‘Together in the National Interest’: The Rhetoric of Unity and the Formation of the Cameron–Clegg Government 下载免费PDF全文
Judi Atkins 《The Political quarterly》2015,86(1):85-92
Following the formation of the Conservative–Liberal Democrat government in May 2010, David Cameron and Nick Clegg sought to persuade party members, the electorate and a sceptical media that their partnership would hold together for the duration of the parliament. Taking as its starting point Kenneth Burke's theory of rhetoric as identification, this article explores the strategies employed by senior Coalition figures to construct and present an image of unity to these different audiences. Of particular concern are appeals to the parties’ shared values and to the ‘national interest’, as well as the narrative of Britain's ‘debt crisis’. This narrative served to minimise inter‐party divisions by inviting MPs and supporters to unite behind the cause of deficit reduction, in opposition to the ‘fiscally irresponsible’ Labour party that had allegedly wrecked the economy. The article concludes by reflecting on the lessons for the partners in a future UK coalition government. 相似文献

During the past decade, digital technology and global deregulatory forces have facilitated the restructuring of East Asia's mediascape - resulting in complex, internationalized relationships within the regional political economy. Transnational media corporations - such as AOL Time Warner and News Corporation - are negotiating strategically important positions in regional distribution and branded content markets, in the pursuit of 'consumer segments' that form the basis of multi-platform, mass-media customer relationships. In the early phase of the internationalization process, there were expectations that one result would be a more liberalized media discourse environment - eroding authoritarian governments' capacity to control information flows. Evidence to support this contention is unconvincing. Information-sensitive states, notably China, have developed strategies to mediate the distribution of mass information - often in partnership with compliant local entrepreneurs and the international media corporations who may also benefit from uncontroversial customer relationships. Prospects for a broader, richer media canvas might be enhanced by the parallel development of constructive, permissive media policies - underpinned by regulatory principles of modern public service communications and managed competition. 相似文献

Mapping the relationship of peer influences and parental/family characteristics on delinquency can help expand the understanding of findings that show an interdependence between peer and family predictors. This study explored the longitudinal relationship between two characteristics of peer relationships (violence and perceived popularity) with subsequent individual delinquency and the moderating role of family characteristics (cohesion and parental monitoring) using data from the Chicago Youth Development Study. Participants were 364 inner-city residing adolescent boys (54 % African American; 40 % Hispanic). After controlling for the effects of age and ethnicity, peer violence is positively related to boys’ delinquency. The effect of popularity depends on parental monitoring, such that the relationship between popularity and delinquency is positive when parental monitoring is low, but there is no relationship when parental monitoring is high. Furthermore, parental monitoring contributes to the relationship between peer violence and delinquency such that there is a stronger relationship when parental monitoring is low. Additionally, there is a stronger relationship between peer violence and delinquency for boys from high cohesive families. Findings point to the value of attention to multiple aspects of peer and family relationships in explaining and intervening in the risk for delinquency. Furthermore, findings indicate the importance of family-focused interventions in preventing delinquency. 相似文献

‘Strangers in their own Country’: Epideictic Rhetoric and Communal Definition in Enoch Powell's ‘Rivers of Blood’ Speech 下载免费PDF全文
Judi Atkins 《The Political quarterly》2018,89(3):362-369
This article treats Enoch Powell's ‘Rivers of Blood’ speech as an example of the epideictic rhetoric of blame and exclusion. Drawing on a framework proposed by Celeste Michelle Condit, the analysis explores the functions of the address for the speaker and for the audience. Of particular concern are Powell's self‐presentation as a statesman and prophet; his account of the impact and consequences of unrestricted immigration; and his portrayal of a community where ordinary, decent English people were being displaced and victimised by Commonwealth immigrants—a process in which he claimed the authorities were complicit. For the audience, the speech gave public expression to their concerns about immigration, though Powell's predictions of a dystopian future also aroused sentiments of anger and foreboding. Despite the controversy that ensued, the impact of ‘Rivers of Blood’ was far‐reaching, and its influence is still apparent in contemporary debates over immigration. 相似文献

This article develops a multilateral decomposition procedure for the analysis of wage differentials and applies this to the evolution of the racial wage hierarchy in South Africa over the period 1993–2001. We find evidence that the wage position of the majority African workforce improved relative to all other racial groups immediately following the transition to democratic rule in 1994, but that these gains have been largely eroded in the ensuing years of the post-apartheid era. We review the range of policy initiatives that have been taken by the government since 1994 in the light of our empirical findings. 相似文献
