Zusammenfassung Seit einem Jahr liegen die thematische Strategie für den Bodenschutz und der Entwurf der Bodenrahmenrichtlinie vor, mit denen die Europ?ische Kommission das europ?ische Umweltrecht komplettieren und einen nachhaltigen Umgang mit den Bodenressourcen erreichen will. Jahrzehnte vorher hatten schon die Welt-Boden-Charta und die Europ?ische Bodencharta eine nachhaltige Bodennutzung gefordert, um der anhaltenden Bodendegradation Einhalt zu gebieten. Vor 15 Jahren hatte die Weltgemeinschaft die Rio-Deklaration über Umwelt und Entwicklung und einen Aktionsplan für diese Deklaration, mit denen nachhaltige Entwicklung, nachhaltige Ressourcennutzung und nachhaltiger Bodenschutz umgesetzt werden sollen, vereinbart. Der Beitrag stellt die Strategie, die Rahmenrichtlinie und den Diskurs zwischen den am Entscheidungsprozess beteiligten Organen und Interessenvertretungen von Landwirtschaft und Industrie, der noch im Gange ist, dar. Auch werden einige Schlüsselthemen der Weiterentwicklung des Bodenschutzes, l?sungsbedürftige theoretische Fragen, die im Hintergrund der Auseinandersetzungen stehen, skizziert.     

Chloroquine distribution in postmortem cases

Chloroquine concentrations in blood and tissues were examined in overdose and non-overdose cases to determine appropriate ranges for interpretation. Twenty-nine literature overdose cases and 8 non-overdose literature cases were compared with this laboratory's findings. The results indicate significant postmortem redistribution of chloroquine. Combining this laboratory's results and the literature results indicates that using a liver concentration of 150 mg/kg as a cutoff between overdose and non-overdose concentrations properly identified 30 of the 34 published cases containing liver chloroquine and 19 of the 20 presented cases.     

De-Europeanization by Default? Germany's EU Policy in Defense and Asylum

Since the end of the Cold War and unification, Germany's policy toward and within the European Union (EU) has undergone significant changes. Once a model "Europeanist," Germany has become increasingly reluctant to support the progressive implementation of key projects of European integration. Neither an instance of a planned strategic change nor a result of an inevitable adaptation to structural shifts at the systemic level, these changes in German foreign policy, incremental yet significant as they are, evade both deterministic and voluntaristic accounts of foreign policy change. Integrating insights from foreign policy analysis, integration theory, and social theory, the article develops an innovative framework for analysis that is applied to Germany's European asylum and refugee policy as well as its security and defense policy. The origins of both policy fields at the European level can be traced back to initiatives that were supported by or even originated in Germany. However, as the 1990s progressed Germany increasingly obstructed further institutionalization. While in the field of asylum and refugee policy the Amsterdam summit marks a clear turning point in Germany's position, the transformation of German policies on European security and defense proceeded rather as an incremental decrease in material support, aggravating substantive progress in the policy field more broadly. An unanticipated consequence of earlier initiatives, in both cases Germany has found it increasingly difficult to live up to the expectations it has helped to raise.

Relationship of life events and social support with psychological dysfunction among adolescents

Relationships among major life events, perceived social support, and psychological disorder were assessed in a sample of older adolescents. Negative life events and satisfaction with social support were significantly and independently related to a range of psychological symptoms. Further, the relationship between negative events and disorder was moderated by gender, the types of events experienced, and anticipated change in the psychosocial environment. The importance of the use of standardized and psychometrically sound measures of life events, social support, and psychological disorder is highlighted.Received his Ph.D. from UCLA in 1980. Die (neue) Haftung für Schäden an der Biodiversität

Zusammenfassung  Mit dem Umweltschadensgesetz wird im deutschen Umweltrecht eine neuartige Haftung für Sch?den an der Biodiversit?t eingeführt. Die n?here juristische und naturwissenschaftliche Bestimmung dieser Umweltsch?den sieht sich jedoch mit mehreren Problemfeldern konfrontiert. Ausgehend von der gesetzlichen Schadensdefinition als erhebliche nachteilige Auswirkungen auf den günstigen Erhaltungszustand bestimmter Lebensr?ume oder Arten behandelt der Beitrag die Frage, wann solche Auswirkungen erheblich nachteilig sein k?nnen. Um den Begriff der “Erheblichkeit” einzugrenzen, wird die Rechtsprechung und Literatur zu ?hnlich unbestimmten Rechtsbegriffen aus anderen Bereichen des Umweltrechts auf ihre Verwertbarkeit und Anwendbarkeit überprüft. Im Ergebnis kann allein auf die im Rahmen der FFH-Vertr?glichkeitsprüfung anerkannten Kriterien zurückgegriffen werden.

The focus of this article is the 10-percent sample file that provides program and demographic information on Social Security beneficiaries under the Old-Age, Survivors, and Disability Insurance program. The article explains the contents and availability of the 10-percent sample and presents several statistical tabulations as examples of the wide variety of data that can be developed from the file.
