Abstract: In the next few years, Quebec's public service will be facing a problem of labour retention. With many public-service employees due to retire, the number of young people old enough to enter the job market will likely not be sufficient to fill the voids created by their departure. At the request of the Treasury Board Secretariat, we conducted a survey of young public servants in an effort to determine whether they were planning to leave the public service in the next few years and, if so, the reasons for their decision. This study presents the results of that survey. We noted a certain dissatisfaction surrounding issues related to working conditions. However, we also found that a good number of young public servants identify with the objectives of the public service. The government can certainly gain important benefits from this in order to position itself as an “employer of choice.” 相似文献

This article discusses the role of the discourse of law in legitimizing the protection of intelligence secrets. It draws on examples from the United Kingdom and the United States to illustrate rhetorical regularities with respect to the need to protect intelligence officers, agents, sources and methods, the effectiveness of intelligence agencies, international intelligence relationships and the effects of a mosaic of disclosed information. A common theme of research on participatory democracy and citizen engagement centres on the need for empirical studies that conduct a deep exploration of the nuances and complexities of these processes. This article offers a distinct response to this need through an examination of two ethnographic case studies of a participatory budgeting process in a multilingual, highly diverse community in which Spanish-speaking Latino immigrants were involved. By analyzing participants discourse from the case studies, the findings highlight the risks and rewards of reframing participatory processes as design decisions rather than static procedures. 相似文献

In 2002 Germany adopted an ambitious national sustainability strategy, covering all three sustainability spheres and circling around 21 key indicators. The strategy stands out because of its relative stability over five consecutive government constellations, its high status and increasingly coercive nature. This article analyses the strategy's role in the policy process, focusing on the use and influence of indicators as a central steering tool. Contrasting rationalist and constructivist perspectives on the role of knowledge in policy, two factors, namely the level of consensus about policy goals and the institutional setting of the indicators, are found to explain differences in use and influence both across indicators and over time. Moreover, the study argues that the indicators have been part of a continuous process of ‘structuring’ in which conceptual and instrumental use together help structure the sustainability challenge in such a way that it becomes more manageable for government policy. 相似文献
