Systems approaches present opportunities for public managers and policy makers to view policies and programs in a broader context. This article presents a framework to explain how simulation modeling promotes double‐loop learning in management teams by building and exploring collective mental models as well as by enhancing accuracy of the mental models. The authors discuss the types of problems that may benefit from simulation modeling and illustrate how double‐loop learning occurs in the process of dynamic hypothesis testing. Using a case from New York State's Division of Disability Determination, the article shows how simulation modeling built confidence in a management team's decision by providing the team with tools to share and examine multiple hypotheses about a declining trend in initial disability recipients in the state between 1998 and 2004. 相似文献

In terms of clinical procedures (to take the example used in this article, hip operations), both public and private organizations provide highly professionalized services. For this service type, our knowledge about ownership differences is sparse. To begin to fill this gap, we investigate how the ownership of hip clinics affects professional behaviour, treatment quality and patient satisfaction. The comparison of private and public hip clinics is based on data from the Danish Hip Arthroplasty Register and the Danish Central Patient Register combined with 20 semi-structured interviews. We find that private clinics employ stronger individual financial incentives and try harder to increase the income/costs ratio than do public clinics. Private clinics optimize non-clinical factors such as waiting time much more than public clinics and have fewer complication-prone patients than public clinics. However, the clinical procedures are very similar in the two types of clinics. Private clinics do not achieve better clinical results, but patient satisfaction is nevertheless higher with private clinics. The implication is that ownership matters for highly professionalized services, but professionalism neutralizes some – but not all – ownership differences. 相似文献

A system dynamics model of the dynamics of special education reimbursement policies, based upon work completed in Massachusetts, is presented. The model is used to analyze the causes of unstable growth in special education costs and to propose policy options for controlling such costs. Because of an elaborated ability to represent the behaviors of local school districts, the system dynamics technology was found to be ideally suited to this type of policy analysis. However, the existence of the elaborated feedback structure would make it extremely cumbersome to use the system dynamics model to project annual costs on a locality-by-locality basis, such projections being the principal strength of traditional education finance models. This trade-off between two modeling technologies suggests that analysts must carefully match their audience, purpose, and modeling technology to attain best analyses. 相似文献

Research on the effect of school choice on student performance has generally been based on small-scale experiments or comparisons of Catholic and public schools in the United States. Recent studies indicate, however, that the market competition stemming from school vouchers does not affect all private schools equally. This study makes use of individual-level register data on the performance of more than 30,000 students in Denmark, where private schools have been voucher-financed for more than 100 years, while public schools are governed and financed by the politico-administrative system. Using an instrumental variable model to exclude selection effects, the results show no significant average effect of private schooling on final examination scores. However, a multilevel model shows that private schools of high socio-economic status perform better than similar public schools, while private schools of low socio-economic status under-perform – even for individual students with high socio-economic status. This indicates that the institutional setting of a voucher system is not enough to raise educational performance in general, arguably because some parents choose schools on the basis of non-academic criteria. 相似文献

Immigrant students in Denmark on average perform worse in lower secondary school than native Danish students. Part of the effect may not stem from the immigrant students themselves, but from the student composition at the school. From a policy perspective, the latter aspect is quite interesting since it is more feasible to change student composition in schools than the socioeconomic status of the individual students. This article describes theoretically the circumstances under which total student achievement can be increased by reallocating certain groups of students. Empirical analyses of Danish register data of more than 40,000 students suggest that the gain in total student achievement by reallocating immigrant students is minor. The educational outcome of immigrant students can however, ceteris paribus, be increased, at minimal expense to the majority of native Danish students' educational outcome, by limiting the share of immigrant students at grade level at any one school to less than 50 percent. This article aims to find out whether there are behavioral differences between public and private sector managers. Two groups of public managers (managers of social insurance agencies and public school principals) and a group of private managers (two samples) are investigated. Behavioral dimensions are investigated including leadership style (task, relationship, and change orientation), decision‐making style (the functions of sensing, intuition, thinking, and feeling), and motivation profile (achievement, affiliation, and power motivation). An analysis of data from 459 managers in four organizations in Sweden reveal significant differences in behavior between public and private managers. However, no significant differences in leadership behavior are discovered among public managers. Possible explanations for such differences and similarities are explored. 相似文献

ABSTRACT The value of coproduction—the joint productive efforts by regular producers, such as teachers, and consumer producers, such as parents, in helping children to learn—has been recognized for some time. However, strong empirical evidence of how these benefits can be achieved is scarce, and recent research has found mixed results. A new randomized field trial replicates elements of previous studies and extends them by using an additional age-appropriate outcome measure. Methodologically, the results illustrate the challenges of carrying out replication studies because when target groups change, outcome measures also often change. Substantially, the findings suggest that a government initiative providing parents with materials and information to enhance parents’ coproduction efforts can be extended to a broader target group of parents. Together, the findings illustrate how findings from single studies should be generalized with caution and the value of working systematically with replications and extensions. 相似文献
