The future of online social work education and Title IV-E child welfare stipends

ABSTRACT

In this concept paper, the authors explore online learning in social work and how IV-E education has been and will continue to be impacted. An empirical estimate of the national prevalence of online IV-E social work degree options is presented. Using Colorado as a case example, the authors share some of the opportunities and challenges presented by online education. Universities in Colorado have realized that online education connects rural and indigenous communities, reduces the need for students to relocate, and promotes a well-prepared, qualified child welfare workforce, but online options also challenge programs with localization issues. With connectivity increased and the physical location of students becoming less and less relevant, IV-E child welfare education providers need a proactive national dialogue to further assess the benefits and barriers to IV-E partnerships across state lines and the development of promising approaches in this area. The recruitment and retention of a well-educated and prepared child welfare workforce is critical for positive outcomes for children and families. Online social work education continues to grow nationwide. Now is the time for a national workgroup, including a broad group of stakeholders, to explore how the IV-E community will respond to online delivery of social work education.     

A Comparison of Defendants with Mental Illness Represented by Public Defenders and Private Attorneys: an Analysis of Court-Ordered Pretrial Psychiatric Evaluations

This study compared the characteristics and court-ordered evaluation questions and responses among 4,430 defendants to determine if differences existed between those represented by public defenders and private attorneys when receiving trial competency or responsibility psychiatric evaluations from a state department of mental health. Defendants represented by public defenders were more likely to be younger, to have less education, to have psychotic disorders, to have a history of inpatient psychiatric treatment, to live in urban or rural counties, and to be jailed at the time of the evaluation. In addition, defendants represented by public defenders were less likely to have a request for a criminal responsibility evaluation and more likely to be evaluated as having a mental illness, to be incompetent to stand trial, and to need hospitalization pending trial. Consideration of whether defendants with public defenders receiving less requests for responsibility evaluations was indicative of a therapeutic jurisprudence approach is discussed. Implications for research on types of legal representation of defendants with mental illness are discussed.     

Intergenerational Transmission of Violence: the Influence of Self-Appraisals,Mental Disorders and Substance Abuse

Although research has demonstrated connections between experiencing abuse as a child and being in a violent relationship as an adult, the specific mechanisms through which this transmission occurs are unclear. The purpose of this study was to identify the relationship between certain personal factors (self-appraisals and mental/substance use disorders) and experiencing violence as an adult. Data from the National Comorbidity Survey (NCS) 1990–1992 were utilized. Respondents who reported experiencing childhood abuse or victimization and were in a current intimate partnership (N = 590) were selected for analysis. Multivariate logistic regression indicated that low self-esteem, past year PTSD, and past year alcohol dependence were significantly associated with intimate partner violence after controlling for other self-appraisals and mental disorders.     

The Loneliness of the Feminist Historian

Abstract

Feminist historians in Australia have achieved the critical mass that means that they no longer need to be the sole woman's voice pleading to get women into the history corridors and inside the books. By looking back at recent history reflexively, this article celebrates the achievement of feminist historians over the past four decades in making profound impacts on mainstream historical writing and understanding. Engaging in particular with the work of feminist historians Joan Scott and Joy Damousi, ‘The Loneliness of the Feminist Historian’ considers whether feminist history has a future. It also reflects upon the author's memories of the feminist history movement from the 1970s and 1980s—its aims, its achievements and its significant successes, especially compared with other social science disciplines. It explains how certain ‘great (female) historians’ made courageous efforts to internationalise and pluralise feminist history. It also probes the meaning and relevance of ‘professional masculinities’, pointing out that feminist historians were supported by key male historians, who backed them in gaining career and publishing opportunities. Additionally, the challenges of Indigenous scholars led to a sharpening of critical approaches to colonialism. This article argues, however, that feminist historians cannot afford to cling to the excitement of the early conferences of the 1970s and 1980s, for if they expect their practice to thrive, they must constantly critique it, using the most innovative and best tools of our era, including the empirical, the reflexive, the whimsical and the theoretical.

Mona Caird (1854-1932): wild woman,new woman,and early radical feminist critic of marriage and motherhood1

Abstract

This paper, which makes available previously unknown pictures and personal information drawn from interviews, introduces aspects of the life and work of a neglected First Wave feminist writer. In particular, it examines Caird's analysis of the social construction of marriage and motherhood and the dynamics of mother-daughter relationships. The conceptual framework within which Caird wrote, while being embedded in its historical context, bears striking resemblance to some theories within Second Wave thought, especially those of Carol Gilligan and Adrienne Rich. The paper addresses the problem of how to negotiate the danger of ahistoricism when establishing ideological and conceptual links between feminists of different historical periods, and argues for regarding Caird as a radical feminist in the making.
