In this article we develop philosophically Cronbach's (1982) suggestion that the evaluator is an educator. The motivation for this article arose from problems encountered by us on a major evaluation project and from dissatisfaction with the existent philosophical underpinnings of evaluation theory. We propose, and provide a justification for, a model of evaluation based upon the notion of the evaluator as educator, which is sufficiently broad philosophically not only to subsume scientistic and humanistic models, but also to transcend them. Within this broad philosophical model we develop a particular theory of evaluation, based essentially upon Wittgenstein, and in which the notion of a learning community is taken as central. This article details and defends the role of the United Nations Fund for Population Activities (UNFPA). UN involvement in population activities has come under attack by Marxists, Catholics, and other forces. Although the Fund provides assistance for activities in the area of population, including family planning, it is not an agency for world population control. Establishment of a strong UN role in population assistance has not reduced other forms of development assistance. The UNFPA stresses the need for development decision making at the local level and the link between population and development. Assistance is provided only after a request has been made, and no particular view of either problem or solution is imposed. In the 1st 3 years of operation, funds dispersed by the UNFPA increased 10-fold. The steady increase in requests may reflect distrust on the part of governments for bilateral population aid. 相似文献

Stereotyping,congruence and presentation order: Interpretative biases in utilizing offender profiles
Abstract This paper explores how offender profiles might influence the way in which individuals interpret investigative information dependent on its congruence with the investigators’ own beliefs. Participants, comprising 222 lay people, completed an online questionnaire where a profile was either congruent or incongruent with a stereotypical or an atypical suspect who was presented before or after the introduction of the profile (resulting in eight conditions). Several cognitive strategies appeared to be used in interpreting the information. Contrary to expectations, individuals relying on representativeness heuristics were more influenced by a profile challenging their views than by one supporting them, whilst individuals who invested greater cognitive effort (termed hereafter “cognitive elaboration”) were more resistant to changing their views in light of disconfirming profiling advice. There was tentative evidence to suggest that a confirmation bias might occur when individuals engage in cognitive elaboration, such that individuals appeared to be more influenced by a confirming profile than by a disconfirming one. Finally, it was found that the profile was perceived to be more influential when presented before the introduction of a suspect than after. Abstract The identification of offence-related cognition is a major target of most cognitive–behavioural treatment programmes for sexual offenders, and a number of measures are available for this purpose. This study assessed the psychometric properties of a brief measure of beliefs that support and justify child sexual abuse: the Sex With Children (SWCH) scale. Factor analysis revealed two distinct types of belief: that sex with children is harmless, and that children actively provoke adults into having sex with them. The SWCH was also found to have good internal consistency, test–retest reliability and concurrent validity. Child molesters scored significantly more highly on the SWCH than did rapists or non-offenders, and high-risk child molesters reported more entrenched offence-supportive beliefs than lower risk child molesters. A relationship was also observed between general offence-supportive beliefs as measured by SWCH and offence-specific cognitions ascribing responsibility or enjoyment to the offender's victim. The SWCH subscales appeared to closely match two of the implicit theories hypothesized by Ward and Keenan (1999) to be related to child molestation. Sex offender treatment providers need to be aware of the relationship between underlying implicit theories and offence-specific distorted cognitions about the victim's experience. 相似文献

Abstract This paper challenges accepted notions about the importance of cognitive distortions expressed by child molesters. First, we consider the role of excuse-making in a healthy life, and as a result question whether it is in the best interests of our clients to challenge their distortions. We examine the literature on eyewitness reports and the reconstructive nature of memory to call into question the value of requiring child molesters’ reports of their offence to match the victim's account. Next we show that the evidence does not demonstrate convincingly that cognitive distortions are criminogenic. Furthermore, the responses of child molesters to measures of cognitive distortions indicate that they simply endorse less disagreement with the items than do others. However, we note that some of these distortions, while not criminogenic, may nevertheless interfere with the acquisition of skills for important treatment targets (e.g. relationships). We offer suggestions for the most effective way to elicit and change these distortions. 相似文献
