Taking a Closer Look at the Empowerment‐Performance Relationship: Evidence from Law Enforcement Organizations

This article examines the influence of empowering leadership practices on police officers' job performance, perceptions of managerial effectiveness, and unit performance. These relationships are examined using multisource survey data collected from 100 law enforcement managers, 446 of their subordinates, and 98 of their direct supervisors. The analysis shows that empowering leadership contributes positively to subordinate officers' job performance and unit effectiveness. Empowering leadership is also positively associated with subordinate but not with supervisor ratings of managerial effectiveness. Task‐oriented leadership, however, is positively associated with both subordinate and supervisor ratings of managerial effectiveness. Implications of these results for managerial leadership in law enforcement organizations are discussed.     

The significance of Cancún

This paper discusses the effects of feminism, nationalism and colonialism on modern Arab women. These three elements are seen as interconnected in the Arab world, as in many other developing countries. However, even though early Arab feminist consciousness developed hand in hand with national consciousness, feminism is an indigenous product of Arabic political and socioeconomic dynamics. The colonialist and counter‐colonialist representations of Arab women need to be challenged. And observers must see that Arab women's need for positive change is no more nor less than that of women anywhere else.     

The Behavioral Public Administration Movement: A Critical Reflection

Proponents of the behavioral public administration movement call for greater use of theories from psychology and experimental research designs to improve the rigor of public administration research. We agree that the use of such theories and methods will provide much-needed reinforcements to public administration research, but the approach taken so far might be too narrow and might unnecessarily alienate scholars using other perspectives and research approaches. Reflecting on our own training and experiences, we suggest that adopting a more inclusive approach that employs insights and research tools not only from psychology but also from other disciplines will provide public administration scholars with a stronger footing in their efforts to generate actionable knowledge for public managers and policy makers. We also identify some key methodological issues that behavioral public administration scholars need to consider and address as the use of experiments becomes more common in public administration research. Finally, we encourage public administration scholars interested in behavioral research questions to do more to contribute to broader management and organizational behavior research.     

The supervisory communication-commitment to workgroup model： Example on a Malaysian organization

This study examined the relationship between supervisory communication and commitment to workgroup model in a particular Malaysian organization. We employed structural equation modeling （SEM） statistical procedures. We found that positive relationship communication, upward openness, negative relationship communication and job-relevant communication within superior-subordinate relationships have significant effect on group commitment. Consequences of this finding were discussed and elaborated in this article.     

The Islamic Awakening's Second Wave

Hassan al-Turabi, often referred to as the most significant Muslim cleric since Ayatollah Khomeini, had a central influence during the 1990s on the rise of Sunni Islamist movements across the Middle East and North Africa. He was a mentor of Ayman al-Zawahiri and had a close personal relationship with Osama bin Laden, sponsoring his presence in Sudan before the Al Qaeda leader fled to Afghanistan. Al-Turabi was the ideological force behind the coup led by Omar al-Bashir, with whom he has since fallen out, that brought Islamists to power in Sudan in 1989. As an opposition leader al-Turabi has been in and out of jail for years, most recently over the issue of Darfur.
The soft-spoken philosopher of Islam sat down with me for a lengthy and candid discussion in the summer of 1992. We met in a dilapidated townhouse near DuPont Circle in Washington, where he had come, as it turned out without success, to repair relations with the United States.     

The Role of Psychological Climate on Public Sector Employees' Organizational Commitment: An Empirical Assessment for Three Occupational Groups

ABSTRACT

In an effort to understand how proximal work environment shapes public sector employees' work attitudes, this study examined how perceptions of psychological climate were related to the extent of affective commitment in three occupational groups: clerical, professional, and managerial/executive. Data were gathered from 267 employees in 11 New York State agencies. Results indicated that the strength of association between measures of psychological climate and affective commitment varied across occupational groups. Implications of these results with respect to developing effective strategies for enhancing public sector employees' organizational commitment are discussed in detail.
