This article tracks public sector reform in Austria with a focus on the influence of New Public Management (NPM) both as label and as specific set of reform ideas. We analyse to what degree current reforms have been influenced and shaped by this widely acclaimed international trend. In this empirical study we combine the different data sources of media coverage, reform documents and public sector executive survey to cover different levels of analysis. Although the reforms include NPM-features, we see no evidence so far for an archetype change in the Austrian public sector. 相似文献

We employ a mail survey of private developers that uses conjoint choice experiments and Likert‐scaled attitudinal questions to examine preferences for policy instruments and incentives intended to encourage brownfield cleanup and redevelopment. Our analysis suggests that developers judge public hearing requirements at brownfield redevelopments unattractive, but that they place a relatively high value on liability relief—from both cleanup costs and claims by third parties. Reimbursement of environmental assessment costs is not particularly attractive. This paper explores migrants’ motivations to remit from a new, behavioural (cognitive) perspective, based on Structural Equation Modelling. We supplement the mainstream economic analyses of migrants’ observed characteristics by analysing remitting behaviour based on the Theory of Planned Behaviour (TPB). With this behavioural lens, we show that non-tangible, cognitive constructs are highly relevant in explaining the intention to remit. Results underline the fact that migrants’ attitudes and norms, the latter in particular driven by the family, are decisive for remitting. Classical socioeconomic variables also show significant results, but contribute comparatively little to explaining the intention to remit. 相似文献

This article examines the relationship between management of the ministerial bureaucracy and the risk of high‐level corruption in Poland. Four danger zones of corruption in the ministerial bureaucracy are distinguished, comprising the personalisation of appointments, the emergence of multiple dependencies, the screening capacity of the personnel system and the incentive of bureaucrats to develop a reputation of honesty and competence. Empirically, the article investigates the case of Poland from 1997 until 2007 and sets the findings in a comparative East Central European perspective. The article shows that corruption risks in the ministerial bureaucracy increased in most but not all danger zones after 2001 and, in particular, during the period of the centre‐right governments that were in office between 2005 and 2007. The increase in corruption risks is reflected in Poland's deteriorating corruption record during the same period. The conclusion discusses the findings with regard to alternative causes of corruption and the relationship between civil service professionalisation and corruption in other East Central European countries. Clinical forensic examinations performed at the Institute of Legal Medicine of the Hanover Medical School between 1999 and 2008 in cases of suspected physical abuse of children were analyzed retrospectively with special emphasis on the legal consequences. Altogether, 192 children (85 girls, 107 boys) with a median age of 4.4 years were examined. In 47 cases (24.5 %), the clinical forensic examination findings were interpreted as accidental injuries, birth traumas or unspecific findings. 29 victims (20.0 %) had suffered a shaken baby syndrome. Only part of the presented cases ended with conviction, which was more likely if the victims were aged between 7 and 11 years. Prison terms of 2 years and more were imposed only if the child suffered potentially or acute life-threatening injuries or if additional anogenital lesions were diagnosed indicating sexual child abuse. 相似文献

The insurance as governance literature focuses on the ability of private enterprises to collectively regulate, pool, and distribute risks. This paper analyzes how governments support insurance markets to maintain insurability and limit risks to society. We propose a new conceptual framework grouping government interventions into three dimensions: regulation of risky activity, public investment in risk reduction, and co-insurance. We apply this framework to six case studies, describing insurance markets' reliance on public support in more analytically precise terms. We analyze how mature insurance markets overcame insurability challenges akin to those currently presented by extortive cybercrime. Private governance struggled when markets grew too big for informal coordination or when (tail) risks escalated. Government interventions vary widely. Some governments prioritize supporting economic activity while others concentrate on containing risks. Governments also choose between risk reduction and ex post socialization of losses. We apply these insights to the market for ransomware insurance, discussing the merits and potential hazards of current proposals for government intervention. 相似文献
