Nordic Cultural Baselines: Accounting for Domestic Convergence and Foreign Policy Divergence

The five Nordic countries converged remarkably when developing domestic institutions, but they diverged significantly when developing foreign policies. Grid-group theory prescribes four contending cultures—hierarchy, egalitarianism, individualism, and fatalism—and offers a basis for understanding the structure of political coalitions and conflicts. Surveys from the five Nordic countries measuring cultural baselines are used to estimate the degree of convergence and divergence. The countries converge with reference to high agreement with egalitarianism, individualism, and hierarchy, and disagreement with fatalism. This concords with the historically strong regime of social democracy in this region. The five countries diverge with reference to their foreign policy in that they polarize along two dimensions. To the east, there is increasing fatalism associated with countries not being members of NATO; to the north, there is increasing egalitarianism associated with countries not being members of the European Union. Given the importance of popular support through referenda, an eventual accession of Norway and Iceland to the EU cannot happen unless egalitarianism diminishes among their publics.

§ 24 Abs. 2 BBodSchG normiert seit dem 1. 3. 1999 einen Ausgleichsanspruch zwischen mehreren Verantwortlichen gemäß BBodSchG. Besonders problematisch ist im Rahmen des Ausgleichsanspruchs die dem Anspruchsteller obliegende Beweislast. Der Beitrag nimmt im Anschluss an die erste Rechtsprechung des LG Hannover , des OLG Celle und des Bundesgerichthofes zu Beweiserleichterungen Stellung zu den vorgeschlagenen Lösungsmodellen.

Schizophrenia and violent crime: the experience of parents

Individuals with schizophrenia have an increased risk of committing a violent crime, although their contribution to the overall criminality in society is small. In this qualitative study we have interviewed parents of adult sons, diagnosed with schizophrenia and who recently had been referred to forensic psychiatric treatment due to a violent crime, with an aim to explore the parents' experiences and emotional reactions. Four events, or status passages, emerged as crucial and common for all parents. These were the onset of the mental disorder, the diagnosis of schizophrenia, the violent behaviour/criminality and the recent referral to forensic psychiatric treatment. Every passage evoked strong emotional reactions such as guilt, fear, disappointment, anger and relief, which in return led to different actions taken. Unawareness of the character and severity of their sons' mental illness and the type of violent criminality they had committed were common and complicated contacts both between the parents and their sons, and also between family members and official authorities. The findings emphasize that psychiatric health care professionals must take the initiative and responsibility for information, education and support of family members.     

EARLY NEUTRAL EVALUATIONS: APPLICATIONS TO CUSTODY AND PARENTING TIME CASES PROGRAM DEVELOPMENT AND IMPLEMENTATION IN HENNEPIN COUNTY,MINNESOTA

A program to apply Early Neutral Evaluation (ENE), a confidential, settlement‐oriented and accelerated alternative dispute resolution technique, to child custody and parenting time cases has been cooperatively developed by Hennepin county Family Court Services and the Minnesota Fourth Judicial District Family Court. Parties are referred by the court to a male/female team of experienced neutral evaluators for early feedback on the probable outcome of a full evaluation and an opportunity to negotiate a settlement. It has proven to be a highly successful program in its first 2 years, with the majority of cases reaching an early settlement. The ENE program reduces the stress and expense of custody disputes for clients, expedites judicial case management, maximizes Family Court Services staff efficiency, and focuses subsequent evaluations on critical issues.     

Reconsidering Nordic Party Space1

The erosion of the social and economic bases underlying traditional party systems has led analysts to search for new cleavage structures undergirding the present party systems. Meanwhile, analysts have identified a range of issue dimensions that also bear on voters’ party preferences. This article studies the degree to which grid-group theory's four political biases of hierarchy, egalitarianism, individualism, and fatalism can make inroads into the left–right dimension's stronghold in accounting for voters’ party preference. The analysis draws on a 1999 survey in the five Nordic countries (N= 4,832). The method combines voters’ party preferences with their scores on issue dimensions, or political dimensions. Analyses show that conventional party families, with one exception, are not identified along any of the five political orientations. Only the five conservative parties are exclusively identified as a party family on the left–right dimension. Party preference is more closely associated with the left–right dimension than the political biases. Sweden has the purest and simplest party cleavage, whereas Denmark has the most composite one. Across the Nordic countries, the green party family is most dissimilar, whereas the progress siblings are most alike. The left–right dimension accounts well for differences between parties within polities, whereas political biases, and egalitarianism in particular, account well for differences between parties of similar origin across polities.
