Although few controversies in our political environment are as contentious as the current debate over immigration policy, the research on public opinion toward immigration is quite limited. In particular, we know relatively little about the contextual determinants of opinions on immigration issues. We address this issue by investigating the impact of migrant context on Anglo opinions toward immigration. We find that Anglo support for increased immigration is directly related to the size of the documented migrant population. Conversely, as the relative size of the undocumented migrant population increases, Anglo support for increased immigration decreases. We conclude with a discussion of the relevance of our findings for the study of immigration opinion, in particular, and the study of intergroup relations more generally.  相似文献

Budget redirection in Georgia state government represents a change from the expectation of continuous budget growth to an expectation that budget expansion will be accompanied by compensating budget reductions through an ongoing process of priority assessment. Its essential features are: the requirement that state agencies identify a minimum of 5 percent of their current year's budget which becomes the primary means for funding new programs and services in the coming fiscal year; and a limit, based upon revenue projections, on the amount an agency may request above the current year's budget. Like budget reforms in any era, it emanated from a combination of fiscal, managerial, and political objectives.  相似文献

A typical assumption of electoral models of party competition is that parties adopt policy positions so as to maximize expected vote share. Here we use Euro-barometer survey data and European elite-study data from 1979 for the Netherlands and Germany to construct a stochastic model of voter response, based on multinomial probit estimation. For each of these countries, we estimate a pure spatial electoral voting model and a joint spatial model. The latter model also includes individual voter and demographic characteristics. The pure spatial models for the two countries quite accurately described the electoral response as a stochastic function of party positions. We use these models to perform a thought experiment so as to estimate the expected vote maximizing party positions. We go on to propose a model of internal party decision-making based both on pre-election electoral estimation and post-election coalition bargaining. This model suggests why the various parties in the period in question did not adopt vote maximizing positions. We argue that maximizing expected vote will not, in general, be a rational party strategy in multiparty political systems which are based on proportional representation.  相似文献

The analogues to Pareto dominance and Pareto superiority, majority dominance and Majority superiority, allow restriction on the domain of outcomes for majority-rule choices. The logical structure of the argument extends and confirms the proposition that the effective alternatives for collective choice are endogenously determined by the existent rule for making choices. Orthodox public choice theory has, explicitly or implicitly, presumed that the choice alternatives are exogenous to the rule through which choices are made.  相似文献

We examine factors that affect the supply of and demand for female cabinet ministers in Latin America and seek to understand the frequency with which women join cabinets and the types of portfolios women receive. Our analysis covers 18 Latin American democracies from 1980 to 2003. We find that presidents from parties of the left appoint more women. Increases in the percentage of women in the legislature and higher human development correlate with more women in the cabinet. Intense partisan competition increases the likelihood that a cabinet will contain a woman. Women are more likely to receive high-prestige cabinet posts from leftist presidents and when the percentage of women in the legislature increases. In addition, an international diffusion effect appears to explain the rapid expansion of women in Latin American cabinets.  相似文献

HOPE VI was designed as a program to revitalize distressed public housing. This study uses hedonic methods to test whether projects that are rebuilt with HOPE VI funds have a positive effect on surrounding property values. Comparisons are made between HOPE VI and other types of public housing programs using data on property values by census block groups from the 2000 census. We find that HOPE VI had a statistically significant positive impact on surrounding property values on the order of 8–10% for every quarter‐mile closer that a housing unit was located to the development. Other public housing developments were found to have little if any effect on property values.  相似文献

This article presents a formal model of policy decision-making in an institutional framework of separation of powers in which the main actors are pivotal political parties with voting discipline. The basic model previously developed from pivotal politics theory for the analysis of the United States lawmaking is here modified to account for policy outcomes and institutional performances in other presidential regimes, especially in Latin America. Legislators' party indiscipline at voting and multi-partism appear as favorable conditions to reduce the size of the equilibrium set containing collectively inefficient outcomes, while a two-party system with strong party discipline is most prone to produce ‘gridlock', that is, stability of socially inefficient policies. The article provides a framework for analysis which can induce significant revisions of empirical data, especially regarding the effects of situations of (newly defined) unified and divided government, different decision rules, the number of parties and their discipline. These implications should be testable and may inspire future analytical and empirical work.  相似文献

A traditional view of scholarly quality defines rigor as the application of method and assumes an implicit connection with relevance. But as an applied field, public administration requires explicit attention to both rigor and relevance. Interpretive scholars' notions of rigor demand an explicit inclusion of relevance as an integral aspect of quality. As one form of interpretive research, narrative inquiry illuminates how this can be done. Appreciating this contribution requires a deeper knowledge of the logic of narrative inquiry, an acknowledgement of the diversity of narrative approaches, and attention to the implications for judging its quality. We use our story about community-based leadership research to develop and illustrate this argument.  相似文献

Traditionally, governments used to deploy input‐based budgeting systems and cash‐based accounting systems. However, these systems do not provide the information that is necessary for a government to operate efficiently and effectively. Therefore, a growing number of countries have already shifted or are planning to shift from cash‐based to some form of accrual accounting in the public sector. Usually, the implementation of some accrual‐based system is linked to wider financial management reforms including performance management requiring information on cost. This paper focuses on the Dutch experience with the shift from cash‐based accounting and budgeting systems to an accrual‐based system.  相似文献
