Effective Implementation Strategies of Differential Response in Child Welfare: A Comparative Case Analysis

Differential response is a growing approach in child welfare that aims to maintain children safely in their homes when possible. This study examined how the implementation of differential response varies between counties with improved child safety outcomes compared to counties with poorer outcomes. Data was collected from nine counties through semi-structured focus groups with workers and interviews with supervisors. Results indicated that counties with improved outcomes had integrated the following implementation strategies: use of comprehensive assessment protocols; integrated supervisory support and on-going coaching of effective practices; and increased mobilization of resources, including enduring supports for parents, supports to help families meet basic needs and culturally responsive services for families.

Zusammenfassung Der Beitrag gibt einen überblick dazu, wie die Europ?ische Gemeinschaft die Vorgaben der Aarhus-Konvention in Bezug auf ihre eigenen Organe und Einrichtungen umgesetzt hat. Vor allem beim Zugang zu Umweltinformationen kann man die geltenden Bestimmungen oft nur mit gro?er Mühe in Einklang mit den v?lkerrechtlichen Vorgaben bringen. Unter gewissen Voraussetzungen k?nnen nunmehr besonders qualifizierte Umweltverb?nde eine Nichtigkeits- bzw. Unt?tigkeitsklage vor dem Gerichtshof erheben.

Research into practice: a comprehensive approach

This article outlines a comprehensive approach to facilitating the transfer of research into practice. It encompasses three main issues of importance: activities should be seen as part of a long-term endeavour rather than isolated one-off events; there are many audiences which may make use of the research findings in various ways; and there are many modes in which the process can be facilitated.     

Should the Late Stage Demented be Punished for Past Crimes?

The paper investigates whether it is plausible to hold the late stage demented criminally responsible for past actions. The concern is based on the fact that policy makers in the United States and in Britain are starting to wonder what to do with prison inmates in the later stages of dementia who do not remember their crimes anymore. The problem has to be expected to become more urgent as the population ages and the number of dementia patients increases. This paper argues that the late-stage demented should not be punished for past crimes. Applicable theories of punishment, especially theories with an appropriate expressivist, or communicative element, fail to justify the imprisonment of the late-stage demented. Further imprisonment would require a capacity for comprehension on the part of the punished, and, under certain narrowly specified conditions, even a capacity to be at least in principle capable of recalling the crime again.     

Spiralling or Stabilising? The Compensation Culture and Our Propensity to Claim Damages for Personal Injury

The propensity of accident victims in England and Wales to claim compensation through the tort system has generally increased since the 1970s. Contrary to popular belief, however, it has remained relatively stable since 2000, if not since 1997/1998. The upward trend in claims abated, therefore, when no-win no-fee advertising achieved prominence. Whether this long-term increase in our propensity to claim supports the notion that a compensation culture has developed is largely a matter of interpretation. Our understanding of recent trends in our propensity to claim has clearly, however, been distorted through the media. This distorted legal consciousness may not only have affected our views of the tort system but may also have influenced our readiness to use it and thereby contributed to the stabilisation of accident claims in recent years.

A 42-year-old man evidently had died from an intoxication. On the basis of the findings at scene it was primarily assumed that the man had ingested a larger quantity of an ethylene glycol-containing antifreeze for suicidal purposes. The man was said to have had an alcohol problem and did not only consume drinking alcohol, but also other alcoholic liquids. At autopsy, a bluish liquid with an aromatic smell was found in the oesophagus and stomach. However, toxicological analyses did not furnish evidence of ethylene glycol--as expected--but a potentially fatal concentration of ethanol (blood alcohol concentration 4.01 per mille). The blue colour (patent blue C.I.42051) came from a liquid used in the wind-screen washer system in winter, which now contains ethanol (denatured with 2-butanone) instead of ethylene glycol. The results of the toxicological findings including the analysis of congener alcohols and the differential diagnostics of blue-coloured stomach contents are discussed.     

Of bogus hunters,queenpins and mules: the varied roles of women in transnational organized crime in Southern Africa

Organized crime scholars have paid scant attention to gender and stereotyped roles of women in the commission of organized crime activities. Traditionally, organized crime is seen as a form of criminality perpetrated by men only. Women are usually portrayed as victims of organized crime or as “mean girls”, girlfriends, wives, lovers of brides of notorious gangsters and mobsters. In the southern African context, little historical or comparative data is available on the role of women in organized crime. Existing data is basic and proceeds on the assumption of gender-neutrality or the implied male composition of organized crime groups. The link of women to organized crime is one of suffering and exploitation. However, in reality women fulfill varied roles and functions within transnational organized crime networks in the region. In some instances, they are the foot soldiers of drug and human trafficking syndicates. Sometimes they are the intermediaries or powerful matriarchs at the apex of transnational organized crime networks. Reliant on empirical findings undertaken for a regional 3-year project on organized crime trends in southern Africa, this paper will examine the dynamism of the role of women in organized crime in the region and argues that women play a multifaceted role with implications for themselves, their families, society and organized crime. Gender mainstreaming within scholarly literature and policy research is in nascent stages, this paper pleads for a more gender-sensitive approach to organized crime analysis.     

Coping with the Cuts? The Management of the Worst Financial Settlement in Living Memory

The scale of the cuts to local government finance, coupled with increasing demand for services, has led to unprecedented ‘budget gaps’ in council budgets. Arguably, two competing narratives of the trajectory of local government have emerged in which contrasting futures are imagined for the sector – a positive story of adaptation and survival and more negative one of residualisation and marginalisation. Drawing on case study evidence from three English local authorities, the paper distinguishes and provides examples of three strategic approaches to managing austerity – efficiency, retrenchment and investment. It demonstrates how and why the balance of these strategies has shifted between the early and later phases of austerity and considers the extent to which the evidence of the case studies provide support for either the survival or marginalisation narrative. The paper concludes by arguing that a third narrative – responsibilisation – captures more fully the trajectory of local government in England.
