Recognising that the stance of investigators could make a major impact on the quality and/or interpretation of development-study findings, a small investigation to explore researcher positions and roles was implemented. This was a subsidiary component of a larger health-development study which aimed to explore the evidence base for psychosocial and mental-health policy formulation and implementation in two conflict-affected, low-resourced countries. Five of the research team were interviewed by a sixth member in an open, semi-structured interview format, and the data were analysed thematically. The primary learning for the team, with wider implications for others in development research and practice, is that if the aim is to produce credible findings from investigations of this nature, it is important to exhibit a high degree of transparency regarding the role and position of each researcher, and an explicit attempt to be reflexive in relation to the associated challenges. 相似文献

In 1995, the Gender Research Committee of the International Studies Association conducted a survey of the membership concerning the impact of gender on members' lives. In 2006, the Women's Caucus for International Studies sponsored a follow-up survey utilizing similar questions. A comparison of the findings of the two studies shows increased representation of women within international studies, persistent frustration with the slow pace of progress in women's access to senior positions and in accommodating family issues, some evidence of a chilly climate for women and a leaky pipeline, and significant differences between men's and women's perceptions of the status of women in the profession. The 2006 survey reveals a marked increase in concerns regarding the tension between women's family responsibilities and the academic environment, identification of structural discrimination, and concerns that men have been disadvantaged by affirmative action for women. 相似文献

The sexuality politics terrain in the United States is currently marked by a complex and contradictory set of developments‐non-traditional family structures are becoming more common, popular opinion is moving in a more tolerant direction, and the lesbian and gay rights movement has enjoyed some victories, but conservative family values and patriarchal heterosexual marriage have been vigorously promoted by influential right-wing social movements and more deeply institutionalized through important public policy initiatives and court decisions. This article considers the theoretical implications of these developments with respect to the conceptual approaches to citizenship and sexuality. It then analyses two major pieces of federal legislation in depth: the Defense of Marriage Act (DOMA) and the Personal Responsibility Act (PRA). DOMA effectively encourages the states to ban same-sex marriages. The PRA is generally considered as a welfare 'reform' law that imposes compulsory 'workfare' schemes and time limits for benefit recipients. It nevertheless has a significant sexual regulation dimension. Both the religious right's campaign against same-sex marriage and the welfare reformers' attack on the rights of single mothers contribute to a reactionary politicization of marriage. In conclusion, the article contends that it is only insofar as lesbian and gay rights issues are understood more broadly as but one aspect of sexual regulation and citizenship rights struggles that we can develop more effective ways of advancing the sexual liberation movement as a whole. 相似文献

Purpose
Most research on school-based adolescent sexual victimization has lacked an explicit theoretical focus. This study examined whether an opportunity framework is appropriate for understanding adolescent school-based sexual harassment and sexual assault victimization using gender-specific multilevel analysis.Methods
Using a sample of middle and high school adolescents, we examined the effects of individual-level indicators of opportunity on school-based sexual harassment and sexual assault victimization. In addition, we explored the relative influence of school factors on student sexual victimization, including the potential moderating influence the school environment may have on the effects of individual-level indicators of opportunity. Finally, we examined the potential differences in the correlates of sexual victimization across male and female adolescents.Results
Several individual-level indicators of opportunity were associated with school-based sexual harassment and sexual assault for both males and females, though several important gender differences were observed. In addition, school factors directly and indirectly influenced sexual victimization.Conclusions
Findings suggest that an opportunity framework is appropriate for understanding school-based sexual harassment and sexual assault victimization, and that important gender differences do exist. The implications of these results and directions for future research are discussed. 相似文献985.

A major policy innovation in China, urban renewal creates an opportunity to promote sustainable inner‐city development and to foster economic growth in an environmentally and culturally sound way, which demands a close investigation of its context, internal and external dynamics, and policy features. Property‐led redevelopment dominated China's urban renewal since the early 1990s, as a result of the market reform and political decentralization. Recently, it has become important to meet the interests of local communities and the diverse stakeholders in the effort to preserve the urban history and cultural fabric of cities. Contextual factors in urban renewal policy and its innovation are investigated by analyzing a pioneering case in Guangzhou from a longitudinal study approach. The impact of the structural‐instrumental, cultural‐institutional, and environmental perspective on policy innovation with the change of contextual factors that transformed the development ideology and the managerial practice are identified to provide a new angle of studying policy innovation in the urban field. 相似文献

