Clientelism and polarized voting: empirical evidence

One must take country-specific institutional features into account when analyzing former communist countries’ transformation process to new political institutions. We do so for post-communist Albania, where the regional and cultural polarization that has existed for centuries has evolved to clientelism in the new democracy. We show how clientelistic parties give rise to very particular voting patterns. These reveal major differences across regions not only in party choice but also in voters’ responses to government policies. These responses depend on the party in government and on the region concerned. This is in sharp contrast with results obtained when applying the same model to a large number of more advanced democracies with similar electoral institutions. A proper evaluation of democratization in Albania thus requires looking beyond the formal institutions governing elections and taking clientelism and its effect on voter behavior into account.     

Gender Differences in Political Knowledge: Distinguishing Characteristics-Based and Returns-Based Differences

This study assesses whether gender-based differences in political knowledge primarily result from differences in observable attributes or from differences in returns for otherwise equivalent characteristics. It applies a statistical decomposition methodology to data obtained from the 1992–2004 American National Election Studies. There is a consistent 10-point gender gap in measured political knowledge, of which approximately one-third is due to gender-based differences in the characteristics that predict political knowledge, with the remaining two-thirds due to male–female differences in the returns to these characteristics. The methodology identifies the relative contribution of the predictors of political knowledge to each portion of the gap, and then uses this information to elucidate the underlying sources of the political knowledge gender gap and its prognosis. Education is the characteristic that most clearly enlarges the gap, with men receiving significantly larger returns to political knowledge from education than women. Group membership reduces the gap as women obtain gains in political knowledge from belonging to organizations that do not accrue to men. However, these gains are not sufficient to significantly reduce the gap.

This article is extracted from a discussion between Camel Gupta, Jay Bernard and Sita Balani. We took as our starting point ‘Becoming visible: Black lesbian discussions’ (Carmen et al, 1984), featured in the 1984 special issue of Feminist Review on black feminism. Here, we reflect on the political, cultural and technological transformations of queer life since the publication of ‘Becoming visible’. The original discussion focused on questions of identity, safety, the public and the private, and the tensions between race and sexuality. The discussants took personal and political risks to be active organisers. As the beneficiaries of that activism, we interrogate not only the broader ideas of race, sexuality and feminism, but critique some of the discussions circulating within our own ranks. We also consider our responsibility to follow our predecessors and to learn from their mistakes. We are more visible than ever, but at what price? What has been gained and lost? Beyond visibility, what is our responsibility? In an attempt to understand these questions we cover contemporary notions such as QTIPOC, monolithic whiteness and online activism.     

“I’m totally transariffic”: Exploring how Transgender and Gender-expansive Youth and Young Adults Make Sense of their Challenges and Successes

As transgender and gender-expansive (TGE) youth and young adults (YYA) navigate challenging environments, they often seek spaces for safety and acceptance. This study explores ways in which a group of TGE YYA who were engaged with a community-based service organization make sense of their experiences, challenges, and successes in ways that illuminate the factors and processes associated with resilience. Secondary data analysis was conducted on qualitative responses from 85 TGE YYA ages 13–24. The themes that emerged provide insight into the ways community-based programs and providers can understand and support the resilience of TGE YYA.     

Why do Legislators Skip Votes? Position Taking Versus Policy Influence

A legislator’s duty is to vote on legislation, yet legislators routinely miss votes. Existing studies of absenteeism have focused on the US Congress, producing useful but partial explanations. We provide added insight by examining absenteeism in American state legislatures. Our data include 2,916,471 individual votes cast by 4392 legislators from 64 legislative chambers. This rich, multistate dataset produces insights that build on and sometimes conflict with Congressional research. We use a multilevel logistic model with nested and crossed random effects to estimate the influence of variables at five different levels. In particular, we investigate whether state legislators miss unimportant votes or important votes. Contrary to what Congressional studies have found, we find that state legislators avoid participating in close or major votes, favoring reelection concerns over policy influence. We also find that state-to-state variations in legislative professionalism—in particular, the length of the session—affect absenteeism, with shorter sessions leading to higher absenteeism.     

Cultural Penetration and Punctuated Policy Change: Explaining the Evolution of U.S. Energy Policy

Punctuated equilibrium theory (PET) suggests that the policy process is characterized by long periods of incremental change and short periods of punctuated change. The impetus for the latter is usually a focusing event that breaks open policy monopolies, allowing for major changes in legislative decision making. While a burgeoning body of literature, a shortcoming in the PET literature is that it has yet to explain why focusing events and subsequent breakdowns in policy monopolies sometimes fail to result in punctuated policy. We integrate theories on cultural change with punctuated equilibrium to explain why focusing events do not always result in the dramatic policy changes that we might expect. Specifically, we use the context of national energy policy and the lexical database, Google Ngram Viewer, to trace punctuating energy‐related events and the occurrence or lack thereof subsequent policy change from 1952 to 2000.
