The Human Rights Council (HRC) can enact and proclaim global human rights standards. To date the impact of local communities on such international standard-setting remains unclear. This study analyzes how local communities gain access to the HRC's mechanisms and investigates whether standard setting “from below” has been taken up by the HRC. As a case study, the research studies the trajectory of the network of organizations that have lobbied for a Declaration on the Rights of Peasants at the HRC.  相似文献

The war in Ukraine and the looming threat of climate change are driving the strategic need to diversify sources of energy, including renewables. Therefore, the European Union aims to develop energy relations with non-EU member states, and Morocco has become a key priority. Both Brussels and Rabat are pursuing ambitious green policies and cooperation initiatives, including on hydrogen. Drawing on theories of international institutions and political economy, this article analyzes hydrogen-related relationship patterns and explains demand and supply factors as drivers of institutionalized energy cooperation. We examine the EU's hydrogen approach and development, its relations with Morocco, and the political interests of both sides. Our analysis shows that the complex interdependencies in the evolving EU-Morocco hydrogen relations indicate that demand can be met by supply. However, challenges remain, including the need to deepen the partnership and prepare the market for commercial hydrogen production.  相似文献

The mission in Afghanistan revealed fundamental shortcomings, inconsistencies and contradictions of core elements of German security policy. In an effort to contribute to the debate about the factors that account for the idiosyncrasies of German security policy, the purpose of this study is to assess how far Germany learned lessons from its policy failures in Afghanistan. The study introduces a typology of learning, which is mainly based on the Advocacy Coalition Framework (ACF); delineates the German security policy belief system; and explores two prominent cases of policy failure: the deployment of the Bundeswehr and leadership of the international police training mission. Utilising different sources of data, the study confirms assumptions of the ACF about the stability of core beliefs and shows that the lack of precise policy objectives was a significant barrier to learning. Instead of clarifying Germany's strategic viewpoint, Afghanistan has further enhanced its disorientation in security policy.  相似文献

Global Health Partnerships (ghps) have become ubiquitous within global health governance (ghg). Even before the onset of the global financial crisis public–private partnerships (ppps) were an omnipresent policy tool in global health and in the current austerity climate ppps have been heralded as an effective way to address a growing resource gap in ghg. Despite their omnipresence, ghps have not received adequate attention from critical scholars; few efforts have been made conceptually and theoretically to grasp how ppps are transforming the logic of ghg. We argue that ghps have contributed to the emergence of a complex global health governance architecture in which private solutions (market mechanism) are generally privileged over public approaches. Drawing on Gramscian conceptualisations of public/private, we suggest that the reshaping of the private and public realm inherent to ppps represents a further deepening of the neoliberal management of individuals and populations, allowing private interest to become more embedded within the public sphere and to influence global and national health policy making. This undermines the attempt to improve global health results as the inequitable distribution of social determinants of health, especially poverty and social exclusion, remain the main barriers to achieving health for all.  相似文献

This study explored determinants of perceived need for care among male inmates of general prison wards in Amsterdam (N = 208) with a normative need for care. Also, it assessed the relation between perceived need for care and criminal recidivism. Normative need for care was defined as having a mental health problem, assessed with the Brief Jail Mental Health Screen, or being substance dependent. Perceived need for care was defined as a subjective problem experience and a wish to receive care. Mental health and/or addiction problems were highly prevalent (68%). Of those inmates, only 29% had a perceived need for care. Age and borderline personality disorder were associated with perceived need for care, prior care utilization intermediated these associations. No direct relation between perceived need for care and criminal recidivism was observed. All inmates should be well screened and the benefits of mental health care should be promoted.  相似文献

The paper examines how firms in three regional clusters in Norway dominated by shipbuilding, mechanical engineering and electronics industry, respectively exploit both place-specific local resources as well as external, world-class knowledge to strengthen their competitiveness. From these case-studies we make four points: (1) Ideal-typical regional innovation systems, i.e., regional clusters surrounded by supporting local organisations, is rather uncommon in Norway. (2) External contacts, outside of the local industrial milieu, are crucial in innovation processes also in many SMEs. (3) Innovation processes may nevertheless be regarded as regional phenomena in regional clusters, as regional resources and collaborative networks often have decisive significance for firms' innovation activity. (4) Regional resources include in particular place-specific, contextual knowledge of both tacit and codified nature, that, in combination, is rather geographically immobile.  相似文献

This article explores the balancing exercise between opposing value regimes in symphony orchestras. This complex environment in which art organizations move while producing art will be mapped out in a model called a “biotope.” In recent years, orchestras have been struck hard by declines in the cultural sector. As a result of opposing legitimacy pressures in today’s symphony orchestras, standardized canonical repertoire now serves as a pragmatized aesthetic compromise. This article suggests that although this compromise grants short-term legitimacy to the art organization, it simultaneously brings its biotope out of balance, reinforcing the legitimacy crisis it was meant to avert.  相似文献
