Ethnic fragmentation is largely presumed to be bad for democracy. However, many African countries belie this claim, as democracy has recently sprouted in several of its multiethnic states. We argue that African countries that have demographic patterns where the largest ethnopolitical group is at least a near-majority and is simultaneously divided into nested subgroups produce Africa's most democratic multiethnic societies. This large-divided-group pattern, which has gone largely unnoticed by previous scholars, facilitates transitions to democracy from authoritarian rule. The large group's size foments the broad-based multiethnic social agitation needed to pose a genuine threat to a ruling autocrat, while its internal divisions reassure minorities that they will not suffer permanent exclusion via ethnic dominance under an eventual democracy. We support our claim with cross-national quantitative evidence on ethnic fragmentation and regime type. 相似文献

Since the mid‐1970s, the percentage of non‐White people convicted of white‐collar type crimes in the federal judicial system has been growing steadily. In 2015, non‐Whites accounted for more than half of all convictions for certain white‐collar type crimes, but the increase in non‐White participation has not occurred evenly across all race and ethnic groups. Asians and Latinos have increased their participation in white‐collar crime more so than Blacks. Using data from the U.S. Sentencing Commission, the Equal Employment Opportunity Commission, and the U.S. Census, we investigate whether the differential increase among race and ethnic groups in white‐collar type crimes can be explained by their differential increase in middle‐class occupations. The findings have implications for opportunity, cultural, and race‐centered perspectives on crime, as well as institutional anomie theory, and they suggest that low‐level white‐collar crimes are being democratized along lines of race and ethnicity. 相似文献

The reconfiguration of the global security order since the late 1980s has had a heavy impact on regional security in the Caribbean. Having lost strategic importance, the Caribbean states have been attempting to restructure their relationship with the United States. These small states are interested in building a regional security regime that is inclusive, transparent, and accountable. Abstract: A significant amount of research has been conducted into the use of stable isotopes to assist in determining the origin of various materials. The research conducted in the forensic field shows the potential of isotope ratio mass spectrometry (IRMS) to provide a level of discrimination not achievable utilizing traditional forensic techniques. Despite the research there have been few, if any, publications addressing the validation and measurement uncertainty of the technique for forensic applications. This study, the first in a planned series, presents validation data for the measurement of bulk nitrogen isotope ratios in ammonium nitrate (AN) using the DELTAplusXP (Thermo Finnigan) IRMS instrument equipped with a ConFlo III interface and FlashEA? 1112 elemental analyzer (EA). Appropriate laboratory standards, analytical methods and correction calculations were developed and evaluated. A validation protocol was developed in line with the guidelines provided by the National Association of Testing Authorities, Australia (NATA). Performance characteristics including: accuracy, precision/repeatability, reproducibility/ruggedness, robustness, linear range, and measurement uncertainty were evaluated for the measurement of nitrogen isotope ratios in AN. AN (99.5%) and ammonium thiocyanate (99.99+%) were determined to be the most suitable laboratory standards and were calibrated against international standards (certified reference materials). All performance characteristics were within an acceptable range when potential uncertainties, including the manufacturer’s uncertainty of the technique and standards, were taken into account. The experiments described in this article could be used as a model for validation of other instruments for similar purposes. Later studies in this series will address the more general issue of demonstrating that the IRMS technique is scientifically sound and fit‐for‐purpose in the forensic explosives analysis field. 相似文献

Despite the significant volume of studies on public sector performance measurement, a paucity of empirical research describes in detail the systems and processes used at different levels of government to measure and manage performance. This study focuses on the experience of Public Service Agreements in the public sector in England. In particular, the impact of a centralized, performance measurement‐driven approach on public service delivery is analyzed using case studies in a health care and a police organization. Despite efforts to introduce a “golden thread” to link different levels of the public sector hierarchy, in both cases, there was relatively low consistency in terms of performance indicators, targets, and priorities. Significant implications are evident for the design and role of performance targets and indicators, for the possibility to align frameworks at different levels of the public sector, and for the importance of feedback loops in measurement systems. 相似文献

This article considers the levelling-up agenda in the UK, examining the Johnson government's original proposals to tackle regional and local inequality and its continuation under new Prime Minister Rishi Sunak following the short-lived premiership of Liz Truss. The 2022 Levelling Up in the United Kingdom White Paper is notable for the frank and wholesale critique it provides of previous governments’—both Tory and Labour—efforts to address the pressing issue of geographic inequality. The assessment was that a pattern of ad hoc and incoherent reforms needed to be replaced by a stable, long term and system-wide approach to change. Yet, under Johnson, Truss and now Sunak, policy churn is continuing, with an approach that falls short in following the lessons set out in the White Paper. We provide a detailed analysis of the government's critique of past reforms, the lessons it has set out and why its reform programme is likely to repeat past failings. Crucially, the approach leaves the structure of central government almost untouched, with substantive reforms instead focussed at the local governance level. We argue the government's programme perpetuates the ‘power-hoarding’ tendencies of the Westminster model, a key bulwark against meaningfully addressing the UK's spatial inequality problem. We conclude that the levelling-up agenda, missions and targets are unlikely to be met under Rishi Sunak, reflecting the endemic nature of short-termism and centralisation of power in the UK's public policy approach. We then consider the approach of Starmer's Labour Party to levelling up and the issues it needs to confront if it forms the next government. 相似文献

This paper proposes an alternative solution to multimetal deposition (MMD) for the development of latent fingermarks on non-porous and porous surfaces. MMD offers a good sensitivity, however it is very time-consuming and requires many reagents to be carried out. Single-metal deposition (SMD) replaces the silver enhancement of the gold colloids by a gold enhancement procedure. This reduces the number of baths by one as well as the number of reagents and their cost, utilizes reagents with a longer shelf life, and most importantly reduces the labor-intensity of the procedure.
