Pseudoscience and Minority Religions: An Evaluation of the Brainwashing Theories of Jean-Marie Abgrall

An analysis of Jean-Marie Abgrall's cultic brainwashing theory shows that the theory is essentially identical to the pseudoscientific theory that was developed first by the American CIA as a propaganda device to combat communism, and second as an ideological device for use by the American anti-cult movement to rationalize efforts at persecution and control of minority religious groups. The CIA theory has been evaluated scientifically in research in several contexts (i.e., communist coercive indoctrination of Western prisoners, the CIA's attempted development of brainwashing techniques, and with American new religions or cults). In each context, it has been shown to be ineffective in coercively changing worldviews. Because of this pattern of disconfirmation, testimony based on brainwashing theory has been opposed as unscientific by relevant professional academic organizations and repeatedly excluded from American legal trials. Consequently, neither legal decisions nor public policy with respect to minority religions should be based on Abgrall's appropriation of this pseudoscientific theory.     

Internationalized Policy Environments and Policy Network Analysis

The importance of horizontal coordinating governance arrangements in the internationalized policy domains that occur more frequently in the present globalizing era justifies building further on middle-level theories that draw on the policy community/policy network concepts. This reconceptualization, however, requires an explicit integration of policy paradigms and political ideas into policy community theory and careful attention to the differential impact of varying governance patterns in internationalized policy domains. This article pursues these objectives beginning with a review of existing literature on policy communities and policy networks. Next, drawing on recent research on policy paradigms and political ideas, it suggests how policy community concepts might be adapted for the study of policy change. Four types of internationalized policy environments are then identified and their implications for policy communities and policy networks are assessed. The article concludes by introducing the concept of policy community mediators and discussing how they might shape the relationships among multiple policy communities.     

Decentralization and the post–war political economy

This paper uses cross–national data for 21 OECD nations to examine whether there is evidence of a connection between measures of political and fiscal decentralization and the major, long–term, performance parameters of the post–war political economy. Findings of what is necessarily an exploratory analysis of a wide range of policy outcomes suggest that federalism and the proliferation of constitutional veto–points have inhibited the expansion of the socially protective state and that a low level of fiscal centralization appears to have restrained post–war inflationary pressures and gone along with higher rates of post–war economic growth. No evidence is found to connect either political or fiscal measures with postwar labour market performance.
