Fair entry into the legal profession promotes legal legitimacy and the inclusiveness of the administration of justice. This article asks which individual factors predict success in the competition for entry to the Bar of England and Wales. Using data from 2,178 British aspiring barristers, it finds that university attended and attainment at university and in the BVC were the strongest predictors of gaining pupillage. Ethnic minorities were initially disadvantaged in the competition for pupillages, but this became statistically insignificant when taking into account attainment and type of university. However, those aged 30 and above were still disadvantaged in securing pupillages when controlling for attainment and university. The article highlights the challenges of fair selection into a graduate‐entry legal profession. Entry is reliant on the profile of graduates emerging from the prior education system where ascribed characteristics such as ethnicity, attainment, and university type influence opportunities.  相似文献

We surveyed public school educators on the workplace incivility and workplace bullying they experienced and obtained their ratings of the organizational climate of the school. We used multilevel modeling to determine the effects of individual-level and school-level predictors. Ratings of school climate were significantly related to incivility and bullying. We found inverse relationships— the better the organizational climate, the lower the incivility and bullying. Several demographic variables of educators and two school-level variables were not significant predictors. Leaders who focus on improving organizational climate may find that their efforts benefit both student achievement and relationships among educators.  相似文献

The paper explores intra-governmental processes in migration policy-making, using the example of Switzerland and examining its preparations for chairing the Global Forum on Migration and Development 2011. Switzerland's “one joint position”, presented at the forum, required intensive negotiations and cooperation between different Swiss federal offices. The paper highlights how and why Switzerland achieved this joint position. It analyses the intra-governmental tensions between national securitisation and global migration and development debates and how they were overcome. This experience of a “whole-of-government approach” offers an insight into politics underlying migration and development debates within donor countries, and its implications for global migration debates.  相似文献

Editor's Note: The Perspectives featured in this issue of Public Administration Review were adapted from May 2016 commencement addresses: Anna Maria Chavez, the CEO of the Girl Scouts of the USA, spoke on the 12th at Arizona State University's College of Public Service and Community Solutions; Nancy Pelosi, the Democratic Leader in the United States House of Representatives spoke on the 7th at New York University's Wagner School of Public Service; and Tommy Thompson, the former Governor of Wisconsin and Secretary of Health & Human Services, spoke on the 15th at the University of Wisconsin's La Follette School of Public Affairs. These Perspectives reaffirm the highest principles of American public administration: that by and large, government is NOT the problem, and quite often indeed holds the solution; that effective and helpful public policy depends on informed expert opinion and research; and that those who enter public service should do so with a commitment to the notion that America best fulfills its promise when we seek the well‐being of all people, including the least fortunate. We chose these messages from among a wealth of commencement speeches because while they come from leaders with quite different political views, background, and experience, taken together they offer a coherent and inspiring call to public service. While there is a growing literature on state formation and the rise of state capacity over time, this literature typically deals with differences between countries, neglecting the fact that state formation also occurs differentially within a country over time. This article examines legacies of state formation spatially, by looking at variation within “frontier” states—countries that in recent centuries have extended rule over new territories adjacent to their core regions. Frontier zones are found to have ongoing lower levels of public order and deficient public goods provision. Several theories are examined to explain this discrepancy, including internal resettlement, costs of monitoring and enforcement, and the relationship between settlers and the indigenous population. It is argued that the formation of strong social institutions among settlers leads to resistance to attempts to impose governance over frontier regions, and to “select for” lower fiscal capacity and lower provision of public goods.  相似文献
