The 1922 Anglo-Iraq Treaty: A Moment of Crisis and the Role of Britain’s Man on the Ground

The article offers a fresh perspective on the critical significance of ratifying the Treaty of Alliance between Great Britain and Irak (the 1922 Anglo-Iraq Treaty) for British policy on Iraq, and for that country’s evolution from mandated territory to independent state. In contrast with existing accounts, it considers the treaty primarily in the context of domestic tensions over Britain’s future role. The strength of the ‘Quit Mesopotamia (subsequently Iraq)’ movement in Britain meant that Iraqi failure to ratify could have led to British withdrawal from Iraq, with far-reaching implications for the region. The article also reveals for the first time the considerable contribution to securing ratification made by the British representative on the ground, the High Commissioner, Sir Henry Dobbs. He took full advantage of distance to make decisions and act in line with his own, not London’s approach. The source for these new perspectives is Sir Henry Dobbs’ recently discovered letters and private papers—never previously available to historians.     

Updating,subtyping, and perceptions of the police: Implications of police contact for youths’ perceptions of procedural justice

Individuals enter police encounters with expectations about how these interactions will unfold. These expectations are often rooted in racialized personal, vicarious, and collective experiences with the police. Bayesian updating posits that the way youth perceive treatment by the police during stops and arrests combines with prior expectations and perceptions to shape current views of the law, whereas subtyping suggests this process differs by race. This study examines intra- and interracial variability in these processes using longitudinal survey data from 3,085 Black and White youth. Regardless of race, youth who indicate they were treated with disrespect during police encounters had lower perceptions of procedural justice than did those with no contact, whereas contact perceived as respectful had no significant effects. For White but not Black youth, police encounters rated as “neutral” are associated with more negative views of the police. Other forms of legal socialization are also racialized, including messages conveyed in the media and by parents. Limited evidence exists that prior views of the police moderate the effect of police encounters on procedural justice or that these conditioning effects vary by race. Findings support updating, but race differences do not neatly align with findings expected with updating or subtyping theory.     

Factors Contributing to Intimate Partner Violence among Men in Kerala,India

Kerala is one of the most progressive states in India in terms of women’s opportunities for higher education and employment. Despite these advancements in gender equality, intimate partner violence (IPV) against women remains high, with some studies finding increased rates of IPV in Kerala relative to other states. This study examines contributing factors to male-to-female IPV in Kerala. One hundred and thirty-four men were surveyed on perceived marital power, early exposure to violence, drinking habits, depression, and marital satisfaction in relation to current IPV. Forty percent of participants reported incidents of IPV in the past year. Batterers scored significantly higher on childhood abuse, drinking, depression, and marital dissatisfaction. These four predictor variables were all significantly correlated with male-to-female IPV, but perceived marital power was only partially correlated with IPV. Abuse in childhood emerged as the strongest predictor of current IPV. Implications and suggestions for further research are discussed.     

A hidden cost of war: the impact of mobilizing reserve troops on emergency response times

This paper analyzes a hidden cost of war: the effect of the mass mobilization of reserve troops on the response times of domestic emergency services to accidents. We provide a statistical examination of this linkage following the US invasion of Iraq in 2003 and find that mobilization significantly increases response times to accidents in the United States. These mobilization-related costs are exacerbated by both legal restrictions and issues of replacing highly specialized human capital.     

Accounting for Gender: the Role of the COAG Reform Council in Tracking Outcomes for Women and Girls Across Australia

The COAG Reform Council has played a critical role in tracking progress, nationally and on a state‐by‐state basis, against the COAG reform agenda. The council has analysed and publicly reported on governments’ performance against outcomes, performance indicators and targets agreed by COAG. However, until 2013 gender analysis was not directly incorporated in the assessment of governments’ performance. The council's first report on gender, Tracking equity: Comparing outcomes for women and girls across Australia, redressed this omission. This article explores how taking account of gender greatly enriches our understanding of governments’ performance in critical areas, and enhances public accountability as a result. An understanding of gender differences also provides a better basis for government decision‐making on ways to improve outcomes.     

Gender contracts in Estonian coastal farming families, 1870–1939

This paper deals with families that lived on the North West coast of Estonia from 1870 to 1939. This period involved a successive transition to a monetary economy for the family farmer and an increasing need for cash to be able to pay rents and debts arising from land purchases. A farm perspective is used to show the complexity of effects of societal changes on the gender division of labour. The study highlights how practices evolve within a specific spatial context in terms of adjustment of gender contracts. It is demonstrated that husbands and wives on farms involved in fishing and seafaring negotiated flexible gender contracts, in which women were flexible and took over men's work. Such contracts evolved when the men were absent from the farm due to fishing and seafaring duties. Flexible gender contracts developed if other solutions, such as hiring farmhands, were impossible to arrange. Small farms could develop a gender contract for collaboration at sea in which women accompanied their husbands on fishing trips. The results, which are based on interviews and archive sources, indicate that the smaller the family farm, the more inclined women were to take over traditional men's work. It is argued that different gender contracts are parallel phenomena and that they often seem to be temporary, since they are evaluated in relation to the standard gender contract that acts as a norm in society.
