“递延权力”腐败的文化探源及对策思考

"递延权力"腐败是我国腐败的新动向,其实质是公共权力的异化.它与以血缘关系为基础的宗法族制有紧密的关联,宗法族制的互助、亲亲原则是"递延权力"腐败的源起.在当今中国,遏制"递延权力"腐败主要是加强各项制度的建设, 同时提高广大人民群众的公民意识.     

Governing the Safety and Security of the Malacca Strait: The Nippon Foundation between States and Industry

ABSTRACT

Despite long-standing sovereignty sensitivities, the Malacca and Singapore Straits have been the site of co-operative governance and regime building. Of note is the 2007 Co-operative Mechanism of the Straits of Malacca and Singapore, characterised as a milestone achievement in regional co-operation towards improved safety and security in the Straits. Yet, well before the Co-operative Mechanism were also earlier instances of co-operation dating to the 1970s – specifically between the Straits’ littoral states under a tripartite framework and Japanese actors through the Malacca Strait Council. In addition to providing a template for the Co-operative Mechanism, these arrangements offer alternative models of governance and regime building that challenge conventional characterisations of “regional governance” – what it looks like, as well as its driving actors. This article considers the significance of these early efforts, with attention to the ways that the region’s developmental context bears on the actors, structures and processes of governance in Southeast Asia. Not only does this historical process of co-operation give expression to alternative governing arrangements composed of mixed actors and obligations, but an unconventional governance agent – the Nippon Foundation – has played an especially defining role in bringing actors to the table and substantiating the co-operative process.

自动化工作站与Chelex-100法对血样本检验效果比较

目的比较自动化工作站与Chelex-100法对不同浓度血液样本的检验效果。方法取新鲜血液,按倍量稀释法制成2~1 024倍10种不同浓度的血样本,分别采用自动化工作站和Chelex-100法提取模板DNA,应用Identifiler Plus试剂盒进行扩增及毛细管电泳检测,并对电泳结果进行比较。结果稀释2~32倍的血样本,采用两种方法的检验成功率均可达到100%;稀释64倍的样本,Chelex-100法成功率为41.3%、完整分型数为78.3%,自动化工作站成功率为13.0%、完整分型数为43.5%,两者比较,差异均有统计学意义(P0.01);稀释128倍的样本,成功率在Chelex-100法(8.7%)和自动化工作站(2.4%)之间比较,其差异无统计学意义(P0.05);稀释256倍以上,两种方法均无法获得分型结果。结论自动化工作站适用于一定浓度血样的检验,而对于微量血样,Chelex-100法的效果可能更优。

农民增收问题一直是我国政府关注的重大问题.然而近年来,我国农民的收入增长幅度却逐年递减.这种状况不仅严重影响了农民的生产、生活,而且也成为全面建设小康社会进程中的制约因素.对此,我们要有清醒的认识,并努力寻求解决这一问题的途径和良策.     

From AKP’s ‘Conservative Democracy’ to ‘Advanced Democracy’: Shifts and Challenges in the Debate on ‘Europe’

Abstract

Following the AKP’s victory in the 2002 general elections, ‘conservative democracy’ has emerged as a trademark in Turkish politics, focusing on cosmopolitanism and European integration. In the late 2000s, the party’s favourite notion was ‘advanced democracy’, this time underlining Turkey’s leadership claim in the region and displaying a more critical approach to ‘Europe’. In this paper, I aim to show how different narratives on ‘Europe’ emerged within the context of these empty signifiers. The paper claims that the difference in the two narratives on ‘Europe’ in two different periods does not point to a complete and fully fledged de-Europeanisation trend.     

4种固相颗粒吸附法提取滤纸血痕DNA效果的比较

目的探讨4种固相颗粒吸附法提取滤纸血痕样本DNA的效果。方法含有1μL静脉血的滤纸血痕180份,分为4组,每组45份。分别采用4种固相颗粒吸附法(DNAIQ~(TM)系统、D盾超敏DNA提取试剂盒、超高效硅珠纯化DNA提取试剂盒和常规的硅珠法)对上述样本进行DNA提取,对比各组DNA溶液的浓度及STR分型检验结果。结果 D盾超敏DNA提取试剂盒[(3.764±1.790)μg/mL]、超高效硅珠纯化DNA提取试剂盒(3.634±1.112)及常规硅珠法(3.350±1.250)提取到DNA溶液的浓度无统计学差异(P0.05),但均高于DNA IQ~(TM)系统(1.864±1.207)(P0.001);D盾超敏DNA提取试剂盒、超高效硅珠纯化DNA提取试剂盒及常规硅珠法样本图谱峰高大于DNA IQ~(TM)系统(P0.001),超高效硅珠纯化DNA提取试剂盒和常规硅珠法样本图谱峰高大于D盾超敏DNA提取试剂盒(P0.01)。结论 D盾超敏DNA提取试剂盒、超高效硅珠纯化DNA提取试剂盒及常规硅珠法对于滤纸血痕的DNA提取效率高于DNA IQ~(TM)系统;超高效硅珠纯化DNA提取试剂盒和常规硅珠提取到的DNA溶液可能具有更高的质量。     

历史地理学家:杨守敬--兼论与张之洞的交往

在清末民初的学术界,杨守敬堪称是一位经历不凡,成就突出的大学者。其在历史地理学等方面的独特造诣为张之洞所赏识,并因此而被罗致到张之幕府。杨守敬先后在张之洞创办的两湖书院、勤成学堂、存古学堂任职,为张之洞的文教事业做出了重大贡献。无论是生活上还是仕途上,张之洞都对杨守敬关爱有加、提携备至,这些都体现了杨、张二人深厚的情感和友谊。
