The study finds that open government does not only have effect on economic prosperity, but on social capital and environment through the mechanisms of Rule of Law and Control of Corruption. The role of Rule of Law and Control of Corruption are emphasized in this study, because of their significance in mediating open government and prosperity. The People’s Food Policy Project (PFPP) used ‘food sovereignty’ to unite civil society organizations and build a national food policy agenda in Canada from 2008 to 2011. Agri-food scholarship largely highlights the resistance and empowerment dynamic of food sovereignty in the context of neoliberal capital relations. We propose that the story of what food sovereignty discourse does, or could do, in the work of civil society organizations (CSOs), is more complicated. This article contributes to agri-food literature and CSOs studies by examining the governmentalities of the PFPP. We find that the PFPP’s food sovereignty produced at least two discourses: food sovereignty as ethic, or a governmentality of resistance and agrarian empowerment; and food sovereignty as tactic, which we see as a governmentality of administration by CSOs. While PFPP activists increasingly share a spoken commitment to food sovereignty, the analytic of governmentality allows us to show these important differences in the movement, rooted in how CSO actors understand their day-to-day work, and the tensions these differences bring to their seemingly united agenda. 相似文献

This introduction to the special section on “Authority Building in International Administered Territories” begins by summarizing the relevant literature on international administrations. To conceptualize authority building as an ongoing process in which international and local actors confirm – or refuse – authority claims, secondly, two types of authority are differentiated: ‘interpretative authority’ and ‘performing authority’. This sociological conceptualization of authority building allows, thirdly, a discussion on the restrictions and challenges that international administrations face in their attempts to establish authority on the ground. ABSTRACTInspired by the spiritual and political journey of Berta Cáceres (1973-2016), a fierce Lenca woman leader from Honduras who died in defense of sacred indigenous rivers, the essay aims to rethink the frame of intersectionality that is axiomatic in feminist theorizing and activism. Against the backdrop of the January 2017 Women’s March in the USA, I interrogate inclusionary accounts that equate intersectionality with a pre-existing unity among women that leaves power differentials intact. I recover the intersection as an index of invisibility and violence by drawing on the intimate connections that Berta foregrounded between multiple structures of domination. However, I argue that attending to the relational histories and geographies of patriarchy, colonialism and capitalism, is insufficient for imagining more just futures that are hospitable to subaltern horizons. Feminist praxis must also interrogate the Western liberal conceptions of agency and human-nature relations that undergird its intersectional analysis. Through an exploration of the indigenous cosmovisions and transnational grassroots solidarity that coalesce under Berta’s name, I point to the importance of cultivating a disposition to listening to incommensurable worlds where rivers tell stories and call upon us. This is an ecofeminist vision capable of rooting intersectional analysis within decolonizing relations and alternatives. 相似文献

Most international organizations (IOs) expand their membership over the course of their lifespan. Although these enlargements tend to be heralded as normatively positive — for the IOs themselves, for the new members, and for cooperative outcomes more generally — expansions can also lead to conflicts in the organization. What conditions lead to enlargement rounds that reshape an organization in unexpected ways? We argue that, depending upon the diversity of the initial group of countries, members may vote to admit new entrants that can tilt organizational decision-making in unexpected directions. We anticipate fewer enlargements with lesser impact on the character of the organization among organizations that have either a smaller range of founding members or a relatively even initial dispersion. We develop an agent-based model that accounts for the complex decision-making environment and social dynamics that typify IO accession processes. The model helps us explain how the nature of decision-making in organizations can shift following enlargement, likely changing the organization’s output and goals. 相似文献

What light can foreign policy analysis (FPA) shed on how and when the balance of power between domestic coalitions in foreign nuclear policymaking changes and how these different balances directly affect policy outcomes? Drawing on interviews with scientists, technologists and career diplomats, this comprehensive examination of Argentine nuclear exports policy as public policy aims to depict when and how policies varied between 1976 and 2004, due to shifts in the balance amongst advocacy coalitions, albeit of incentives and constraints placed by international and institutional nuclear environments. The article provides a better account of how Argentine nuclear foreign policy changed under the influence of four competitive and contrasting advocacy coalitions: the pro-import substitution and protectionist coalition, the pro-technological autonomy and South-South trade coalition, the pro-business and commercial openness coalition and the antinuclear and pro-environment coalition. 相似文献

AbstractDespite the rich and growing body of research addressing how turnout and party choice depend on the institutional context, far less is known about the impact of the political environment on voters’ propensity to vote for candidates – not parties. Recent single-country studies have focused almost exclusively on individual-level resource- and identity-based differences in preference voting. Combining data from the Comparative Study of Electoral Systems (CSES) and Participation and Representation in Modern Democracies (PARTIREP) election studies in six countries, this article provides the first comprehensive, cross-national test of the impact of macro-contextual factors on a voter’s decision to indicate a candidate preference, instead of simply casting a party list vote. It demonstrates that both the failure of preference votes to affect the allocation of seats and choice overload dissuade voters from marking a candidate name on the ballot. These contextual factors affect informed and uninformed voters differently, moreover. The findings have important implications for electoral scholars and political practitioners when designing electoral systems. 相似文献

Citizen-elite congruence has long been considered an important yardstick for the quality of democracy. The literature on citizen satisfaction with democracy, however, has reduced congruence almost exclusively to one of its components, policy congruence. Just as citizens are considered to have positions on policy issues, there is growing scholarly interest in the preferences they have about the process of representation. Yet studies inquiring into the impact of the divergent preferences that citizens and elites have regarding the representational process thus far have been few and their results inconclusive. Combining new, unique data from the 2014 Belgian Election and Candidate Studies, we seek to address this lacuna. Our findings indicate that we cannot understand citizen satisfaction without also taking process into account—even as the policy gap has the greater effect. They should be of interest to scholars of democracy, those concerned about citizen disengagement from politics, and political practitioners. 相似文献