Policymakers and the public often turn to scientific experts for help in making decisions about complex policy problems. Such decisions, however, may involve trade‐offs among desired goals and so require considerable technical and political judgment. Typically there is no objectively "best" answer, although some answers may be better than others. We use a case study of a landfill siting process in Orange County, North Carolina, to analyze how quantitative scoring schemes may best be used to facilitate site selection processes. Quantitative scoring schemes, used and interpreted properly, can help policymakers and the public focus their attention on central rather than peripheral issues, and thereby conduct a more informed political debate. For the quantitative scoring scheme to fulfill this role, however, the community must be explicit about how the scoring scheme will be used within the larger decisionmaking framework. Clarifying the power and limitations of quantitative scoring schemes shows promise for facilitating decisionmaking regarding other locally unpopular land use siting processes, as well as any public policy decision involving multiple objectives. © 2000 by the Association for Public Policy Analysis and Management. 相似文献

This paper critically examines the Chinese framing of the “terrorist” violence in Xinjiang. Drawing on the Copenhagen school of securitization theory, it examines how the historical perception of the region as a primary source of security threats to inner China has led today’s China to continue with representing the Han Chinese–Uyghur discord as an existential threat. In framing the ethnic conflict as a security issue, China has capitalized on the global “war on terror” of the early 2000s to transform the unrest into acts of Islamist terrorism to legitimize its counter-insurgency policies in Xinjiang. However, both the 2009 Urumqi riots and the 2014 Kunming attack lead us to conclude that the securitization strategy fails to quell the unrest. Not only have the Strike-Hard campaigns served to radicalize Uyghur nationalists, but also Han Chinese are not convinced that the Chinese government can contain the “terrorist” threat. Yet securitization blinds the leadership to the dysfunctional ethnic policy. 相似文献

Differences between public and private management have been studied extensively by comparing sectors, but not within cross‐sectoral collaborative arrangements. As participants in such arrangements have actually experienced both management styles, examining their perceptions of how these styles differ may contribute innovatively to existing literature. This paper compares such perceptions between public and private sector project members (N = 63) involved in four PPPs in the Netherlands. We assess (1) to what extent and under which conditions these project members view public and private management differently and (2) how they evaluate these differences. By triangulating quantitative and qualitative interview data, we examine Boyne's classical hypotheses and find that more than two‐thirds of the statements making reference to these hypotheses offer support for them; more so, the vast majority of such statements evaluate sectoral differences negatively. Intriguingly, type of PPP is a stronger determinant of perceived differences than the manager's sector of origin. 相似文献

Employees’ organizational commitment is associated with a number of positive outcomes, such as employee motivation, job satisfaction, productivity, and retention. But previous research has suggested that there may be important sector differences in both commitment and its explanations, yet results are very mixed. We study sector differences in affective organizational commitment among 1,043 public and private office workers who perform very similar tasks across sectors, testing the influence of factors thought to explain commitment and expected to vary between the sectors. We propose that the mixed results are due to different variables mediating the relationship between sector and organizational commitment. Conducting a multiple mediation analysis, we find that more hierarchy negatively mediates the relationship between public sector employment and organizational commitment. On the other hand, the relationship between public sector employment and organizational commitment is positively mediated by public service motivation and participatory management. This highlights the importance of not only studying simple sector differences, but also including relevant individual and organizational-level variables that can explain the mechanisms behind such differences. 相似文献

The present study embedded a qualitative substudy within a randomized controlled trial of housing services for child welfare-involved families to examine housing decisions made in the face of homelessness and child protection. Participants included a representative sample of caregivers (n = 19) randomized to receive the Family Unification Program—a permanent housing intervention for inadequately housed families under investigation for child abuse or neglect—or child welfare services as usual. Qualitative interviews 12 months after randomization assessed housing decision-making processes involved in keeping families safe and stable. Results indicated a push–pull dynamic that constrained housing choices regardless of whether permanent housing was made available. Caregiver housing decisions were constrained by time limitations, affordability, and access to services, whereas child and family safety was perceived as less important. Findings emphasize the need for housing-informed child welfare services to ensure the long-term safety of children in families experiencing homelessness. 相似文献
