From 1968, a reformist military regime in Peru implemented an industrialising development strategy which was fundamentally at odds with the interests of the traditional ‘oligarchy’ that had dominated the primary export phase of the country's development. In order to understand this new phase of development it is necessary to reject the idea of a monolithic ‘oligarchy’ before 1968, and to see the Peruvian dominant class as already internally differentiated. An important sector of that class was by 1968 committed to the development of industry and of the urban economy generally. Congress imposes statutory deadlines in an attempt to influence agency regulatory agendas, but agencies regularly fail to meet them. What explains agency responsiveness to statutory deadlines? Taking a transaction cost politics approach, the authors develop a theory of responsiveness to deadlines centered on political feasibility to explain how agency managers map rulemaking onto calendar and political time. This theory is tested on all unique rules with statutory deadlines published in the Unified Agenda of Federal Regulatory and Deregulatory Actions between 1995 and 2012. The argument and findings about the timing and ultimate promulgation of rules have implications that reorient the study of the regulatory agenda from legal and political into more managerial terms. 相似文献

Do voters polarize ideologically when radical views gain political legitimacy, or does the rise of radical voices merely reflect societal conflict? We argue that elite polarization as signaled by radical parties' first entrance into parliament leads to voter divergence. Immediately after the election, legitimization and backlash effects mean that voters on both ideological sides move toward the extremes. In the longer term, this polarization is solidified because of radical parties' parliamentary presence. A panel study of Dutch voters shows that the 2002 parliamentary entrance of a radical‐right party indeed led to immediate ideological polarization across the political spectrum. Estimating time‐series cross‐sectional models on Eurobarometer data from 17 countries (1973–2016) shows an additional long‐term impact of radical‐right party entry on polarization. The presence of radical voices on the right has polarizing effects, illustrating how such institutional recognition and legitimization can have a far‐reaching impact on society. 相似文献

Niche parties, which have been defined as focusing on a narrow range of issues their competitors neglect, are a phenomenon that has so far been described and analysed primarily in Western Europe. In this paper, we extend existing work by examining the presence and nature of niche parties in Latin America. Using the expert survey data collected by [Wiesehomeier, N., and K. Benoit. 2009. “President, Parties, and Policy Competition.” The Journal of Politics 71: 1435–1447], we show that there are niche parties in most Latin American party systems. Two kinds of niche party, traditionalist and postmaterialist, predominate. We also show that niche parties, despite being defined based on issue-based characteristics, are in fact less programmatic in their linkage strategies than mainstream competitors. Instead, niche parties are slightly more likely to draw on charismatic strategies and tend to establish strong organizational links to ethnic and religious organizations. Niche parties in Latin America are primarily vehicles for the mobilization of group interests. These findings have implications for our understanding of political representation in new democracies and niche party strategies more generally. 相似文献

Without a doubt, exposure to violence and victimization can be profoundly detrimental to the overall well-being and development of all youth. Moreover, violence and victimization that occurs within a school context is particularly alarming because a successful educational process is essential toward establishing socioeconomic success later in life. The educational consequence of exposure to violence and victimization at school is uncertain for racial and ethnic minority students. This study utilizes data from the Education Longitudinal Study of 2002 and incorporates multilevel modeling techniques to examine the impact of violence and victimization at school on dropping out. The results indicate Black/African Americans and Latino American students who are victimized at school are at higher risk of dropping out. The implications of the evident racial and ethnic disparities in the relationship between victimization and dropping out within the U.S. school system are discussed. 相似文献
