Research examining factors that predict youth’s involvement in organized activities is very limited, despite associations with positive outcomes. Using data from 1043 youth (49% female; 46.4% Hispanic, 35.4% African American, 14.0% Caucasian, and 4.2% other) from the Project on Human Development in Chicago Neighborhoods, this study examined how characteristics of parents (supervision, warmth) and neighborhoods (perceived neighborhood safety and collective efficacy) predict patterns of adolescents’ involvement in organized activities concurrently (i.e., intensity) and longitudinally (i.e., type and breadth). Parental supervision predicted adolescents’ participation in organized activities across multiple waves. Neighborhood violence was positively associated with concurrent participation in organized activities after controlling for socioeconomic status (SES), whereas higher neighborhood collective efficacy predicted greater breadth in organized activity participation across time. These findings have important implications regarding how to attract and sustain organized activity participation for low-income, urban youth. 相似文献

We conduct the first long-term experimental evaluation of a need-based financial aid program, the privately funded Wisconsin Scholars Grant. Over multiple cohorts, the program failed to increase degree completion and graduate school enrollment up to 10 years after matriculation. The program did reduce time-to-degree for some students and modestly increased the number of STEM degrees earned. The lack of robust effects raises important questions about the conditions necessary for financial aid to benefit students. 相似文献

Much economic policy is deliberately shifted away from direct political processes to administrative processes—political pressure deflection. Pressure deflection poses a puzzle to standard political economy models which suggest that having policies to ‘sell’ is valuable to politicians. The puzzle is solved here by showing that incumbents will favor pressure deflection since it can deter viability of a challenger, essentially like entry deterrence. AbstractRecent contributions to the comparative political economy literature claim that liberal market economies are vulnerable to asset booms and busts because of financial deregulation, shrinking welfare states and a political ideology emphasising financial self-sufficiency. This article examines the rapid expansion of mortgage lending in three coordinated market economies (CMEs): Denmark, Sweden and the Netherlands. This expansion is puzzling given that all three countries are CMEs with generous welfare states. Yet the pattern of mortgage lending resembles the Anglo-Saxon or liberal market economies (LMEs) more than other CMEs. The article argues that mortgage bubbles in the small CMEs emerged as the unintended outcome of pairing neoliberal programmes to expand home ownership with collectivist housing institutions. This resulted in supply restrictions and rising property values which saddled households with extraordinarily high mortgage debts. In short, mortgage credit bubbles are not unique to Anglo-liberal welfare states and may have different origins. 相似文献

Abstract: Senior officials in the federal public service are giving new attention to the need to strengthen policy capacity and this article draws heavily on the work of a task force of federal officials. Four themes run through the article: there is a strong, but neglected, managerial dimension to policy work; the greatest weakness in the current system is dealing with longer-term and strategic issues, especially of a horizontal nature; policy managers need to pay more attention to how to work with and support the external policy community; leadership at the most senior levels of the public service is critical for strengthening policy capacity. Policy management within departments is examined in terms of seven broad policy functions and organizational arrangements. Policy management across government is examined in terms of the role of central agencies and the special problems of horizontal coordination, including the conditions promoting coordination and the machinery of interdepartmental relations. The importance of the personnel dimension of policy work is underlined, with consideration of policy generalists, policy managers and policy specialists. Finally, relations with the policy research community and the provinces are examined. Sommaire: Les dirigeants de la Fonction publique fédérale s'intéressent davantage maintenant à la nécessité de renforcer la capacité d'élaboration des politiques, et le présent article s'appuie largement sur les travaux d'un groupe de travail composé de fonctionnaires.
