The new randomised controlled trials (RCT) movement in public policy: challenges of epistemic governance

Since 2012, a new movement of government departments, think tanks and high-profile individuals within the UK has sought to promote the increased usage of randomised controlled trials (RCTs) in public policy. They promote RCTs as an evidence-based corrective for the inappropriate certainties of experts. Recent government reports and public debate around this initiative are reviewed and analysed within a framework for epistemic governance: normative insights into how knowledge for policymaking should be understood and governed drawn from science and technology studies and the policy sciences. The legitimacy of RCT evidence within policymaking is found to rest on the recognition of three key features: (1) how multiple meanings of evidence limit generalisability, (2) ensuring a plurality of evidence inputs, including those from other forms of research and expertise, and (3) building institutions for governing the use of RCTs in the public interest. Producing evidence for policymaking is a hybrid activity that necessarily spans both science and politics. Presenting RCTs as naively neutral evidence of what policy interventions work is misleading. The paper concludes by calling for more work on how the new RCT movement might engage with its own history in social and policy research on the value of experiments for policymaking.     

Intersections,Immigration, and Partner Violence: A View From a New Gateway—Baltimore,Maryland

This article reports on the results of exploratory surveys with immigrant women regarding their observations of intimate partner violence and criminal justice practices in their communities in the emerging immigrant gateway of Baltimore, Maryland. Using an intersectional/interlocking theoretical framework, it asks how nativity interacts with other social locations in the experiences of partner violence through surveys of women representing 5 language groups. The study found high levels of awareness of the problem of partner violence in immigrant communities and strong awareness of many U.S. criminal justice approaches to the problem. Although the women preferred informal sources of support in a situation of abuse, they strongly supported government intervention. We found low levels of awareness of the Violence Against Women Act as well as little support for the higher levels of prosecution for batterers, even though arrest was sometimes approved. The article calls for sensitive policies and practices that take into account the particular vulnerabilities of the foreign-born, especially in localities where national diversity is relatively novel.     

Durkheim and the juridical relation

This paper considers some of the methodological implications of regulation theory in relation to our current research into the restructuring of the institutions and practices of local governance in Britain during the 1990s. We propose that a methodological approach to regulation theory avoids some of the difficulties associated with the current widespread use of concepts such as the 'mode of regulation'. Emphasizing the social practices whiuch constitute ongoing regulatory processes, we suggest, focuses attention on the geography of regulation, its organization throguh sites and institutions and requires that full weight be given to the process of concrete research. This approach, which draws on, and is compatible with, the epistembology of critical realism, avoids both teleology and functionalism. However, it also ncalls into question the coherence and homogeneity of modes of regulation. The paper concludes with an outline of the concrete research strategy we have adopted in our investigation of local governance.
