Each of 61 college undergraduates was classified as a high or low scorer based on his score on the Simmons Identity Achievement Status (IAS) scale. Ss from each group also ranked Rokeach's terminal and instrumental values in order of importance. The finding of differential ranking of several values by the high and low IAS Ss was congruent with Erikson's statements regarding the constructs of ego identity and identity diffusion and, in addition, seemed to lend further validity to the IAS scale.Received Ph.D. in 1968 from Syracuse University in the area of school psychology. One determinant of the success or failure of political revolutions is whether there is a split among the ruling elites. Elite defections in a competitive authoritarian regime can tip the balance in favour of regime change and democratization. This article examines when and why elites defect through the case of Burkina Faso. In October 2014, President Blaise Compaoré of Burkina Faso was forced to step down after 27 years in power and multiple term limits contraventions. We propose a new theory linking growth in democratic attitudes at the grassroots to elite defection from hegemonic parties. We argue that a broad increase in popular democratic attitudes can both decrease the costs and increase the benefits of elite defection, creating conditions that enable elites to rescind their loyalty to the regime. We support this argument with interviews with ruling-party defectors in Burkina Faso and two rounds of Afrobarometer survey data. Our findings demonstrate that democratic attitudes can grow under competitive authoritarian regimes, and that these citizen attitudes can impact regime change by increasing the likelihood of elite defection.  相似文献

Local Authority performance in Wales is widely perceived as inferior to that in England. We analyse statistical evidence on current levels of performance and rates of improvement in the two local government systems, and find few significant differences between English and Welsh councils. Adverse judgements on Welsh local government seem to reflect perceptions of their management processes and methods of service provision rather than their substantive achievements. This may in turn be symptomatic of UK central government's assumption that public service improvement cannot be achieved unless organisations follow the specific model of ‘managerial modernisation it is currently promoting.  相似文献

ABSTRACT

In the wake of the financial crash, many governments across the globe are seeking to curb expenditure in public sector organizations. To assess the extent to which public organizations can make strategic choices that might result in lower expenditure, we explore the relationship between strategic management and overspending in English local governments. The effects of strategic stances and actions on overspending are tested using multivariate statistical techniques. The empirical results show that an innovative strategic stance results in overspending as does a commitment to the development of new services, while a reactive strategic stance and decentralized decision making are associated with lower levels of overspending. Our analysis provides support for arguments that public organizations can make strategic choices that result in tighter control of their budgets.  相似文献

Several meta-analyses have rendered strong support for the clinically relevant and psychologically informed principles of human service, risk, need, and general responsivity. However, each of these reviews has focused on specific program components and not on the characteristics of the staff or the specific techniques used to deliver the program. This meta-analytic review examines the role of core correctional practices in reducing recidivism and provides strong preliminary evidence regarding their effectiveness. Staff characteristics and training in core skills must be addressed to ensure the maximum therapeutic impact of correctional treatment programs.  相似文献

The history of the term requires some examination. Arguably, until around 1992, Spin did not have such a widespread meaning—it was simply one tactic in an election campaigner's armoury.

This Article analyzes existing legal protections for the confidentiality of information collected through genetic screening or genetic monitoring in the workplace. It notes that there are a variety of protections, such as ethical codes for occupational physicians, statutes protecting health care information in the hands of the employers, and tort, contract and constitutional principles. It describes defenses to suits based on improper disclosure of medical information. The Article then analyzes legal bases for employee and third party access to the employee's genetic information. In response to gaps in existing legal protections, it suggests parameters for a model law protecting the confidentiality of genetic information collected in the workplace.  相似文献
