Governance typology of universities’ technology transfer processes   总被引:1,自引:0,他引:1  
Despite the growing interest in university-to-industry technology transfer, there are very few studies on the governance of universities’ technology transfer offices (TTOs). The few existing ones tend to focus on US universities and generally tackle one dimension of the governance. The present paper aims at contributing to this literature in two ways. First, it takes into account the diversity of organizational models with a theoretical perspective: the paper presents a discussion on which combinations of four structural dimensions should yield viable configurations. Four main types of TTOs are identified: (1) classical TTO; (2) autonomous TTO; (3) discipline-integrated Technology Transfer Alliance; and (4) discipline-specialized Technology Transfer Alliance. Second, the paper relies on 16 case studies of universities located in six European countries in order to address the pros and cons of the four types of TTOs. The results provide both a conceptual understanding and an empirical overview of how universities organize their technology transfer and intellectual property management.  相似文献

Party system issue agendas are formed by the topics that individual parties decide to address, and these salience decisions are likely to be strategic. Two key strategies are commonly discussed in the literature: parties’ focus on (1) issues that they have ownership over and (2) issues that currently concern voters. Yet it is not known what explains the extent to which parties pursue each of these strategies. This paper argues that aspects of party organisation influence which salience strategy is pursued. Parties that have more resources will be able to ‘ride the wave’ of current concerns while parties with fewer resources are more likely to focus on their best issues. Furthermore, policy-seeking parties with strong activist influence will be less likely to ‘ride the wave’ and more likely to follow issue ownership strategies. An analysis of 105 election manifestos from 27 elections in 17 countries shows that aspects of party organisation are indeed strong and robust moderators of issue ownership strategies. Limited, albeit mixed, evidence is also found that party organisation affects the use of ‘riding the wave’ strategies. These results have important implications for our understanding of electoral campaigns, party competition and voter representation.  相似文献

When, why, and how do people living in a democracy become radicalized to the point of being willing to use or directly support the use of terrorist violence against fellow citizens? This question has been at the center of academic and public debate over the past years as terrorist attacks and foiled plots inspired by militant Islamism have grabbed European and American headlines. This article identifies and discusses empirical studies of radicalization and points to the strengths as well as the weaknesses characterizing these studies. The aim is to take stock of the current state of research within this field and to answer the question: From an empirical point of view, what is known and what is not known about radicalization connected to militant Islamism in Europe?  相似文献

Political parties are generally thought of as agents of democracy that fulfil a range of functions, such as policy formulation, interest aggregation and articulation, social integration, and elite recruitment. However, given the weakness of many African parties, are they able to contribute positively to democracy? This article seeks to answer this question by using Ghana – one of Africa's most successful democracies – as a case study. It is found that parties in Ghana are comparatively strong and do indeed mobilise large numbers of voters. They even expose a degree of ideological competition and have successfully adapted their strategies to the local context. On the other hand, they expose serious weaknesses in the field of social integration and interest representation. Against this background it is argued that even in procedurally well-functioning democracies like Ghana, political parties can be instruments of elite competition that contribute to the exclusion of the poor from decision-making.  相似文献

It is well known that temperature significantly affects corpse decomposition. Yet relatively few taphonomy studies investigate the effects of seasonality on decomposition. Here, we propose the use of the Köppen‐Geiger climate classification system and describe the decomposition of swine (Sus scrofa domesticus) carcasses during the summer and winter near Lincoln, Nebraska, USA. Decomposition was scored, and gravesoil chemistry (total carbon, total nitrogen, ninhydrin‐reactive nitrogen, ammonium, nitrate, and soil pH) was assessed. Gross carcass decomposition in summer was three to seven times greater than in winter. Initial significant changes in gravesoil chemistry occurred following approximately 320 accumulated degree days, regardless of season. Furthermore, significant (p < 0.05) correlations were observed between ammonium and pH (positive correlation) and between nitrate and pH (negative correlation). We hope that future decomposition studies employ the Köppen‐Geiger climate classification system to understand the seasonality of corpse decomposition, to validate taphonomic methods, and to facilitate cross‐climate comparisons of carcass decomposition.  相似文献

For a prison sentence to exert a specific deterrent effect, the ultimate question is that imprisonment is remembered as aversive once the offender is released, and is contemplating future criminal activities. Drawing on insights from social psychology and cognition, this study assessed (1) how inmates remember the severity of their imprisonment following release, and (2) how the severity as experienced while being incarcerated (e.g. the worst or the last moment) affects its recollected aversiveness among a sample of Dutch inmates who were released for approximately six months (n?=?696). The findings indicated that the severity as experienced while being incarcerated is strongly related to the severity as recollected following release, net of the duration of confinement. Strikingly, to the extent that the length of imprisonment affected its recollected aversiveness, it did so in the opposite direction than traditional deterrence research presumes. Implications for correctional policy and future research are discussed.  相似文献

The military commissions at Guantánamo Bay have properlybeen the subject of much legal scrutiny and criticism. Theiruse of military officers as triers of fact, however, meritsfurther consideration. Salim Hamdan may have benefited fromhaving military officers decide his case. His panel was composedof highly educated military professionals who have dedicatedtheir lives in service of the law. Despite their enmity towardsthe accused, these officers were actually in a better positionto be sympathetic and understanding to the Hamdan defence thana civilian jury. This research identified what skills, behaviors, and qualities experienced crisis (hostage) negotiators believe enhance or harm their success during negotiation. 188 negotiators from various countries (primarily United States) voluntarily completed an online survey in which they listed the aforementioned characteristics and reported on various aspects of their own background and behaviors. Open-response questions were coded and quantitative methods revealed what qualities were listed most frequently by negotiators. Active listening, displays of empathy, effective communication, and remaining calm and collected appear at the top of their to-do lists. Conversely, being confrontational, arguing, yelling, and interrupting were reported as behaviors to be avoided. Most negotiators attend trainings multiple times a year and read on the topic of crisis negotiation. About half follow a model during negotiations, typically the FBI’s Behavioral Change Stairway Model. Findings are discussed with relevance to future research directions and improvement of negotiator trainings.  相似文献
