Changing the Rules of the Game: Comparing FIFA/UEFA and EU Attempts to Promote Reform of Power-Sharing Institutions in Bosnia-Herzegovina

This article compares two international attempts to promote reform of power-sharing institutions in Bosnia-Herzegovina: failed European Union-led efforts to promote reform of the country's constitution, which was established by the 1995 Dayton Agreement; and the recent successful reform of Bosnia-Herzegovina's institutions of football governance, promoted by the game's international and European governing bodies, FIFA and UEFA. The article outlines the history of these two reform processes and seeks to explain why FIFA and UEFA have been more successful in promoting reform in this post-conflict setting than the EU. It argues that, in contrast to the EU, which has been vague about the precise reforms expected of Bosnia-Herzegovina's politicians, leaving the details to be negotiated by domestic political elites, FIFA and UEFA were more precise in their demands and were also willing to capitalise on popular frustration with the governance of the sport and to bypass nationalist elites who stood in the way of reform.     

Fatal Injury Caused by a Ram (Ovis Aries) Attack

Animal‐inflicted injuries to humans are a major public health problem around the world resulting in great morbidity, money loss, and mortality. They are related to wild and domestic animals alike. Animals can cause injuries by various mechanisms—biting, stinging, crushing, goring, stomping, butting, kicking, pecking, etc. We present a case of a ram's attack with fatal consequences. A 4‐year‐old, 120 kg jezersko‐sol?ava breed ram with prior history of aggressive behavior inflicted multiple injuries to his 83‐year‐old owner, who died in the hospital a few hours later due to severe blunt force injuries sustained in the attack. The autopsy revealed the cause of death to be multiple injuries of the thorax and the head. Sheep, even though they are not considered aggressive or large farm animals such as cattle and horses, can inflict serious injuries with devastating results.     

自动化工作站与Chelex-100法对血样本检验效果比较

目的比较自动化工作站与Chelex-100法对不同浓度血液样本的检验效果。方法取新鲜血液,按倍量稀释法制成2~1 024倍10种不同浓度的血样本,分别采用自动化工作站和Chelex-100法提取模板DNA,应用Identifiler Plus试剂盒进行扩增及毛细管电泳检测,并对电泳结果进行比较。结果稀释2~32倍的血样本,采用两种方法的检验成功率均可达到100%;稀释64倍的样本,Chelex-100法成功率为41.3%、完整分型数为78.3%,自动化工作站成功率为13.0%、完整分型数为43.5%,两者比较,差异均有统计学意义(P0.01);稀释128倍的样本,成功率在Chelex-100法(8.7%)和自动化工作站(2.4%)之间比较,其差异无统计学意义(P0.05);稀释256倍以上,两种方法均无法获得分型结果。结论自动化工作站适用于一定浓度血样的检验,而对于微量血样,Chelex-100法的效果可能更优。

农民增收问题一直是我国政府关注的重大问题.然而近年来,我国农民的收入增长幅度却逐年递减.这种状况不仅严重影响了农民的生产、生活,而且也成为全面建设小康社会进程中的制约因素.对此,我们要有清醒的认识,并努力寻求解决这一问题的途径和良策.     

Securing the Border in Bosnia and Herzegovina: an Exploratory Analysis of the Impact of Training on Officers’ Knowledge and Experiences Related to Sex Trafficking

Across the globe law enforcement agencies are providing training specific to human trafficking in an effort to educate officers about trafficking indicators, techniques for evidence collection, and the provision of culturally sensitive and victim-centered assistance to trafficking victims. The effectiveness of said training, however, remains an understudied area. The primary goal of this study is to examine the influence training programs have on police officers’ knowledge and experiences related to sex trafficking. Utilizing self-report data from 363 border patrol agents in Bosnia and Herzegovina, a series of statistical analyses finds support for the hypotheses that trained officers will have a better understanding of sex trafficking indicators and field investigation techniques as well as more experience with sex trafficking cases. Somewhat unexpectedly, the results indicate that the vast majority of officers, regardless of training receipt, recognized a need for ongoing training and support. Implications of these findings will be discussed.     

Priority goals in international co-operation of the Republic of Serbia in the field of environment and sustainable development

The paper points to the significance of some factors of international co-operation in the field of environment and sustainable development as a general framework for understanding of the fundamental goals in international co-operation of the Republic of Serbia (RS). It is especially pointed to the place and importance of the activities that are carried out in the European Union (EU), to the harmonisation of national legislation with EU legislation including regulations in the field of climate change, to the significance of international environmental agreements and various forms of global, regional, subregional and bilateral co-operation as well as to the co-operation with international financial institutions which are important for environment and sustainable development. The paper is based on the thesis that the fundamental goals in international co-operation of RS in the field of environment and sustainable development are mostly determined by the “European perspective” of RS and in accordance with this, with global trends in the contemporary environmental and sustainable development policy and law. Opening the prospect of the EU membership (potential candidate status and the status of the candidate for EU membership) has resulted in the acceleration of the process of harmonisation of national legislation with the EU’s as well as speeding up the process of ratification of the international treaties in the field of the environmental protection.
