ABSTRACT Differences in judgments of public service performance across stakeholder groups have often been noted, but have rarely been tested. We measure the extent of these differences between and within internal and external stakeholders. The evidence shows that internal groups usually overestimate the performance of their organizations. We then develop and test a model of inter-organizational variations in the extent of this overestimation. The statistical results show that performance overestimation is more likely in small organizations with geographically dispersed clients, and in organizations that adopt fashionable management practices that are associated with higher institutional legitimacy. 相似文献

The Cold War's end posed immediate challenges to the Atlantic alliance, but a variety of factors, many of them temporary, conspired to mask this shift for more than a decade. In the longer term, the absence of a common foe has allowed previously suppressed tensions within the Atlantic community to play a more prominent role than in the past. Interests, and especially security interests, within the Alliance are less convergent now than during the Cold War. This article examines the interplay between legitimacy and context as key determinants of public sector reform outcomes. Despite the importance of variables such as legitimacy of public institutions, levels of civic morality and socio‐economic realities, reform strategies often fail to take such contextual factors into account. The article examines, first, relevant literature – both conceptual and empirical, including data from the World Values Survey project. It is argued that developing countries have distinctive characteristics which require particular reform strategies. The data analysed shows that in Latin American countries, there is no clear correlation between confidence in public institutions and civic morality. Other empirical studies show that unemployment has a negative impact on the level of civic morality, while inequality engenders corruption. This suggests that poorer and socio‐economically stratified countries face greater reform challenges owing to the lack of legitimacy of public institutions. The production of carbon monoxide from disposable barbecues in an enclosed room has been investigated. Hazard calculations have shown that lethal concentrations of CO and CO2 can be produced easily. Burning rates and the relative formation of CO and CO2 depend on the ambient oxygen concentration. Smoke does not correlate with CO concentration as it is mostly produced by the combustion of volatile hydrocarbons added to facilitate ignition. In a typical room, this results in smoke clearing before the maximum CO concentration is reached. Smoke obscuration is therefore a poor indicator of the danger posed by CO. This is an important observation for those discovering or attempting to resuscitate or rescue comatose victims. Dilution caused by ventilation is described numerically and has allowed total volumes of CO and CO2 produced to be estimated. 相似文献
