Mandatory Haifa developed into dual society, albeit with much overlapping in economic and civil matters, but takes it one step further: through highlighting changes in the urban landscape, I wish to argue dominance of the national European modern Hebrew society over the Palestinian-Arabs and the traditional and oriental Jewish societies and ideas alike. The changes in the urban landscape tell us the story of Zionism's growing influence and dominance, and the way the urban landscape was used to embody Zionism's modern European ethos. The neighbourhood's segregation, therefore, represents not only the effort to separate but to create a modern national ‘sense of place’ that influenced the city development.  相似文献

This article examines the nature and strength of the Islamic movement in contemporary Turkey. It argues that the policies of the military and civilian governments, in attempting to establish a strong ideological base that could challenge the left, allowed and even promoted the activities of Turkey's Islamic organizations. Indeed, these counter‐balancing efforts backfired as the Islamic movement rejected the national cause and joined the struggle for social justice.‐As a result, and in direct contradiction to the intentions of the military and civilian governments, there evolved an ideological alliance between Islamic circles and the left. This ideological shift along with the collapse of ideological alternatives and a background of intensifying socio‐economic problems contributed heavily to the Islamic movement's electoral success in recent years.  相似文献

The symbiotic relationship between terrorism and its media coverage is explored from the perspective of audience reactions. In an empirical study, effects of television broadcasts of terrorism on viewers’ emotional and attitudinal reactions are examined. Participants were 300 Israeli adults randomly allocated to terrorism or violent nonterrorism broadcasts. Anxiety, anger, stereotypes, and enemy perception were measured prior and subsequent to media exposure. Findings revealed higher levels of both emotional and attitudinal measures consequent to the terrorism versus nonterrorism media exposure. These findings reflect the significant emotional and attitudinal impact on the audience of terrorism's mechanism of self-empowerment via the media.  相似文献

Citizens' responses to dissatisfaction with public services are often portrayed as following one of four distinct patterns, each consistent with current provision structures: exit, voice, loyalty or neglect (EVLN). Citizens may also initiate efforts to access public services through more subversive supply mechanisms. This study focuses on ‘gaming’ as an additional, understudied response pattern, within which individuals aim at improving the personal outcome of public service delivery by exploiting, manipulating or working around current rules and arrangements. Survey analysis of citizens' responses to dissatisfaction in Mexico indicates that gaming is indeed a distinct response, which is positively related to the unavailability of exit and, to some extent, to low trust in government. As a response pattern that encompasses behaviours inconsistent with current policy arrangements, gaming emphasizes the need to distinguish service improvement as a public good as opposed to a private good and further unfolds ‘grey areas’ in citizen–government relationships.  相似文献

A new policy recently enacted in Israel promises preferred status in receiving organs for transplantation to individuals who register to be organ donors and to their close family members. Proponents believe it will increase the supply of organs for transplantation from the deceased. Ethical issues were raised in government committees appointed to discuss the policy before its approval, but discussions among laypeople were not solicited. This study aimed to elicit laypeople's views about the policy by conducting thirteen group interviews and thirty-six individual interviews. Participants included religious and nonreligious people, immigrants, and Arabs. Some participants thought the law would contribute to fairness by prioritizing those willing to give, but others articulated ethical concerns that were not emphasized by scholars, in particular that the policy would add to the erosion of social solidarity, increase divisiveness, and enable people to abuse the system. Mistrust in the health care system emerged as a prominent reason for not registering as an organ donor. Implications about the importance of transparency in the organ transplantation system as a basis for an information campaign, social norms regarding organ donation, and the public's involvement in policy issues on organ donation are discussed.  相似文献
