Over the past twenty years interest has grown in the concept of social capital in international and Australian public policy. We explore how social capital is understood as a concept and used in practice for guiding policy development and program delivery in South Australian public health programs. The empirical research compared policy makers’ and practitioners’ understandings of social capital and how theories about social capital and health inequality were translated into practice in three case study projects. It found that there are shifting discourses between social capital and related concepts, including community capacity building, and social inclusion/exclusion. Policy makers reported less use of the concept of social capital in favour of social inclusion/exclusion reflecting changing political and policy environments where terms come into favour and then go out of fashion. In this transition period the two terms are often used interchangeably although there are some conceptual points of difference.  相似文献

Feminist debates on sex trafficking have become entrenched and polarised, with abolitionists producing images of helpless abused victims, while sex worker advocates work hard to achieve some recognition of the agency of migrant sex workers. This article explores constructions of embodiment, subjectivity and agency in the debate, showing how abolitionist views, in spite of their efforts to challenge liberal pro-sex perspectives, rely on a familiar vision of the body as a singular, bounded and sovereign entity whose borders must be secured against invasion. The result is a vision in which victimisation is taken to epistemically compromise the subjectivities of sex workers, forcing them and their advocates to argue for recognition of their agency according to familiar liberal models of consent in order to be able to enter the debate. Drawing on the recent work of Judith Butler on consent and vulnerability, this article argues that what is needed is a rethinking of bodily ontology so that the vulnerability of sex workers is not opposed to their agency, but rather seen as an inevitable aspect of embodied sociality, constituting a call to ethical engagement and a recognition of the inequitable global distributions of precarity that produce sex trafficking as part of contemporary geopolitics. From this perspective, the alignment between radical feminist efforts to secure women’s bodily borders and global efforts to secure national borders no longer appears as coincidence.  相似文献

The liberation struggle plays a crucial role in providing legitimacy for post-liberation regimes. This was the case for the Museveni regime, for whom the liberation argument provided strong moral authority, and a legitimising foundation for its patronage and coercion strategies. But what happens when the liberation argument ‘grows old’, i.e. when the liberation generation elite starts to die or defect, and the young population is no longer impressed by the liberation argument? This article argues that in response to this changing situation, the Museveni regime almost exclusively relies on patronage and coercion, yet is increasingly devoid of the legitimising liberation foundation.  相似文献

Youth politics in contemporary Latin America diverge from those of previous generations. Increasingly decoupled from parties, unions, and the state, young people glide seamlessly across previously assumed boundaries: culture and politics, individual and organization, subjectivity and collectivity, virtual and “real.” This article presents findings from a systematic review of research on youth politics and demonstrates the new direction through three main categories: repression, incorporation, and exclusion, relationships between state institutions and youth identities; generational, cultural, and digital lenses, the innovative trends for theorizing current patterns of youth politics; and unsettling politics, the fusion and diffusion of youth political dexterity. The article concludes by highlighting current strengths and proposing future steps to build on this new direction.  相似文献

America's "war on terror" and Al Qaeda's "jihad" reflect mirror strategies of imperial politics. Each camp transnationalizes violence and insecurity in the name of national or communal security. Neoliberal globalization underpins this militarization of daily life. Its desire industries motivate and legitimate elite arguments (whether from "infidels" or "terrorists") that society must sacrifice for its hypermasculine leaders. Such violence and desire draw on colonial identities of Self vs. Other, patriotism vs. treason, hunter vs. prey, and masculinity vs. femininity that are played out on the bodies of ordinary men and women. We conclude with suggestions of a human security to displace the elite privilege that currently besets world politics.  相似文献
