Carbon monoxide concentrations in the 2009 Victorian Bushfire disaster victims

Blood was available for the estimation of carboxyhemoglobin saturation (COHb) in 30 of the 173 persons who died in the Victorian bushfires in February 2009. The ages of these 30 deaths ranged from 3 to 80 years and there were 8 females. 13 cases (43%) were considered negative (less than 5% COHb), 12 (40%) were between 5 and 40% COHb, 2 (6.7%) between 40 and 50% and 3 (10%) were greater than 50% COHb. There were 6 persons either found within a building or a car and the COHb in these cases ranged up to 69% (mean 50%). There were 5 cases where the location was unable to be determined as either indoor or outdoor due to the extensive nature of the fire. The remaining 19 deceased persons were all located outside in the open and the concentration of COHb in these cases ranged up to 30% (mean 19%). Hydrogen cyanide was only detected in two deceased persons at concentrations of 0.5 and 2.7 mg/L, respectively. 13 deceased were found to have soot in the airways following necropsy but this did not correlate with the COHb levels.     

Neither decline nor sclerosis: The organisational structure of the German environmental movement

The conventional view of the life‐course of social movements is that they institutionalise, develop hierarchical structures and, as a consequence, de‐radicalise. This article assesses this image by examining the recent history of the German environmental movement, using two surveys of national and Berlin‐based environmental groups. The analysis suggests that there are no indications of a decline or sclerosis in the movement. Contrary to what some observers have claimed, we find at least a stable number of groups, an increase in the size of their membership and other resources, as well as the maintenance of a decentralised movement structure. Moreover, empirical evidence does not lend support to the idea that the movement, at the aggregate level, has been pacified in terms of its protest.     

‘Marx’ or the Market? Intra-party Power and Social Democratic Welfare State Retrenchment

Differences in the intra-party balance of power explain variation in social democratic responses to the economic crisis of the late 1970s. This article evidences this claim by analysing the case of welfare state retrenchment by social democratic parties. Welfare state retrenchment is electorally risky for social democrats and often contrary to their principles. Therefore cases of welfare state retrenchment by social democrats provide an excellent case study of the difficult trade-offs parties have to make between office, policy and vote pay-offs. The article claims that leadership-dominated parties advance office-seeking strategies and are therefore responsive to economic conditions and public opinion. Conversely, activist-dominated parties advance policy-seeking strategies and therefore support traditional social democratic policy platforms or seek more radical solutions. By comparing seven social democratic parties (Denmark, France, Germany, the Netherlands, Spain, Sweden and the UK) between 1980 and 2005, this article explains variation in when social democrats introduced welfare state retrenchment.
