Making local government work better: How local and internationally sponsored institutions interact to influence performance in Bosnia‐Herzegovina

Why has international investment into reforming local governance in post‐conflict societies produced mixed results? Drawing on new institutionalism, the authors expect reform outcomes, even of comprehensive assistance, to be shaped by the interaction between new and old rules, an interaction mediated by local elites. This expectation is explored in three pairs of comparable municipalities in Bosnia‐Herzegovina. Using data collected through field research and an original index of local government performance, we find that most municipalities achieved incremental improvements in performance between 2005 and 2010. Differences can be explained by the varying endurance of old informal rules that antagonistically coexist with and undermine internationally proposed rules, as well as by the varying strength of local opponents of reform. The implication is that more effective promotion of local government performance requires more attention to and a long‐term approach to minimizing the constraints posed by informal rules and local actors opposed to reform. 相似文献

The article reflects on the possibility of conceptualising the complex problem of the normativity of international legal rules, including in particular the phenomenon of “relative normativity.” The author utilises the critical potential of Ronald Dworkin's proposal for a new philosophy of international law to reflect on the classical accounts explaining normativity of international law. By building on Dworkin's argument, the author argues for a constitutional account of international law. The far‐reaching constitutional proposals may provide a more complex and coherent set of possible rationalisations of international legal rules. International law is in great need of a comprehensive theory that could better explain its normative character as well as its sources, and it is argued that international constitutionalism has the potential to serve this purpose. 相似文献

Since the 1990s, emerging economies such as Brazil, India, and China have adopted transparency-enhancing public procurement regulations in line with international norms. Yet they have hesitated to join the World Trade Organization's legally binding Government Procurement Agreement (GPA). Based on the Special Issue framework, this article scrutinizes the underlying domestic and international determinants, and how they influence emerging countries’ positions in two overlapping international procurement regimes. In particular, reform-oriented state actors, societal pressure, and lesson-drawing from international templates have induced a strengthening of domestic procurement institutions and turned emerging countries into “promoters” of the international transparency regime. Conversely, the rising powers have remained, to varying degrees, reluctant “spoilers” of the GPA-based market access regime in order to keep policy space and use procurement for domestic development objectives. The article suggests that this regulatory-developmental layering of rule-based governance and interventionist ambitions characterizes the variegated regulatory state in emerging countries. 相似文献

ABSTRACTThis article examines Western Balkans/EU bordering and debordering practices through a borderscape method in the context of the geopolitical positionality and (de)institutionalization of migrant housing in Serbia. From this perspective, a new ‘border variation’ can be seen emerging after the securitarian turn, transforming the external borderscape of the EU into a space of circular movement. The article sheds light on discourses, practices and places that constitute these spaces of circular movement within the EU external borderscape. In particular, the Western Balkans borderscape is investigated with reference to Serbian migrant housingscapes emerging at the intersection of state-run camps and migrant collective self-organized squatted housing. The focus on migrant housingscapes points to the interconnectedness of camps and squats in the process of facilitating circular movement by the state, the production of mobile commons as a debordering practice, and the production of visual representations of the external border as stabilized ‘scape’ for the EU. 相似文献

目的探讨尼龙植绒拭子与棉拭子血痕DNA分型检验的效果。方法取抗凝全血用去离子水倍量稀释2、4、8、16、32、64、128倍,各取1μL分别滴加于尼龙植绒拭子与棉拭子头部,干燥制成血痕,应用Chelex-100提取每个浓度两种材质拭子的血痕样本DNA,采用Identifiler Plus试剂盒进行复合扩增,3500XL型遗传分析仪进行检测,对比各组DNA分型检验成功率。结果 1检验成功率:稀释16~64倍尼龙植绒拭子血痕均明显高于相同稀释倍数的棉拭子血痕(P0.001);其余浓度血痕两种材质拭子的检验成功率无明显差异;2分型图谱峰高和均衡性:不同浓度尼龙植绒拭子血痕峰高多为棉拭子血痕的2倍以上,16~64倍稀释血痕尼龙植绒拭子均衡性更好。结论尼龙植绒血痕拭子的检验效果优于棉拭子血痕,在微量血痕检验时优势更明显。 相似文献
